THE ROLE OF PUBLIC IN THE SPACE ECONOMY 2016 In this naturally growing context public entities can help private investments in space economy: 1. Lowering technical barriers related to the exploitation of space technologies. 2. Improving general market conditions, establishing a favorable regulatory framework. 3. Addressing the matching of demand and supply sides of the value chains through suitable PPP partnership frameworks. THE ITALIAN SPACE AGENCY COMPREHENSIVE STRATEGY • Helping and supporting coordination of Public entities resources investments. • ASI role in boosting private investments in space related business is seen fundamental in the following aspects: 1. Technology 2. Financial 3. Regulation 4. Governance 5. Industrial • Public Private Partnership important instrument for opening of new space related markets, without market disturbance. NATIONAL GOVERNMENT SPACE ECONOMY PLAN In December 2016, Italian Financed by: governement approved the • National Public Resources Piano Space Economy of 4,7 B€ • Regional Public Resources Value. • Private Resources First Piano Stralcio 1,1B€ First program of this plan ItalGovSatCom Satellite, Program e Technical management by ASI Telecommunication services for Istitutional Communication in a PPP scheme THE CONSOLIDATION OF THE INDUSTRIAL LAUNCHER CHAIN The new family of launchers is based on a) market driven approach, responsibilities to industries • Ariane 64 & 62: GTO, LEO and escape orbits for heavy payloads • VEGA-C: small payloads to LEO and SSO b) continued evolution of technology • Prometheus: large Lox-Methane engine • VEGA-E: small Lox-Methane engine • Callisto: recoverable stages AVIO spa in June 2017 went public in the market share, ASI M&A op with ELV spa supporting consolidation. THE SPACE ECONOMY TROUGH PUBLIC PRIVATE PARTNERSHIPs ALTEC (THALES ALENIA SPACE / ASI) The Italian space economy hub, sub-orbital flights, big data,ISS support e-GEOS (Telespazio /ASI) Geoinformation, Cosmo Sky-Med Images, Added value services Space Lab (AVIO /ASI) (Former ELV) Research, development and testing in the propulsion sector CIRA (ASI / CNR / Campania Region / Private companies) Italian Center for Aerospace Research. Testing facilities for aerospace researches.Test with Sierra Nevada (Dream Cheaser ISS) / ESA (Space Rider); stratospheric platform E. AMALDI FOUNDATION Promote and support applied scientific research aimed at technology transfer, starting from the space sector. THE SUBORBITAL COMMERCIAL INITIATIVE • Italian Space Agency, Ministry of Transportation (trough ENAC), Defense Ministry, Ministry of Economic Development working together to create ecosystem for private investments in the sector. • Technology development, Regulation, Research activity, Safety and Security issues, Infrastructure development. • Italian Government already selected Spaceport location for potential flights departures: Le Grottaglie Airport (Puglia), in southern Italy. • ALTEC Spa and Sitael Spa working with Virgin Galactic for private suborbital commercial flights. Others technology, industrial, financial entities to be included. THE E. AMALDI FOUNDATION – THE CONCEPT • Amaldi Foundation promotes and supports applied research aimed to technology transfer starting from the Space sector • Private non profit Research Organization created in February 2017 by two founding partners, Italian Space Agency and the private consortium Hypatia • Amaldi Foundation main activities: 1. Discover and network national technologic excellences, private or public; 2. Creation of a network of KETLABs hosting R&D laboratories; 3. Accelerator of technology transfer; 4. Innovative financial instruments for of transfer technology. THE E. AMALDI FOUNDATION - THE KETLABs SETWORK KETLAB Network under consolidation First operational in Rome THE VENTURE CAPITAL - ASTRAVENTURE FUND Second Venture Capital Fund in Europe dedicated to Space. Italian Space Agency announced to be the first Corner Investor. Fondazione E. Amaldi, promoter and technical advisor Primomiglio SGR will be the Assett Management Company. Fund Investing 20% in PoC/Seed, 80% Early stage. Plan for 25/15/5.
