the Purbeck Local Plan 110 implementation strategy Purbeck Local Plan Presubmission Purbeck District Council 5 Arrangements for commenting on the Presubmission Purbeck Local Plan timings and next steps The Purbeck Local Plan 2018 -2034 Pre-Submission Draft is being published for Regulation 19 comments from 22 October to 3 December 2018. Representations received will be submitted with this final submission version of the plan, along with supporting documents, to the Planning Inspectorate for examination by an independent Inspector appointed by the Secretary of State for the Ministry of Housing, Communities and Local Government. The examination process is subject to the Planning Inspectorate’s timeframes and resources. However, it is expected that the examination including oral hearings will take place in summer 2019 and that this stage will be completed in early autumn 2019. Following the examination in public, the Inspector will publish a report. If the report finds the Purbeck Local Plan 2018-2034 to be “sound”, the Council will formally adopt the plan. Once adopted, it will supersede the policies currently contained in the Purbeck Local Plan Part 1 (PLP1) adopted in 2012 and then will, together with the Swanage Local Plan (and any made neighbourhood plans), comprise the Development Plan covering the Purbeck area. Plans are sound if they are: positively prepared – providing a strategy which, as a minimum, seeks to meet the area's objectively assessed needs; and is informed by agreements with other authorities, so that unmet need from neighbouring areas is accommodated where it is practical to do so and is consistent with achieving sustainable development; justified – an appropriate strategy, taking into account the reasonable alternatives, and based on proportionate evidence; effective – deliverable over the plan period, and based on effective joint working on cross-boundary strategic matters that have been dealt with rather than deferred, as evidenced by the statement of common ground; and consistent with national planning policy – enabling the delivery of sustainable development in accordance with the policies in the National Planning Policy Framework (NPPF). In particular, if you wish to make a representation seeking a change to the plan you should: be clear about which policy or paragraph, figure or part of the plan your representation relates to; state clearly why you consider the plan is not sound having regard to the above tests; provide supporting information or evidence to justify why the plan should be changed; and put forward the changes that you consider necessary to make the plan sound.
