Odion Ugbesia THE SENATE NOTES with serious concern the abduction of Mr. Chris Mcmanus and Mr. Franco Lamolinara, British and ltalian Citizens respectively working with a Construction Company in Birnin Kebbi on Thursday 19'h May 2011. NOTES also that two gentlemen were held for over ten months until Thursday 8'h March, 2012 when Lhey were killed by their abductors in the process of a joint rescue operation by Nigeria and British Special Forces; AWARE of the pains, anguish and sorrow endured by the gentlemen, families and all those involved in the tragic rescue effort; OBSERVES, the unprecedented diplomatic Co-operation provided by the Federal Government of Nigeria to both British and Italy, a measure that underlies Nigerians firm commitment against Criminality and terrorism; OBSERVES also that the Federal Government and indeed the Government of Kebbi and Sokoto States, religious Leaders as well as traditional rulers have called for the full sanction of the law to be visited on the perpetrators of the act; WORRIED about the incessant cases of kidnapping, abduction and hostage taking and the negative image to our country especially in this present situation; Accordinglij resolues to: (i) OBSERVE a minute silence in honour of the victims (ii) COMMISERATE with the families of Mr. Chris Mcmanus and Mr. Franco Lamolinara, the people and governments of Britain and Italy. Gamawa THE SENATE NOTES that the Federal Government of Nigeria declared a State of Emergency on 31st December, 201J and was ratified by the National Assembly on January 11th 2012 in the following Local Government Areas: Maiduguri metropolitan, Gamboru-Ngala, Barna, Biu and Jere in Borne State; Suleja in Niger State; [os North, [osSouth. Barkin Ladi and Riyom in Plateau State; Damaturu, Geidam, Potiskum, Gujba and Bade in Yobe State; NOTES Also that section 2 of the Proclamation provides that "Notwithstanding the provisions of this, proclamation, a Chairman of any of the Local Government Areas listed in the second column of the schedule to this Proclamation shall continue to administer his respective Local Government Area subject to any order, instruction or regulation as may, from time to time, be issued by me; A WARE that, the Proclamation is to provide adequate and effective security and welfare of the people as specified in section 14 2(b) of the 1999 Constitution of the Federal Republic of Nigeria (as amended) in the affected Local Government Areas, INFORMED that all the affected Local Government Areas have not received their monthly Federal Statutory Funds since December, 2011 to date, NOTES that the non-disbursement of the funds has created more challenging financial and security situations for the people in the affected Local Government Areas FURTHER Notes that withholding of the Funds is strangulating the Local Governments from provision of basic necessities of life like, Water Supply, Sanitation, Education, Primary Health Care, Salaries, etc. WORRIED that, the security situation in all the local Governments can only degenerate with degrading or unavailable primary and basic Social Services for the people Accordingly, resolves to: (i) URGE the President Commander-in-Chief to direct the release of all withheld Federal Statutory Funds for the affected Local Government Areas with effect from December, 2011 to date.
