May, 2018 DRAFT ENVIRONMENT IMPACT ASSESSMENT REPORT for Development of Commercial Airport at Mundra, Kutch District, ES Gujarat EXECUTIVE SUMMARY INTRODUCTION This Chapter discusses in brief the summary of EIA report and presents all chapters in concise manner for overall understanding of the report. PROJECT BACKGROUND As part of the development of Multi-product Special Economic Zone (hereinafter mentioned as “SEZ”) area, Adani Ports and Special Economic Zone Limited (hereinafter mentioned as “APSEZ”) had constructed an airstrip in Mundra. Mundra International Airport Private Limited (MIAPL), a 100% subsidiary of APSEZ, currently manages the development, maintenance and operation of the airstrip at Mundra. MIAPL proposes to expand the existing airstrip into a full-fledged Category E airport serving B 747-400 category aircraft. The length after expansion will be 4000 m and width 60 m. The existing airstrip area as well as the proposed expansion project falls partly within the notified SEZ area. The total area of the project is 522 ha. Out of 522 ha, 170 ha area is in possession of APSEZ. A land parcel of 167 ha is abandoned salt works. Application has been already submitted to the State Government for acquisition of this land. A total of 185 ha is under forest land for which in-principle approval is already obtained pending with the Central Government. The expansion which is proposed to be commissioned in 2021-22 is expected to cater for 2.72 lakh passengers and 7,05,844 tons of cargo. PROJECT DESCRIPTION The expansion is proposed to develop the existing airstrip into a full-fledged commercial airport serving B-747:400 category aircrafts. A dedicated aerospace manufacturing facility will also be part of the proposed project. The B747-400 is the latest, longest ranging and best-selling model of the 747 family. The proposed project is located in Baroi, Goarsama, Sekhadia and Luni villages of Mundra Taluk of Kutch District, Gujarat. Location details of the proposed airport project are given in Table 1. The project highlights are given in Table 2. Additional 477 ha land is required for the proposed expansion. The proposed land-use break-up is given in Table 3. APSEZ will provide water for the project. During operation phase, around 52 KLD of wastewater will be generated including 16 KLD of industrial effluent which will be sent to CETP of APSEZ. The remaining 36 KLD of wastewater will be treated in the proposed 50 KL STP of the airport. The treated water will be reused for landscaping and flushing purpose, thereby complying to zero discharge concept. Power Requirement and Supply: Power required for the entire airport would be 10,000 kW, which will be provided by MPSEZ Utilities Pvt. Ltd. Procurement and installation of three standby DG sets of 500 kVA each will be done for necessary power back up. Construction Materials: Considering the quantum of construction activity, it has been estimated that 5,59,000 cum of earth/murrum, 6,50,000 cum of gravels, 3,39,000 cum of aggregates, 1,70,000 MT of bitumen, 17,700 tons of reinforcement steel and 18,000 tons of structural steel will be required. Use of Public Infrastructure: The vehicles plying to the airport will travel via Road near Alcargo Logistics Ltd. towards SH-48 near Jindal Saw Ltd. Both these roads are having ‘A’ category Level of Service. Internal roads will be properly designed inside the airport so as to allow vehicles to travel smoothly. Solid Waste Management: The existing waste recovery facility at SEZ will be utilised to segregate and recycle the dry waste generated during construction phase. The wet waste will be used for manure production. For operation phase, proper bins shall be kept for collecting different types of waste. The biodegradable waste shall be used for producing biogas/manure to be used in the airport itself. Manpower requirement: The facility will generate direct employment opportunities for 825 persons and indirect employment for 7,500 persons during the operation phase. During construction phase, employment opportunities for 1,200 persons will be generated. Construction schedule is estimated to be around 24 months. BASELINE ENVIRONMENT Baseline study of environmental parameters is important for an Environment Impact Assessment Study in order to provide a description of the status and trends of environmental factors against which the predicted changes can be compared and evaluated in terms of importance. For baseline data collection, an area covering 10 km radius from the proposed project site boundary as the centre has been considered as the Study Area. Baseline data for environmental attributes like ambient air, meteorology, water, water use, hydrology, land use, soil, geology, noise, traffic, socio- economic status, ecology and biodiversity etc. was collected. The study was conducted during the period March to May, 2016. Site Sensitivity There are no national parks/wildlife sanctuaries/biosphere reserves/elephant corridor/tiger reserves within 15 km radius of the project site. Two forest parcels from Luni and Baroi RF are part of the proposed project site. The nearest Mangrove swamps are located at a distance of 2.5 km in SSW to W direction. The study area is located in the Kutch region and falls under Zone V signifying very high-risk zone where earthquake of magnitude up to 8.0 can be expected.
