Right from its inception, the University experienced difficult times; political interference has in fact hampered its development. Under the circumstances, the GoAJK entrusted the task of developing the MUST by appointing me again as its Vice Chancellor. I am grateful to the GoAJK for continuing reposing confidence in me. I assure the Government that I will spare no effort to come up to the expectations of all the stakeholders. I am fully determined to make certain efficient and transparent administration. The ambition of the Mirpur University of Science & Technology (MUST), Mirpur is to ensure a higher education system matching the best in the world and to build the confidence and trust of the people in the education system of the university. Business and procedures of the University have been institutionalized and functions carried out in accordance with the University Act through prescribed statutes, rules and regulations. I will make the University a ‘student focused’ and ensure provision of necessary facilities to students during their studies in the university . Our future success depends upon mobilizing even more effectively the imagination, creativity, skills and talents of our youth. The] environment of the University will be made conducive to learning, equipping the youth with the practical knowledge so that our graduates may carry their degrees on their shoulders. Co-curricular activities will be promoted by involving students in healthy pursuits and competitions. Efforts will be made to develop human resource of the University so as to furnish all the disciplines with well trained and qualified human resource. Research activities will be promoted in the University and the enrollment of students in the M.Phil and Ph.D. level programs will be enhanced. Collaboration with national and international universities/ research organizations will be developed to promote and internationalized the University. I request the community at Mirpur and the UK to please own the University and come up for its development, so that dream of a reputed seat of higher learning at the Mirpur may come true. The University desires to faithfully accomplish the “University Mission” through leadership in education, research, development, fund raising, industrial and commercial linkages, joint ventures and management. The faculty and staff are set to work and work hard to achieve excellence in all areas of service. Businesses and procedures of the university have been institutionalized to make them efficient and transparent. Our goal is to develop the university to the satisfaction of all stakeholders. Serving towards societal needs is the mission, the university will continue serving the nation in general and in particular the community by fulfilling its obligations of developing human resources meeting the future challenges. Vice Chancellor 1 Executive Summary Executive Summary Mirpur University of Science & Technology (MUST), Mirpur (AJK) was established in 2009 through Ordinance No. LD/Legis./701-15/2008, Dated: 15th August, 2008 and later under Act, 2014. The University now has Four Faculties; Faculty of Arts, Faculty of Engineering and Technology, Faculty of Science and Faculty of Health and Medical Sciences consisting of 22 Departments/ Institutes/ Schools. Faculty of Arts consists of the Department of MUST Business School (MBS), Law and Education, Economics, English, Home Economics and Islamic Studies. Faculty of Engineering and Technology has the Department of Civil Engineering, Computer Systems Engineer- ing, Electrical Engineering, Electrical Technology, Mechanical Engineering, Power Engineering, Software Engi- neering and Mirpur Institute of Technology. Faculty of Science consists of Department of Biotechnology, Botany, Chemistry, Computer Science & Information Technology (CS&IT), Mathematics, Physics and Zoology whereas Faculty of Health and Medical Sciences consist of Department of Pharmacy. All rules, policies and guidelines of the Higher Education Commission are being implemented in the University in letter and spirit. Meetings of statutory bodies are being held regularly. So far, the University has conducted Seven meetings of University Senate since its inception. Eight meetings of Syndicate, Two meetings of Finance and Planning Committee, Sixteen meetings of Selection Board, Six meetings of Academic Council and Three meetings of the Advanced Studies and Research Board. Most of the degree programmes (where required) have been accredited with their respective councils. The University has awarded degrees to 603 graduates of the Faculty of Engineering and Technology, 384 Facul- ty of Science and 448 Faculty of Arts. The 1st Convocation held on 23rd April, 2015. The University has awarded total 25 scholarships for higher studies, which include 09 Ph.D. full foreign, 03 Ph.D. split programme and 13 MS full foreign scholarships against the project entitled, “Up-Gradation of University College of Engineering and Technology, Mirpur into Mirpur University of Science and Technology (MUST), Mirpur”. The University has awarded Need Base Scholarships to 350 students, fee reimbursement to 800 students and has distributed laptop to 527 students. In pursuit of excellence in higher education and to enhance the skills of their graduates, MUST has dedicated itself to adopting a curriculum that embodies and promotes academic specialization and professional education while maintaining a continuous progress of institutional self-assessment and adoption to meet the rapidly changing society. The University is taking steps to strengthen the quality of education, a dedicated department named Quality En- hancement Cell has been established. The department spearheads the change towards achieving quality by updat- ing curriculum, conducting periodic self-assessment reports and by conducting performance appraisal. Currently University has achieved “W” Ranking by the sheer efforts of all academic and administrative units. The Univer- sity seriously believes collaboration among departments is the key to success, henceforth takes every opportunity to harness shared responsibility and propagates culture with right values. The Office of Research, Innovation and Commercialization (ORIC) was also established in the University in 2011. The Students Financial Aid Office (SFAO) has also been established as per HEC guidelines in the University. Career Council and Graduate Place- ment Bureau have also made functional to help students for their placement and jobs. Mirpur University of Science & Technology (MUST), Mirpur (AJK) is functioning up to the expectation of all stakeholders. As State funding is limited, we cannot rely on mere budget allocations. We need to find ways and means to generate our own resources so that adequate funds are made available for the development of the Uni- versity. To diversify the financial resource of the university, university has been providing consultancy services to the public and private sector. University products have been launched to involve local community and Kashmiri diaspora in foreign coun- tries particularly in UK, for development of the university through the university products. The university has iv Executive Summary entered into agreement with AJK Police Department for preparing world class driving licenses and with Gov- ernment of Azad Jammu and Kashmir for developing Databases of the Colleges in the public sectors. The quality of education does not come for free whether a family or a nation, principle is the same. Quality needs money without which it cannot happen. So, in whatever capacity, every one of us should strive for sub- stantial increase in educational budget, only way to make our country prosperous and respected among the comity of nations. The Mirpur University of Science & Technology (MUST), Mirpur (AJK) is adhering to the quality criteria implemented measureable standards to evaluate our degree programmes to make all stakeholders satisfied that quality of our programmes is as good as any of the other University of Pakistan, also striving to improve them further. We have also initiated M.Phil. and Ph.D. degree programmes in some departments of engineering and sciences. Curricula of all disciplines developed in line with the recommendations of the HEC. The HEC criteria for facul- ty appointments have been enforced to improve the quality of our faculty, we consider, faculty is the heart and soul of the University, every possible measure is taken to make the process of faculty induction as transparent as possible.
