
2078 Minutes of the meeting of Westwood Parish Council held at the Parish Room, Farleigh Lane, Westwood at 7.30pm on Monday 8 January 2018 Present Cllr. J Bishop (Chairman) Cllr. J Johnston Cllr. D Adcock Cllr. J Adcock Cllr. T Leeder Cllr. G Mumford Cllr. A Wheals Mr. R Coleman Clerk Wiltshire Council, Cllr. J Kidney attended. There were nine members of the public present initially. 1. Welcome and Introductions. The Chairman welcomed everyone to the meeting. 2. Apologies. Apologies for non-attendance were received from PCSO Andrew MacLachlan of the Community Policing Team. 3. Declaration of Interests. There were no interests declared. 4. Minutes of Ordinary Parish Council Meeting held on 4 December 2017. The Council resolved that the minutes of this meeting were a true and accurate record. The Chairman signed the minutes. 5. Adjournment. The Chairman adjourned the meeting for members of the public to raise any points of interest. Wiltshire Council Cllr. Kidney addressed the following topics: • Health and Wellbeing Board. • Bradford on Avon Area Board – to be held at South Wraxall 24 January 2018, 7pm, Village Hall. • Police and Crime Commissioner – Additional Funding Consultation. • ‘Sport for All’ Grant Scheme - £400 (max) available. Next Deadline – 31 January 2018. • Wiltshire Council Car Parking Charges consultation – Increased charges likely as per current inflation rate. • Community Area Transport Group meeting – 19 February 2018, 4pm, Lacock Room, County Hall. The meeting was then reconvened. 6. Community Policing Team (CPT). a. PCSO MacLachlan had sent a written report to the Clerk prior to the meeting that the Clerk had sent to all councillors. This report was a general report with no content specific to Westwood. A summary of the main points of this report is shown below (in italics): CRIME EXCEPTIONS These figures are based on an evaluation of data, over a two year rolling period. Using this data we can predict what figure is the average that should be reported in a specific month, and what are the higher and lower parameters that we may expect. Figures outside of these parameters are classed as ‘Crime Exceptions’. 2079 EA11 (Bradford on Avon Town) December 2017 showed 28 reported crimes against the average of 34.8 for this month over the last 2 years. This is below the average. There are no exceptions within the data. This includes; Theft shows 10 reports against the average of 15.4. Criminal Damage shows 9 reports against the average of 6.2. Violence against the person shows 5 reports against the average of 8.5. EA12 (Wingfield, Westwood, Limpley Stoke, Winsley, Monkton Farleigh, South Wraxall, Holt, Staverton) December 2017 showed 17 reported crimes against the average of 21 for this month over the last 2 years. This is below the average. There are no exceptions within the data. This includes; Theft shows 9 reports against the average of 7.9. Violence against the person shows 6 reports against the average of 6.4. Criminal Damage shows 2 reports against the average of 4.2. Weekly Tasking Meeting Inspector Andy FEE chairs a weekly internal tasking meeting where emerging community issues and concerns are raised and discussed. From this priorities and actions are set. In Bradford on Avon, crime and ASB (anti-social behaviour) around Bailey’s Barn car park and the nearby Canal Towpath was discussed and set as a priority for pulse patrols. There had been issues with abusive youths in this area, and several thefts of pushbikes from narrow boats. Many pro-active patrols were carried out, and activity disrupted. Since setting this, there have been no further thefts on narrow boats at the location. A stop search was conducted on a car with 4 occupants who smelt strongly of cannabis. No drugs were found, but this action helps to deter people from using the area for such potential activity. More significantly, 2 youths are currently under police investigation for a Non Dwelling Burglary following them being stopped on the Canal Towpath following patrols, and stolen items were recovered near to their location. This investigation is ongoing. OTHER INFORMATION Officers are investigating burglaries in Trowbridge, Melksham, Bradford on Avon, Westbury and Warminster. In the majority of the burglary cases, offenders have entered a property through an unlocked door and stole keys from the hallway, before returning later to steal the car. b. There were no matters reported that needed to be brought to the attention of the CPT. 7. Community Speed Watch (CSW)/Westwood Road Safety Cllr. Wheals stated that the CSW team undertook three sessions recently with results similar to those previously obtained. He added that adverse weather had curtailed the number of sessions previously planned. He gave a report of the results obtained. 8. Working Groups – Working Group Reports. Cemetery. The Clerk reported that there had been an enquiry from a Funeral Directors in Devizes regarding the availability of a grave space in the cemetery for an interment. Cllr. Johnston reported that the chain that demarcates the Remembrance Garden had now been repaired. 2080 Planning. a. Single dormer window to loft space. Approved 17/09483/FUL Avon Villa, Installation of solar panels to flat roof. Avoncliff Timber cladding to existing garage. Provision of Car Port. Land at Ashlers, Approved 17/10307/FUL Conversion of a former agricultural 130 Upper building to a dwelling Westwood Land at Ashlers, Alterations to facilitate the conversion of Approved 17/10584/LBC 130 Upper a former agricultural building to a Westwood dwelling b. The Council examined the following planning applications and resolved to send comments to Wiltshire Council as shown below (in italics): 17/11621/LBC Cross Guns Inn Regularise and replace existing unauthorised lighting New The Parish Council recommends that the Wiltshire Council Conservation Officer is invited to comment on this application. 17/11739/FUL 120 Upper Westwood Replacement Dwelling New The Parish Council objects to this proposed development for the following reasons: 1. It is contrary to the Wiltshire Core Strategy, especially in respect of Core Policies 50, 51, 52, 57, 58 and 43, 45 and 46. 2. It is contrary to the National Planning Policy Framework No. 89. 3. The proposed development represents a significant increase in size (volume and footprint) in comparison to the building it is intended to replace. It is out of scale and character and would dominate the landscape. 4. There is a loss of amenity for neighbouring properties. 5. The proposed materials for this development are unsuitable and will represent an alien feature. They are contrary to the materials used in the vernacular buildings of the area. 6. The proposed development is located within the Green Belt and an Area of Outstanding Natural Beauty and is immediately adjacent to an Area of High Ecological Value. It is essential that the protection of the countryside afforded by these classifications is respected. The Parish Council resolved that the Wiltshire Councillor, Cllr. Kidney, be requested to ‘call in’ this application if the Planning Officer under his delegated powers was minded to approve it. c. There were no planning applications received after 2 January 2018. 2081 d. There were no other planning matters raised. Finance. a.
