Samaranch passed the photo around the Executive Board and said, "We should immediately write a letter to the Chinese Taipei delegation and give them a warning that, if this kind of thing happens again, we will revoke their right to participate in this games." The Canadian board member Dick Pound said we should summon the Tai­ wanese officials and warn them, and at the same time write an official letter to them. At half past twelve, the secretary-general ofthe Chinese Taipei Olympic Committee Li Ching-hua, the IOC member Wu Ching-kuo, and the honorary member Henry Hsu came to the meeting hall. Samaranch handed them the photo and asked them to explain it. Wu Ching-kuo said that he had no knowl­ edge of this event because he was not there. Li Ching-hua also said he didn't know about it, apparently it was done by overseas Chinese living in Seoul, and he said that, before coming to Seoul they had held a special seminar explaining what they could and couldn't do, and furthermore had inspected all the uniforms. Wu added that he had also presented at the seminar the agreement 298.
