Adopted publication 1896 SECTION SKCOND. ANNUAL, MEETING. The Annual Meeting of the Society shall be held on the third day of December (the anniversary^ of the date of admission of the State of Illinois into the Union), except when such date falls on Sunday, in which event the meeting shall be held on the following day. The place of meeting shall be within the city of Chicago, in the State of Illinois, and shall be designated by the Board of Managers. The annual election of officers shall be held on the same day as the annual meeting. Nominations shall be made in manner as provided by Section III of these By-Laws, The Board of Managers shall cause the names of all legally nominated candidates to be printed on one ticket under one head, alphabetically arranged, indicating thereon the office for which the candidates are severally nominated, which ticket so printed, to- gether with a printed copy of this and Section III of the By-Laws, shall be mailed to each member at least one week before the elec- tion. No other form of ticket than the one herein provided shall be voted or counted by the judges of election. Each member voting shall place a cross beside the name of each candidate for whom he votes for each of the various offices to be filled, and only the names so indicated shall be counted by the judges of election. The Board of Managers, at a meeting held at least thirty days prior to the election, shall appoint three or more members (who shall not be members of the Board of Managers) to be judges of the annual election. Such judges shall receive and count the bal- lots cast at such election, and certify the result to the Secretary, who shall report the same to the annual meeting. The polls shall be open from 7:30 to 9:00 o'clock on the evening of the annual meeting. A plurality of votes shall elect, and in case of a tie between two or more candidates for any one office, the judges of election shall decide the same by lot. No member in arrears to the Society shall be entitled to vote. Adopted by the Society, May zSth, 1897. SECTION THIRD. NOMINATIONS. At a meeting of the Board of Managers, held at least thirty days prior to the Annual Meeting, a Nominating Committee of five shall be appointed to nominate candidates for the several offices to be filled. Said Nominating Committee .shall make their report to the Secretary at least twenty days before the Annual Meeting. The Secretary shall then mail such list of nominees to each member of the Society at least two weeks before the Annual Meeting. Such nominations by the Committee shall not preclude other nominations being made, but each of the tickets proposed shall be recommended by at least five members of the Society in writing, and such other nominations shall be reported to the Secretary at least ten days before the Annual Meeting, and, in case there are such other nom- inations, the Secretary shall mail a list, giving the names of all nominees to each member of the Society at least one week before such Annual Meeting, and shall certify thereon that the nominees are recommended by at least five members of the Society, as pro- vided herein, and only members so nominated in accordance with this section shall be voted for at the annual election of officers. Men carve upon a day, as upon material bronze or marble, some great name or some historic event. But the same law which bids Time to crumble granite into dust, and wear away the inscription on memorial brass, holds sway even where an annually recurring day is deeply graven with some record which we try to make imperish- able. Some of the Emperors of Rome decreed that their birthdays should be celebrated while the world should stand. Yet in this closing decade of the nineteenth century, does any living man know or care on what day of the year a Nero, a Caligula, or a Vespasian, first saw the light of this world ? A few years ago, and this unchangeable law of history seemed to have half obliterated from the twenty-second of February the memory of Washington. True, in our almanacs the day was marked as that which gave to the world the Father of his Country. Here and there an individual might casually recall to mind the event connected with the day.
