+Diocese of Sheffield DAC Guidance Notes List of Approved Architects and Surveyors 2013- 2017 Updated February 2015 1 List of Approved QI Architects & Surveyors 2013- 2017 2 Quinquennial Inspections (QI) PCCs are required to commission a full inspection of the church building and its curtilage once every five years. This is a statutory requirement under The Inspection of Churches Measure 1955 (Quinquennial Inspections) Care of Churches and Ecclesiastical Jurisdiction Measure 1991. Under the Measure, only those architects and surveyors approved by the DAC can undertake the Quinquennial Inspection of a church. In order to fulfil their responsibilities under the Measure, PCCs who fail in their duty in this regard may find that the Archdeacon will commission an inspection for which the PCC will have to pay. The importance of regular inspections by architects and surveyors who specialise in the conservation and repair of historic buildings cannot be over-emphasised. Historic and 'traditional' structures deteriorate in a manner that is very different from modern buildings and it takes a specialist to identify correctly defects that require attention from the superficial results of the ageing process. The five yearly QI report is one of the most important tools for the church in understanding and maintaining the fabric of its building. A QI report should include a list of recommended works in order of urgency, most of which will require a detailed specification and schedule to be submitted as a faculty application prior to the work being carried out. If your QI report does not include such a list, please refer your Church Inspector to the template available on the diocesan website that sets out the required content of a QI report. Church Inspectors will have their own approach to producing your report but their agreement to supply all relevant and necessary information set out in the template is a condition of their being on the list. Choosing a new architect or surveyor (Church Inspector) This is an important role and it is essential that you appoint an architect or surveyor with the appropriate skills for your church. English Heritage and the Heritage Lottery Fund point out that ‘not all architects or chartered building surveyors have the appropriate experience in historic buildings’. The appointment of a professional with qualifications appropriate to the listing of your building is a standard condition of their grant aid. List of Approved QI Architects & Surveyors 2013- 2017 3 Applications for HLF and English Heritage require your architect to hold at least one accreditation in Building Conservation. Churches with a listing of grade II, II* or I will require their architect to be AABC registered. Their accessibility, approachability and ability to communicate are factors that should also be considered when considering an appointment. Inspectors are appointed on an individual basis and the Quinquennial Inspection cannot be delegated to anyone else either working within the Approved Architect's practice or sub-contracted to another practice or individual. Please ensure that all information supplied by the architect relates to the individual you are considering for appointment. As part of the interview process you are strongly advised to contact churches for whom your potential architect has worked.
