ANTI- DRUG LECTURES On January 7, 2019 at around 1600H – 1730H, Ms. Darmalyn H. Jumlail, Information Officer, served as Resource Speaker and conducted lectures on RA 9165, Ill-effects of dangerous drugs and the role of social workers in the anti-drug campaign held at a classroom in College of Social Work and Community Development of the Western Mindanao State University, Normal Road, Baliwasan, Zamboanga City. The lecture was attended by forty (40) students of the said college from different year levels. On January 17, 2019 at around 1300H – 1700H, Agent Jigger B. Juniller, Provincial Officer, PDEA Basilan Provincial Office, conducted a lecture on Agent Handling Management at Basilan Provincial Office, 3rd floor, Infirmary Building, Isabela City, Basilan Province. The activity aims to empower new agents (Class Gandilan and Hinirang) for possible High Impact Operation and High Value Targets. On January 18, 2018 at around 0800H – 1200H, Ms. Darmalyn H. Jumlail, PECI Chief/Information Officer and Ms. Karren E. Gesulga, Chief Chemist, served as Resource Speakers and conducted lectures on the Ill-effects of Dangerous Drugs, RA 9165, Laboratory Examination Procedures and How to Detect Clandestine Laboratory to more or less fifty (50) participants composed of 4th year Criminology students and the Dean of Mindanao Autonomous College Foundation, Incorporated. The lecture was conducted in connection with their educational tour to some law enforcement agencies in Zamboanga City. This was held at LutongPinoy Resort, Tugbungan, Zamboanga City. On January 23, 2019 at around 1100H, AgentRizza L. Osorio together with Agent Reyne A. Barrientos, Agent Knorben Mark R. Montuya and Agent Margelyn C. 1 Asoyproceeded to Pagadian City Jail, Barangay Leniensa, Pagadian City. Agent Osorioconducted lecture and discussed the Ill Effects of Illegal Drugs and Salient Features of RA 9165. This lecture was participated bythe Pagadian City Jail Inmates. On January 24, 2019 at around 1300H, personnel of this office led by Agent Jury G. Rocamora, City Officer, proceeded to Talon-Talon National High School and conducted a lecture on the salient provisions of R.A 9165 and ill-effects of illegal drugs to seventy (70) selected students of the aforementioned institution. The said activity concluded on or about 1600H on the same date. 2 MEETINGS / CONFERENCES ATTNDED On January 10, 2019 at around 1000H, Jail Chief Inspector Nathaniel Aljas, Zamboanga City Jail Warden, paid courtesy call and had a short meeting with the above-signed at RD’s Room, PDEA RO IX, Upper Calarian, Zamboanga City. Discussed during the short visit was about the Jail Facilities Clearing Program. On January 11, 2019 at around 1000H, Provincial Officer of PDEA Zamboanga del Sur, Agent Cesario C. Judilla attended meeting of the Provincial Peace and Order Council held at Executive Conference Hall, Capitol Compound, Pagadian City. All members of the Provincial Peace and Order Council signed the Memorandum of Cooperation in support of DILG Memorandum Circular No. 2018-205, which provides for the Guidelines in the implementation of Barangay at Pulisya Laban saKrimen (BPLK). Furthermore, they also discussed about the status regarding the letter- complaint of the different Municipal Mayors. On January 12, 2019 at around 0900H – 1100H, operatives of this office headed byAgent Jury G. Rocamora, Zamboanga City Officer proceeded to Barangay Recodo, Zamboanga City. During said activity, the constituents of said barangay were informed and enlightened about the DDB Regulations on the conduct of drug test. Also in attendance were the members of the barangay council headed by Barangay Chairman, WahabIbba. On January 15, 2019 at around 0900H, Provincial Officer of Zamboangadel Sur Agent Cesario C. Judilla, together with Agent Knorben Mark Montuyaproceeded to the Municipal Hall of San Miguel, Zamboanga del Sur for a meeting with the mayor. Agent Judilla discussed the Barangay Drug Clearing Program and BalaySilangan with the Municipal Mayor Angelito Martinez II, Municipal Vice Mayor Celso Otero and the MLGOO Noel Pamplona.Furthermore, Hon. Martinez discussed about the proposed building of BalaySilangan. At around 1030H of the same day, Hon. Martinez presented to us the proposed building of BalaySilangan located at Poblacion, San Miguel, Zamboanga del Sur. On January 16, 2019 at around 1300H, elements of PDEA ZamboangaSibugayProvincial Office headed by Provincial Officer IA3 Dorothy Joy E. Villoso visited the Provincial Director of DILG ZamboangaSibugay,Mr. Oliver B. Ombosand had a short meeting about the plan to conduct drug testing of DILG personnel. A copy of request letter was alsoforwarded to the regional office for reference. 3 On January 16, 2019 at around 0900H,Agent Ingrid E. Radaza together with Agent Rizza L. Osorio and Agent Reyne A. Barrientos, attended the Provincial Police Intelligence Conference Workshop conducted by the Zamboanga del Sur Police Provincial Office participated by Intelligence PNCOs from all municipalities, PDEU and PIB of Zamboanga del Sur. The purpose of the said workshop is to update and harmonize the PDEA watch list and Target list with the PNP. During the identification of newly identified drug personalities and drug affected barangays process, there were exchanges of intelligence list between and among the participants. On January 17, 2019 at around 1000H – 1200H, Agent Jigger B. Juniller, Provincial Officer, PDEA Basilan Provincial Office, attended a meeting with Provincial Director Abou Mohammad Asmawil of Department of Interior and Local Government at DILG office, Provincial Capitol, Isabela City. Discussed during the meeting was about strengthening new strategies on Barangay Drug Clearing Program and Balay Silangan. On January 16, 2019 at around 1430H, IA3 Dorothy Joy E. Villoso and IO2 Dharyll Ian C.Pasagad of PDEA Zamboanga Sibugay Provincial Office went to Zamboanga Sibugay Provincial Police Office (ZSYPPO) and discussed about the future anti-drug operation and the unified watchlist requirements for Barangay Drug Clearing Operation, with PSI Mishel Baclayo. On January 17, 2019 at around 1400H, IA3 Dorothy Joy E. Villoso together with Agent Perkins N. Calixtro Jr., of PDEA ZamboangaSibugay Provincial Office, had a meeting with Chief of Police of Kabasalan Municipal Police Station to discussthe target drug personalities within their Area of Responsibility, likewise updates on the Barangay Drug Clearing Program. On January 18, 2019 at around 1400H – 1700H, Agent Jigger B. Juniller, Provincial Officer, PDEA Basilan Provincial Office, attended the Joint Intelligence Planning and Development Workshop at 74th IB Headquarters,SitioLagasan Barangay Kulaybato, Lamitan City, Basilan. Discussed during the Intelligence Workshop were the significant shooting incidents of Lamitanand other nearby municipalities,preparation against the plan of Abu Sayaf Group (ASG) to sabotage the BOL Plebiscite this upcoming January 21,2019. On January 18, 2019, at around 1300H,Ms. Sahillia S. Asadil, Chief Admin, and Ms. Darmalyn H. Jumlail, Information Officer, proceeded to DSWD Reception and Study Center for Children located at Talon-Talon, Zamboanga City and had a coordination meeting with the Center Head for future outreach activity to be undertaken by the Office. Further, at around 1500H of the same day, same personnel mentioned above also proceeded to DSWD Home for the Elderly located temporarily at Girls Scout Center, Cabatangan, Zamboanga City and had a coordination meeting with the House Parent for possible outreach activities to be conducted there. On January 24, 2019 at around 1030H, Agent Cesario C. Judilla Jr. together with Agent Rizza L. Osorio proceeded to the Office of the Municipal Mayor Hon. Angelito Martinez IIof San Miguel, Zamboangadel Sur. Agent Judilla discussed about the possible launching of the BalaySilangan Facility and other important matters regarding the establishment of the said facility. Further, Agent Judilla and Agent Osorio proceeded to San Miguel Municipal Police Station and discuss with PINSP Arnold TabunanTolentino, Officer In-Charge of San Miguel MPS about the status of their Barangay Drug Clearing 4 Operations. Also discussed were about the updates on their surrenderers and the possible clients for BalaySilangan. On January 21, 2019 at around 1300H, elements of PDEA ZamboangaSibugay Provincial Office headed by IA3 Dorothy Joy E. Villoso visited Kabasalan BJMP. The purpose of said meeting was to discuss the documentary requirements needed for the application of Drug Free Jail Facility. On January 22, 2019, at around 0900H – 1200H, personnel of this office led by Agent Jury G. Rocamora, proceeded to Zamboanga City Police Office and initiated a Forum on the Legal Aspects of the Anti-illegal Drug Operations and proper filing of cases. PDEA Regional Director Atty. Jacquelyn L. De Guzman, PNP City Director Thomas Joseph I. Martir and Atty. GladdyBernabe from National Prosecution Service attended the said activity and responded several queries from the investigators who were also present at the forum. The highlight of the forum was the discussion of chain of custody and Romy Lim case. On January 22, 2019 at around 1300H – 1500H, operatives of this office spearheaded by Agent Jigger B. Juniller, Provincial Officer, PDEA Basilan Provincial Office paid courtesy meeting with PSUPT. William Gadayan – COP ICPS, and PSI BenjemarAjibon – Chief Intel at Isabela City Police Station, Barangay Sunrise, Isabela City, Basilan Province. Discussed during the meeting were updates
