Senator Dole will carry on the important role that • Kansas Senators have played on the Finance Committee during the 20th Century. The first Senator from Kansas to serve on the Finance Committee was Charles Curtis, who was a member between 1919 and 1929. While a member of the Committee, Senator Curtis was majority leader and resigned in 1929 to become Vice President of the United States. It was during Senator Curtis' service in the Senate that the modern Federal income tax law was created and pro- tectionist tariffs reached new historic heights. Senator Arthur Capper was the next Kansan to serve on the Finance Committee; he was a member from 1935 to 1942, when the historic U.S. trade policy was reversed and when the Finance Committee handled legislation establishing our social security system as we know it today. In 1953, Senator Frank Carlson became a member of the Committee, on which he served until his retirement in 1968. Thus Senators from Kansas served on the Committee for 34 of 50 years between 1919 and 1968. Senator Dole now joins the Finance Committee which, throughout its history has been involved in major con­ • troversial issues. In addition to the Finance Committee, Senator Dole retains his seat on the Agricultural Committee. -30-.
