Chairman to be a member (MP, Cabinet and Pontrilas Sawmills are all on board) A465 Speed Limit – waiting for Police to report back Culvert dug up on the Ewyas Harold Road and hedges trimmed *Folly would be attended to in September 5.4 Memorial Hall Delegate Report Councillor Mr Trefor Edwards had attended some meetings There was now a shed at the back of the Memorial Hall for storage The hall is being used for Weddings and Funerals etc. 6.0 Public Question Time Designated maximum period of 10 minutes to accommodate members of the public who may wish to either raise or ask the Parish Parish Council resolved unanimously to ratify their Standing Orders as presented signed by Councillor Mr K J (John) Chance Chairman, Councillor Mr J L Pring Vice – Chairman and witnessed by the Clerk 8.2 Ratification of the Parish Council’s Financial Regulations The Parish Council resolved unanimously to ratify their Financial Regulations as presented Signed by Councillor Mr K J (John) Chance Chairman, Councillor Mr J L Pring Vice – Chairman and witnessed by the Clerk 9.0 Telephone Kiosk, Defibrillator Grant and Training Kiosk purchase, Defibrillator Grant Application, Future Training Dates Telephone Kiosk in Pontrilas purchased for £1.00 from BT, the Kiosk is now the property of Kentchurch Parish Council. Defibrillator Grant has been applied for, awaiting confirmation of award Defibrillator Training has been arranged in Kilpeck Village Hall for Thursday 26th July 2018 at 7.30pm Defibrillator Training will be arranged in Ewyas Harold Memorial Hall after Kentchurch Defibrillator is installed in Kiosk in Pontrilas. 10.0 Planning Re-consultation (amended plans) Planning Application P181592 1 Hill Cottage Pontrilas Hereford HR2 0BL Proposed single storey extension to side Type Full Householder Resolved: Unanimously to support the amendment but wish to reiterate that at all times adequate off road parking must be available for this property. 2018- 386 11.0 Sunrise Celebration Festival on Kentchurch Estate To receive any updates and agree any further action required Replies received form West Mercia Police (1) and Environment Agency (2) (1) “17th July 2018 Good morning I refer to your letter dated 10/0718 regarding the above event that was held in 2017 and your information that a similar event will be held between 17-19 August 2018. I am aware that after last years event a number of complaints were made to the local Policing team about noise and nuisance at this event. The process for applying for temporary event licence authority (TEN) is that the applicant has to send copies of the application to the council Licensing Authority, Environmental Health (EHO) and the Police. The council licensing authority are the body responsible for all licensing applications. Where a TEN has been submitted, only the Police or EHO can make representations - which can include objecting to an event. I can confirm that as at this date, no application has been received by the Police with regards to this event - however I can say that there is still sufficient time for an application to be made. What I can confirm that the Police will be considering their options if an application is made. However Police objections will normally be based on crime and disorder concerns and not the nuisance issues you are reporting. However please be assured that the Police will seriously consider the option to object to the event. Throughout the summer period the council have a 'noise team' working weekends (2100hrs to 0200hrs). They can be contacted if a significant issue occurs through the councils out of hours number - 01432 26176. Please feel free to share this information to those who you feel require it. I have spoken to my colleagues and we are unable to answer your questions. They suggest that the matters you are referring to should be dealt with by Herefordshire County Council who would have granted the Temporary Event Notice. Public Rights of Way Meeting about 3 weeks ago, approximately 60 attendees, which Councillor Mr J L Pring Vice – Chairman attended and is willing to carry on as Footpaths Officer. No Footpath Grant from April 2019 Volunteers will have to carry out any works required No stiles anymore, gates have to be installed Still no barrier where the car went into the river - Paul Norris to be contacted again KZ1 impassable By Bridge Inn (opening soon) no hedge remaining, more markers required - Paul Norris to be contacted Road over the tunnel across the road at Pontrilas, is very bad and getting worse and dangerous for cyclists and all road users.
