Introduction to the Proposed Project This preliminary Environmental Impact Assessment (EIA) study is carried out for the Proposed Mixed Development on Lot PT1082 HS(D) 30726, Mukim Morib, District of Kuala Langat, Selangor Darul Ehsan . The proposed Project will be developed on 354 acres (143.26 ha ) of land and the proposed Project is to be developed by Sentoria Group. The Project Site development consists of two sub-developments which are Theme Park Precinct Development (150 acres) to be developed by Sentoria Morib Bay Sdn. Bhd. whilst Mixed Development Precinct (204 acres) to be developed by Sentoria Harta Sdn. Bhd . Due to the success of the Bukit Gambang Resort City development in Pahang, the Sentoria Group plan to build their next themepark resort city in Mukim Morib, Selangor. Currently, the Sentoria Group has completed two (2) resorts within the Bukit Gambang Resort City, i.e., Arabian Bay Resort and Carribbean Bay Resort whilst Bukit Gambang Water Park and Bukit Gambang Safari Park are in operation. The proposed development in Morib will adopt the same concept of the Bukit Gambang Resort City which will also comprises of water park, safari park, hotel, convention center as well as residential components. It will be a family-oriented resort with multiple attractions, variety of accommodations and integrated facilities in one single location. The locality of the Project Site falls under the jurisdiction of Majlis Daerah Kuala Langat (MDKL). A Site Suitability Assessment (Penilaian Awalan Tapak) has been submitted to the Department of Environment (DOE) Selangor and the department has requested an EIA prior to the proposed development via its letter dated 27 th August 2013 [(B)B 91/110/621/077 Jilid 152 (2)]. The Project Site is situated within the District of Kuala Langat, Selangor Darul Ehsan. The proposed Project Site is surrounded by several residential and agricultural settings, i.e., residential & oil palm estates. The proposed Project Site is located approximately 72km from Kuala Lumpur City, 12km southwest from the Banting town, 44km south from Klang town and approximately 41km west from Kuala Lumpur International Airport (KLIA). The geographical location of the proposed Project Site is at latitude of 2°44’28.45”N to 2°45’34.88”N and a longitude of 101°27’21.89”E to 101°28’13.81”E. General location of project site is shown in Figure A . The proposed development is accessible via State Road B122 (Jalan Tali Air) within Kampung Tali Air at the west which is connected to a single-lane carriageway of Jalan Morib (i.e., Federal Road 5) at the southwestern region of the Project Site which is also the main access into the Project Site. Jalan Morib also connects to Jalan Dengkil – Banting and then to Lebuhraya Utara-Selatan Hubungan Tengah, which is the main highway that connects the Project Site with KLIA, Kuala Lumpur and Seremban. Bhd and Sentoria Harta Sdn. Bhd. At present, the Project Site mainly consists of an oil palm plantation. The oil palm trees observed at the Project Site are mainly old planting, which are above 20 years of planting. There are earthen routes within the site which are used to facilitate the present oil palm cultivation activities. The current site condition of the Project Site is as shown in Figure B . The proposed Project Site is mainly surrounded by oil palm estate, mixed horticultures and residential settlements. The landuse adjacent to the Project Site are as stated below: North – Seriemas Estate (oil palm plantation) South – Seriemas Estate (Oil palm plantation) and Kg. Tali Air Southeast – Kg. Endah East – Seriemas Estate (Oil palm plantation), cow shed and Mixed horticulture West – Seriemas Estate (Oil palm plantation), mixed horticulture and Kg. Tali Air. The proposed Project which is a mixed development falls under the ambit of item 7 under the Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987 made under Section 34A of the Environmental Quality Act 1974. Based on ‘Rancangan Tempatan Majlis Daerah Kuala Langat 2020’, the proposed Project Site lies within Blok Perancang 4 – Morib and Blok Perancangan Kecil (BPK) 4.2 – Bandar Peranginan Seri Bayu Morib that is designated for housing development. However, commercial and services, institution, public amenities, open area & recreation, transportation and infrastructures and utilities could be established at this particular area under conditions where that development must not pose any threat to the environment and compliment the main landuse. The Existing Environment Physical Environment a. Topography • From the topography survey plan, the proposed Project Site is generally characterized as nearly flat with the average elevations range from RL3.0m to RL3.8m above mean sea level. • The highest ground (approximately RL 5.58m) lies at the earth mount in the northwestern portion of the Project Site while the lowest ground (approximately RL 2.32m) is situated in the southern portion of the Project Site. Bhd and Sentoria Harta Sdn. Bhd. b. Hydrology • The Project Site lies within the Sg. Kanchong Laut catchment area. There are no water intake points located within the Sg. Kanchong Laut river catchment. • The proposed Project Site is drained by numerous earth drains which flow into the man-made canal of Sg. Kanchong Laut in the eastern boundary of the Project Site where flows southwestwards into Straits of Melaka which is controlled by a tidal gate. c. Geology and Soil • The Project Site is situated on the unconsolidated and semi-consolidated Quaternary alluvial sediments namely Gula Formation which consists of mainly comprise thick marine clay (grey and dark grey), silt, locally very clayey or silty sand with subordinate amount of gravel. • Based on the Reconnaissance Soil Map ( pindaan 2002), published by the Ministry of Agriculture, Malaysia, the Project Site is situated on the marine alluvium soil of Selangor-Kangkung Associations. • The Selangor Series soils occur in level to slightly depressional areas while soils of the Kangkung Series are developed from recently deposited marine alluvial clays. • According to the Hydrogeological Map of Selangor and Kuala Lumpur Federal Territory (2008) published by Jabatan Mineral and Geosains (JMG) Malaysia, The Project Site is located on very high potential aquifer regime of this region. • The nearest tube wells are located near Kg. Endah which is approximately 500m south of the proposed Project Site, could be correlated to the groundwater volume. d. Landuse • Agricultural land areas are the prevalent landuse, with a total area of 18,070.47 acres (68.23% of the impact area).
