MINUTES WA & NT DIVISION MEETING Karratha Airport THURSDAY 12 MAY at 1300 -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- OPENING AND WELCOME ADDREESS Welcoming address by NT Chair Mr Tom Ganley, acknowledging Mayor, City of Karratha Peter Long and AAA National Chair Mr Guy Thompson. Welcome to all attendees and acknowledge of the local indigenous people by Mayor Peter Long followed by a brief background on the City of Karratha and Karratha Airport. 1. CONFIRMATION OF MINUTES FROM PREVIOUS MEETING: Recommendation That the minutes of the 2015 AGM of the Australian Airports Association Ltd (WA Division) held in Perth on 7 August 2015 be accepted. Moved: Guy Thompson Seconded: Darryl Tonkin 4. AAA UPDATE Guy Thompson, National Chairman provided members with a power point presentation. This presentation covered AAA activities. Of note: - Strategic Plan to be presented to the AAA Board in June 2016 for approval - AAA CEO on Maternity Leave; Nick Lane is Acting CEO. - AAA New Staff – Karla McMahon Marketing & Events Officer; Denise Kinsley Finance Officer; Louise English, Events and Administration Coordinator. - Other Key Activities - New Practice Notes o Airside Safety Guide o Small Regional Aerodrome Handbook o Wildlife Hazard Management at Airports o Considerations for improving Disability Access at Airports - Major Projects o Education – online education program to industry o Mentoring – launched the national industry airport Mentoring program o Airport Practice Notes –Introduction to Airfield Lighting; Introduction to Airfield Pavements o Regional Airport Infrastructure Report o Mos139 Review - Policy Focus 2016 o Security o Planning – Protection of land around airports o CASA – Aerodrome Safety o Deregulation – pursuing deregulation opportunities with Government agencies o Regional Infrastructure - Policy and Advocacy MINUTES - Events 2016 o Ops Swap week; 25-26 May 2016 >100 registrations o Safety Week; 17-21 October 2016 o Annual Conference; 21-25 November 2016 in Canberra - Mentoring Program – 18 mentors paired with 18 mentees 5. OTS Regional Aviation Security Training Package & OTS Update Mr Mark Dominkovich, OTS State Compliance Manager provided a power point presentation which is available on the AAA website. - Brief update on key initiatives and changes in legislation - Job Ready Status – ability for applicants to apply for ASIC prior to operational need - Serious & Organised Crime Bill o Align the eligibility and checking criteria for ASIC and MSIC schemes and applications - Infringement Trial update Question (Bob Urqhart): When a GA pilot flies into an airport and does not have or display an ASIC, the non-compliance notice is issued to the Airport Operator? The Airport Operator cannot be held liable responsible for this. Action: OTS to take question on notice and respond to AAA. - Change to ASIC Scheme – new form of laminated cards - Update on Prohibited Items - ETD - Random number generator technology being used in NT airports to identify passengers for ETD screening. Mr Stephen Weber, OTS Director WA provided an update on the Security Awareness Training Package - Security awareness training for Cat 3-6 Airports - Nationally consistent training for airport and security staff at airports - Will not be mandatory & will not provide a qualification - To be available in November 2016 6. AIRSERVICES AUSTRLIA UPDATE Mr Daniel Smith provided an update but did not present a formal presentation. The following points were presented; - ASA New CEO Jason Harfield appointed in March 2016 - A restructure of the ASA business is underway - 179 Navaids decommissioned through the Navigational Rationalisation Project , more information can be found on the ASA website http://www,airservicesaustralia.com/projects/nrp/ - OneSKY Australia Project update MINUTES - PFC Industry Reference Group 7. WA AIRPORTS: CRITICALITY ASSESSMENT Mike Gough, Protective Security Unit, WA Police spoke about the Criticality Assessment Form, which has been sent out to all WA Airport Operators. Only two responses received to date. ACTION: JM to email Mike Gough email contact details to all WA AAA Members. Meeting adjourned at 15.41 for afternoon tea and recommenced at 16.04. Afternoon tea kindly provided by Karratha Airport. 8. PANEL DISCUSSION: SOLAR POWER SYSTEMS Mr Dave Batic (Alice Springs Airport & Tennant Creek Airport), Mr Simon Kot (Karratha Airport) and Mr Tom Keddie and Nick Brass (Sun Edison) provided presentations of on Solar Power Systems relating to their specific airports. Copies of the presentations are available on the AAA website. 9. AROUND THE TARMAC All Members present provided updates on key activities or projects occurring at their airports / organisations. First day of meeting closed 1719. MINUTES WA & NT DIVISION MEETING Karratha Airport FRIDAY 13 MAY at 09.00 -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- 1. OPERATIONAL MOBILITY Mr Guy Thompson (Perth Airport) provided a power point presentation of a mobile app implemented at Perth Airport that links all operational systems. A copy of the power point presentation is available on the AAA website. 2. CASA and PIR MOS 139 update Mr Darren Angelo, CASA provided a remote access presentation of the PIR MOS139. Any questions should be forwarded to Darren directly at [email protected] 3. SERA SYSTEMS Mr Adam Kett (Karratha Airport) provided a power point presentation on how to get the most out of your SMS. A copy of the power point presentation is available on the AAA website. Meeting adjourned at 10.55 for morning tea and recommenced at 11.20. Morning tea kindly provided by Karratha Airport. 4. ONLINE INDUCTIONS Adam Kett (Karratha Airport) provided a power point presentation of how Karratha Airport has overhauled their induction packages. If any members would like to be able to log-in and navigate through the inductions available, speak to Adam Kett who can provide a temporary user ID. 5. MEETING CLOSE In closing the meeting, the WA Chair Jenny Kox thanked the following; - The City of Karratha for hosting the WA and NT Divisional meeting - Karratha Airport for providing the facilities and catering/refreshments and Simon Kot, Yvonne Klaar and Adam Kett for all their assistance with organisating the meeting and venue - Tom Ganley, NT AAA Chair for agreeing to combine the WA and NT divisional meetings - MSS Security and Smiths Detection for sponsoring the industry dinner last night - WA Billboards for sponsoring drinks at last night’s dinner - Mark Dominkovich and Stephen Weber of OTS for attending and providing presentations and updates MINUTES - Daniel Smith from ASA for his updates - The panel members (Dave Bactic, Simon Kot and Sun Edison) who presented on Solar Power Systems - Adam Kett for his informative presentation on Karratha’s online induction systems - Guy Thompson for his AAA updates as National Chair and presentation on Perth Airport operations mobile system app - Thanks to Jenny May for secretarial duties. - A reminder that the national Conference is in Canberra on 21 -25 November later this year - Next WA AGM will be held in Perth at Dept of Transport Offices on 5 August. - Thanks to all members for attending.
