The country is not producing enough animals to meet the local demand for meat. There is a huge production loss due to early slaughtering / mortality of male calves especially buffalo calves. It is estimated that 5-6 million male calves are slaughtered before attaining the age of one month. Due to economic reasons the farmer does not offer milk to the calves, which is a critical survival factor of the calves. Consequently a huge production potential is lost every year. “Save The Calf” is one such project, started by the Company, which is aimed to change this practice and enhance the meat production by collaborating directly with the farmers. This could prove to trigger an economic activity towards the establishment of the meat industry at the grass root level. Capacity building of the staff is an essential investment that an organization can make for itself. National Rural Support Programme – NRSP has chosen to provide training to those individuals who are most likely to benefit from it in terms of increased performance and efficiency. While individuals on the other hand, prefer to be trained in those skills that not only improve their performance, but are also considered valuable .The Training of Save the Calf for PAMCO is an example for this capacity building. 1 NRSP’s Social & Human Protection Programme Project Completion Report - Capacity Building under Save the Calf Project Background In Pakistan livestock sector is contributing overall 11.7% of the GDP due to the reason that country’s whole economy is based on agriculture. Pakistan is marked in first five countries that produce milk in the world. Livestock & Dairy Development Department (LDDD) caters to the requirements of livestock sector in the province. Livestock is increasingly becoming a very important sector of national economy, contributing even more than all the other agricultural crops combined. Livestock & Dairy Development Department strives to ensure growth and development of livestock sector in the province thus contributing to national food security, economic uplift, rural development, poverty alleviation, employment generation and foreign exchange earnings. Punjab Agriculture and Meat Company – PAMCO is the Pakistan’s first fully integrated Meat Company with a mission to formalize the meat and horticulture sector of Pakistan by interventions at each tier of value chain. The company plays its role as a catalyst in creating and encouraging private businesses to invest into the industry and help ensure their long term sustainability. State of the art meat processing plant is being built at Shahpur Kanjaran, Lahore. This would be Pakistan’s biggest automated processing plant complying with international standards. Currently the company is integrating backwards to ensure animal supply fattened through natural feeding by helping farmers establish fattening farms under the project called “Save the Calf”. Registered farmers would get free consultancy, training and subsidies under this project by National Rural Support Programme - NRSP. Objectives The Company is encouraging livestock farmers to raise calf for meat by assisting subsidy per animal, insurance, consultancy, veterinary services, medication and trainings. The strategic advantages behind this initiative are to provide a platform for the farmers, Milk Replacers and Animal Feed Manufacturer to work together towards an aligned goal. The main objective of the present training is to enhance the skills and or capacity of the districts officers and Farmers of the Livestock and Dairy Development Department Government of Punjab on Save the Calf and Feed Lot Fattening Farming with application of this knowledge for Save the Calf and Feed Lot Fattening extension services. NRSP’s Social & Human Protection Programme 2 Project Completion Report - Capacity Building under Save the Calf Project National Rural Support Programme – NRSP The National Rural Support Programme (NRSP) aims to reduce poverty and improve the quality of life of the rural poor by harnessing their potential to help themselves. Its approach is based on organizing willing communities and supporting them in development activities, which the people themselves identify and can undertake. Common areas of support given by NRSP to communities include: technical and financial support for building village physical infrastructure, provision of micro credit, support in the natural resource sectors and in small enterprise development and support to poor communities in the social sectors. Development of human skills occupies a crucial place in the philosophy of any development activity, which is expected to be sustainable. The NRSP organizes different training events for capacity building of the staff of the organization. oT achieve this objective it is pertinent that professionals directly involved with communities are especially needed to be equipped with the latest techniques of the Development. NRSP has excellent experiences in the training sector; NRSP has trained almost 300,000 community and staff members since last 17 years. Especially NRSP has designed and conducted more than 30 training events for the Livestock & Dairy Development Department since last five years and almost more than 400 persons trained under said training program. NRSP is the largest capacity development institute in the non-profit sector both in terms of participants trained and the number of courses offered. orkingW in pursuit of its holistic approach towards poverty alleviation and improvement in the quality of life of the rural poor, the institute offers short and long duration training programme in the area of Human Resource Development, Social Sector Services (health and education), Rural Credit, Business and Enterprise Development, Natural Resource Management, Community Physical Infrastructure and Urban Poverty Alleviation Programme. As much as possible, NRSP uses technical resources already available with the government and other agencies rather than developing audience by acting as a bridge between the both. Skill enhancement is parallel resources. In this way NRSP is able to build capacity of the target made available not only to the people of the rural community but also to the staff members. 3 NRSP’s Social & Human Protection Programme Project Completion Report - Capacity Building under Save the Calf Project Save the Calf – The Component of Capacity Building NRSP-SHPP has very strong liaison with LDDD Punjab for capacity building of their staff from Director Generals to support staff. NRSP-SHPP is designed and conducted many trainings events for LDDD Punjab from last three years. Capacity building of the professional and management staff of livestock department is the key area of consideration, fortunately Livestock & Dairy Development Department took excellent initiatives for the training of their key staff members, a large number of staff has already trained through different training events, now this training of district livestock officers staff has been designed as per request of department, following are the further details. The thirteen Training sessions were conducted on Save the Calf for Service Providers and Farmers from 18th April 2012 to 26th May, 2012 at NRSP Office Lahore, in which a total of 324 participants participated from four districts (Lahore, Kasur, Shiekhupura and Gujranwala) of Punjab.
