Tel: Direct Line 01722 438650 3rd October 2018 Mission and Pastoral Measure 2011 Diocese of Salisbury Benefices of Ludgershall and Faberstown and Tidworth The Bishop of Salisbury has asked me to prepare a draft Pastoral Scheme in respect of pastoral proposals affecting the benefice of Ludgershall and Faberstown and the benefice of Tidworth. I enclose a copy of the draft Scheme. I am sending a copy to all the statutory interested parties, as the Mission and Pastoral Measure requires, and any others with an interest in the proposals. Anyone may make representations for or against all or any part or parts of the draft Scheme (please include the reasons for your views) in writing or by email to reach the Church Commissioners at the following address no later than by 14th November 2018. For administrative purposes, a petition will be classed as a single representation and they will only correspond with the sender of the petition, if known, or otherwise the first signatory – “the primary petitioner”. If the Commissioners do not receive representations against the draft Scheme, they will make the Scheme and it will come into effect as it provides. A copy of the completed Scheme will be sent to you together with a note of its effective date. If the Commissioners receive any representations against the draft Scheme, they will send them, and any representations supporting the draft Scheme, to the Bishop whose views will be sought. Individual representors and the primary petitioner will then receive copies of the Commissioners’ correspondence with the Bishop (including copies of all the representations) and will be told whether a hearing is to be held. They and individual petitioners may comment further. Copies of all of the representations received and associated correspondence will be published on the Commissioners’ website if the matter needs to be considered by the Commissioners. Those making representations should indicate whether they would like an opportunity to speak to the Committee regarding their representations in the event the Commissioners decide a hearing should be held regarding the case. If a hearing is held, anyone may attend Consult Document to CC the meeting of the Mission and Pastoral Committee that considers the case and representors may have an opportunity to speak to the Committee. Otherwise, if a hearing is not to be held, the case will be considered in private and you will be informed accordingly. When the Commissioners acknowledge representations they will let individual representors (and the primary petitioner) know the next few dates of the Committee’s meetings. They will confirm the actual date of any hearing nearer the time. The Mission and Pastoral Committee will decide if the draft Scheme should proceed when it considers all the representations on the basis of a paper prepared by the Commissioners’ staff and any points raised at the meeting. If it does so decide, any representor or petitioner against the draft Scheme may seek leave from the Privy Council to appeal against the decision. You will be informed of the Commissioners’ decision and the reasons for it. Please see www.ccpastoral.org for further information about the procedure. I enclose: (1) a yellow advice note – explaining what you must do in detail. (2) a blue copy (or copies) of a Notice to be displayed locally about the Scheme (3) an additional copy (or copies) of the draft Scheme, together with a glossary of words commonly used in pastoral reorganisation Schemes, and (4) a green acknowledgement form and a reply-paid envelope. You are required to display details of the draft Scheme as explained in the yellow advice note. The Commissioners are not able to complete the Scheme until all the legal requirements of the Measure are met. It is therefore important that the public notices are displayed as soon as possible to avoid any unnecessary delay in the progress of the Scheme. If you are no longer the PCC Secretary, please pass these papers to the current Secretary who should let me have a note of his or her name and address. Incumbents/priests-in-charge/rural deans It would be helpful if you would ensure that these notices and the draft Scheme are drawn to the attention of each congregation in the announcements at services during the consultation period. DRAFT PASTORAL SCHEME This Scheme is made by the Church Commissioners (“the Commissioners”) this day of 201 in pursuance of the Mission and Pastoral Measure 2011 (“the 2011 Measure”), the Right Reverend Nicholas, Bishop of Salisbury, having consented thereto. Termination of group ministry 1. The group ministry established for the new benefice of Tidworth and the new benefice of Ludgershall and Faberstown in the diocese of Salisbury by a Scheme made by the Commissioners in pursuance of the 2011 Measure on the 3rd day of December 2013 shall hereby be terminated. Union of benefices Consult Document to CC 2. The benefice of Tidworth and the benefice of Ludgershall and Faberstown shall be united to create a new benefice which shall be named "The Benefice of Ludgershall and Tidworth", and the area of the new benefice shall comprise the parish of Tidworth and the parish of Ludgershall and Faberstown, which parishes shall continue distinct. Archdeaconry and deanery 3. The new benefice and its constituent parishes shall belong to the archdeaconry of Sarum and the deanery of Stonehenge. Selection of first incumbent 4. The first incumbent of the new benefice may be selected by the Bishop of Salisbury after consultation with the patrons of the new benefice and the parochial church councils of the parishes in the area of the new benefice. Assistant curates: consequential provision 5. (1) If immediately before this Scheme comes into operation the Reverend James Holden holds the office of assistant curate (however described) in either of the benefices referred to in clause 2 hereof he shall, in consequence of the union of benefices effected by the Scheme hold that office subject to the same terms of service in the new benefice. (2) If immediately before this Scheme comes into operation any other person holds an office of assistant curate (however described) in either of the benefices referred to in clause 2 hereof he, she or they shall as consequence of the union of benefices effected by the Scheme hold such office or offices subject to the same terms of service in the new benefice. Place of residence 6. The parsonage house of the benefice of Ludgershall and Faberstown (known as 10, Saint James Street, Ludgershall, Andover, SP11 9QF) shall be the place of residence of the incumbent of the new benefice. Transfer of parsonage house 7. The parsonage house of the benefice of Tidworth (known as North Tidworth Rectory, Saint Georges Road, North Tidworth, SP9 7EW), together with the site and appurtenances thereof and the grounds usually occupied and enjoyed therewith, shall without any conveyance or other assurance be transferred to the Salisbury Diocesan Board of Finance for diocesan purposes. Patronage 8. Subject to clause 4 hereof, the right of presentation to the new benefice shall be exercised alternately with the first turn belonging to Her Majesty the Queen in right of Her Crown and exercisable by the Lord Chancellor on Her behalf; and the Salisbury Diocesan Board of Patronage. Coming into operation of this Scheme 9. This Scheme shall come into operation upon the first day of the month following the date of it being made by the Commissioners.
