I, Khabisi Mosunkutu, Member of the Executive Council for Public Transport, Roads and Works in the Province of Gauteng, having published regulations in terms of Section 49 (7) of the Act under General Notice No. 6217 in the Provincial Gazette Extraordinary No. 200 dated 15 October 2001, I now make amendments to the aforementioned regulations published on 15 October 2001 to extend the duration of the application of the Special Measures as contained in the Schedule hereto. MOSUNKUTU MEC: PUBLIC TRANSPORT, ROADS AND WORKS GAUTENG PROVINCIAL GOVERNMENT 4 No. 206 PROVINCIAL GAZETIE EXTRAORDINARY, 19 OCTOBER 2001 SCHEDULE 1. In general, all taxi routes and ranks, within the townships of Lenasia Extension 1 to 10, Lenasia South and Thembelihle will be closed to minibus taxi-type services for a period commencing on OOhOl on Wednesday, 17 October 2001 until OOhOO on Friday, 02 November 2001. 1.1 In Particular, the following taxi routes and ranks, will be closed to minibus taxi-type operations within Lenasia and Thembelihle. 1.1.1 Routes 1.1.1.1 R554 from the N12 southwards into Lenasia. 1.l.1.2 R558 on the Eastern side of the railway line from the level crossing, southwards up to Lawley Railway Station. 1.1.1.3 M68 from the N12 southwards up to the traffic light at the intersection of Flamingo and Hirvona Drive. 1.1.1.4 MlO (P219-1) from R558 northwards into Lenasia up to the N12. 1.1.1.5 Flamingo Street, Nirvana Drive, Volta Street and Capella Street. 1.1.2 Ranks 1.1.2.1 Inner Circle Taxi Rank opposite Lenasia Railway Station in Lenasia Extension 1. 1.1.2.2 Thembelihle Taxi Rank along Capella Street in Thembelihle. 1.1.2.3 Loveday Street Taxi Rank in the town of Johannesburg in Loveday Street between Market Street and Commissioner Street. 1.1.3 Exclusions 1.1.3.1 RS58 on the western side of the railway line from the level crossing northwards. 1.1.3.2 R558 on the Eastern side of the railway line from Lawley Railway Station southwards. 1.1.3.3 N12 running East to West on the southern side of Lenasia. BUITENGEWONE PROVINSIALE KOERANT, 19 OKTOBER 2001 No. 206 5 1.1.4 Specific Authorisation 1.1.4.1 Motor vehicles providing minibus taxi-type services from the north, southwards to Lenasia are hereby specifically authorised to travel on the N12 and southwards on the RSSB up to the level crossing. 1.1.4.2 Motor vehicles providing minibus taxi-type services from the south, northwards to Lenasia are hereby specifically authorised to travel on the RSSB up to Lawley Railway Station. 2. No person may undertake minibus taxi-type services on the route and ranks as specified in regulation 1 during the indicated period. Any person who does so will commit an offence and will be liable for conviction to imprisonment for a period not exceeding six months or a fine not exceeding R10 000, or both a fine and imprisonment. 3. Regulations 1 and 2 may be withdrawn earlier by a notice in the Government Gazette in a case of reports and information received indicating that the security situation of participants in the taxi industry as well as passengers in the above area has been normalized. In this regard reports in respect of the progress to implement the agreement between the two taxi associations, supported by satisfactory supporting mechanisms to ensure that discipline in the industry can practically be enforced, will be taken into account when the normality/abnormality of the situation and the question whether regulations 1 and 2 are still necessary is assessed by the MEC for Transport and Public works (Gauteng Provincial Government) on daily basis. 4. The Gauteng Provincial Permit Board is hereby authorised to issue temporary permits on application of the Chief Director Transportation Management (Gauteng Department of Public Transport, Roads and Works) to operators of motor vehicles with a carrying capacity of more than 16. persons, including the driver, to operate on the closed routes for the period as specified in regulation 1 or a part thereof.
