The mining lease area covering 12.62 hectares with Survey No 5/6 consists of non-forest waste land. The concerned mine is proposed by M/s Tata Chemicals Limited. It was originally granted in favor of the lessee vide order no. MCR-1565/ (T) 31773/CHH dated 2.1.1967 issued by Government of Gujarat, Industries, Mines and Power Department, Gandhinagar. The mining lease is part of Adityana Village of Ranavav Taluka was executed on 05.06.1967 and expired on 04.06.1987. Application for renewal of mining lease for another 20 years was submitted to the Government of Gujarat on dated 20.03.1986, before one year of expiry of lease and state govt. rejected renewal application on dated 14.05.1987. The company filed revision on dated 02.06.1987 to Central Government and again Central Government rejected renewal application on dated 04.08.2000. The company filed court case in Gujarat High Court against rejected renewal application by Central Government and Gujarat Court give its decision in favor of company to State Government for renewal of lease. State Government has issued Letter of Intent for first renewal vide letter no. MCR/1586/T-63/2551- CHH dated 22.11.2004. The second renewal applied on 28.04.2006 for a period of twenty years i.e. from 05.06.2007 to 04.06.2027 vides receipt no. GP/ML-REN 105/2006/501 dated 15/05/2006. As per amendment in Section 8A (5) of the MMDR Amendment Act, 2015, lease period of the captive leases are deemed to be extended till 31.03.2030. In this regard, the District Geologist has written the letter to commissioner of Geology & Mining, Gujarat for the lease period deemed extension to 31-03.2030 vide letter no. por/ml/renew/105/lease/extension/5959 on dated 19/11/2015. The aforesaid mine lease area measuring 12.62 Ha is for extraction of Limestone. The above mining lease has been discontinued since 1990-91 due to its proximity to the Barda Wild Life Sanctuary and pending to Environmental Clearance. This mining lease used to fall within Eco Sensitive Zone of Barda Wild life Sanctuary as per MoEF & CC’s draft notification no. S.O. 2991(E) dated 2/11/2015. Recently the MoEF & CC have notified the final ESZ vide notification no. S.O. 1365(E) date 28.4.2017, where in this mining lease has been kept outside of ESZ boundary and mining outside ESZ is not a restricted activity. The aforesaid mine lease area measuring 12.62 ha is for extraction of Limestone. The annual production is targeted at 150000 tonnes. Semi mechanized mining method is proposed to be adopted to mine out the minerals. Sizing, sorting and blending will be carried out by transported to crusher located outside the mining lease area. The cost of the project is Rs 2.27 Crore. Sources of water Ground water will be extracted to meet the water demand at the mine site as permission was taken from CGWA vide letter no. 21- 4(987)/WCR/CGWA/2012/-4064 dated 06 July, 2012. Apart from this, the project will generate direct and indirect employment opportunities to the tune of about 25 persons from the nearby villages. Also, the mine owner will conduct medical camps at regular intervals in the nearby villages and will also develop much needed infrastructure like toilets, school furniture, water tankers, etc. 2. Tata Chemicals Limited have due in course expanded the capacity of their chemical plant to 875000 TPA have also established a cement plant at Mithapur with an annual rated capacity of 440000 TPA with a view to utilize the fines (50mm) along with other sub grade Limestone obtained as overburden or interburden during mining of chemical grade limestone. TCL now propose to expand the capacity of the Soda Ash Plant to 1000000 TPA and of the Cement Plant to 880000 TPA in future. (Approved mine plan is attached as Additional Documents). 4 2.2 Brief Information about the Project: The proposed Adityana-Naviline-“D” Limestone Mine over an area of 12.62 ha is situated in Village Adityana, Tehsil Ranavav, District Porbandar, State Gujarat. The method of mining will be adopted as Semi mechanized open cast mining.
