AB 246, authored by Assembly Member Bill Quirk, deals with illegal dumping. RCRC is an association of thirty-seven rural California counties, and the RCRC Board of Directors is comprised of elected supervisors from each member county. Illegal dumping continues to be a serious problem in many parts of the state, especially in unincorporated rural areas. Local governments spend a considerable amount of money each year responding to and cleaning up illegally disposed waste. AB 246 allows the Contractors State License Board to take disciplinary action against a contractor for violating state or local laws prohibiting illegal dumping. AB 246 provides another important tool in the toolbox to discourage illegal dumping and punish those who violate state and local illegal dumping laws.
