First Rapid Assessment Report Of Flood Affected Eastern Districts of Balochistan By: Balochistan Boy Scouts Association Emergency Response Unit Balochistan Boy Scouts Association: Provincial Headquarter Balochistan Boy Scouts Association Hali Road Quetta Ph: 081-9201477 Fax: 081-9201477 Email: [email protected] District Profile: Northern Balochistan – Barkhan The name Barkhan is derived from Baro Khan, the founder of the Barozai family of Pannis. The Pannis have historically either ruled this area or owned it. The livelihood of the people in this district is based on agriculture and livestock and the mineral deposits in the area are not explored. Wheat, fodder, vegetable, jawar, onion, garlic, and melon, as well as apples, almonds, plums, apricots, pomegranates and peaches are grown here. The district is devoid of any manufacturing units and big industries. However, smaller enterprises employing a small number of the population do exist. Barkhan is also the home of Sardar Anwar Jan Khetran, the chief of Khetran tribe, as well as being the hometown of Nasreen Abdul Rehman Khetran, the first lady to be elected to the Balochistan Assembly in the 2002 election on a general seat. Sibi has a distinguished place in the modern history of Baloch as it was the hometown of Mir Chakar Khan Rind, revered in Baloch history as a warrior hero. Marri, Domki, Khosa, Rind, Khajjak, Barozai and Jamote are the main tribes. JUIF, the PkMAP, the ANP and different Baloch nationalist groups have a strong presence here. No mainstream liberal political party has even won any of the two provincial assembly seats falling under this National Assembly constituency. Only in 2002 did a PMLQ-backed candidate, Bakhtiar Khan Domki, win the Balochistan Assembly seat. Constituency: NA 265: This constituency is spread over three Balochistan districts: Sibi, Kohlu and Dera Bugti. However, never has a non-Bugti won this seat. Though Kohlu district is a stronghold of the Marris and Sibi district of the Domkis, Rinds and Khosas, the tribes could never forge a strong alliance to challenge the monopoly of the Bugtis over this constituency. Nationalist sentiments here grew strong, more so after the arrest of the Khan of Kalat in 1958. The arrest triggered a small-scale guerrilla war by the tribesman against the government. After the dismissal of the first elected government of Balochistan in1973, Kohlu saw a second Baloch uprising and the government’s announcement after the military coup in 1999 to build a cantonment in Kohlu and other parts of Balochistan gave birth to a third uprising in Balochistan with the Marris at the forefront yet again. Constituency: This constituency is spread over three Balochistan districts: Sibi, Kohlu and Dera Bugti. However, never has a non-Bugti won this seat. Though Kohlu district is a stronghold of the Marris and Sibi district of the Domkis, Rinds and Khosas, the tribes could never forge a strong alliance to challenge the monopoly of the Bugtis over this constituency. Work is underway to repair the section of rail line that was damaged by the flash floods. The National Disaster Management Authority (NDMA) has started providing relief goods to the displaced people. However, local people said they had not received any aid. On Saturday, a man was killed when the roof of his house collapsed due to rains in Dera Murad Jamali. A four year-old girl and her six-year-old brother died due to water-borne diseases in Nari tehsil of Sibi.
