Hazards Mapping and Assessment for Effective Community-Based Disaster Risk Management (READY) Project Government of the Philippines United Nations Development Programme Government of Australia PROJECT PERIOD: 2006-2011 OBJECTIVE: The project aims to address the problem of Disaster Risk Management (DRM) at the local level. To achieve this, both national and local initiatives are necessary. First, at the national level, it aims to institutionalize and standardize DRM measures and processes. Second, at the community level, the project aims to empower the most vulnerable municipalities and cities in the country and enable them to prepare disaster risk management plans. The project hopes to develop a systematic approach to community based disaster risk management. The project is developed within the country’s national priorities and as direct response to specific assistance requested by the GOP on DRM to the UN Country Team after the Flash Floods of December 2004. Development of Community-based Early Warning System Floods, Flashfloods and Landslides (installation of rain gauges, communication setups, water levels, signages, and conduct of dry runs) Tsunami (development of community evacuation plan, installation of signages and conduct of tsunami drills) 2 2.2. Development of IEC Strategies and Materials for Specific Target Groups Conduct of Information and Education Campaign (cluster assembly for mayors, barangays captains, municipal planners, deputized coordinators, high school and elementary teachers) Development and distribution of pamphlets, flyers and posters 3. Initiate the Mainstreaming of Risk Reduction into Local Development Planning Process 3.1. Mainstreaming /Institutionalization thru Consultation Conduct of Preparatory Meeting Provision of and Training on Rapid Earthquake Disaster Assessment System (REDAS) Software to Local Government Units, its PDCC members and planners 3.2. Resource Mobilization and Donor Coordination (partnerships with other organizations both local and international) Asian Development Bank (ADB) under this component has provided a technical assistance in order for NDCC to come up with the national assessment on the state of DRM in the country, 50 contingency plans in selected pilot communities, lessons learned publication on major natural and human-made disasters and a comprehensive DRM Framework. Mainstreaming Disaster Risk Management in Sub-national Development and Physical Planning in the Philippines (NEDA/NDCC/UNDP/DIPECHO). This project aims to reduce the adverse impacts of natural disaster through enhancing the capacity of land use planners and other stakeholders in DRM. PROJECT ACCOMPLISHMENTS (as of September 2008): Multi-hazard mapping of Surigao del Sur (SDS), Surigao del Norte (SDN), Southern Leyte, Leyte, Bohol, Aurora, Baguio City & La Trinidad (RLS), Zambales (flood and LS), Laguna (flood & RLS), Cavite, Pampanga, Ilocos Sur (flood, 1:10k in Vigan); Establishment of community-based early warning systems for flood and tsunami of Surigao del Sur, Surigao del Norte, Southern Leyte, Leyte, Bohol (tsunami), Cavite, Laguna, Ilocos Sur (flood), Aurora (tsunami), Zamboanga del Sur (tsunami); IEC (Seminar-workshops) in SDS, SDN, Leyte, So.
