Minutes of the seventy fourth meeting of the State Level Expert Appraisal Committee, West Bengal held on 20.12.2012 at 12:00 hrs. at the Conference Room, Paribesh Bhawan, Salt Lake. ___________________________________________________________________ Name of the members who were present in the meeting are as follows: - 1. Secretary, SEAC & Member Secretary, WBPCB In the beginning of the 74th meeting of SEAC, which was held on 20.12.2012 at 12:00 hrs at the Conference Room, Paribesh Bhawan, Bidhan Nagar, the Secretary, SEAC welcome all the members. After introductory session, four cases were discussed under ©Miscellaneous© section. Ten cases were placed for reconsideration. Four applicants were requested to make their presentation before the committee. All the four applicants appeared before the SEAC for technical presentation on their respective project proposal. Session I A. Miscellaneous Section :- 1. Proposed Cement Grinding Plant of M/s. OCL India Limited at Mouza ± Durgadaspur, Rana, Jamdargarh, Kulapachuria, Jl. No. ± 471, 472, 474, 475, Village ± Kulapachuria, PO ± Godapiasal, PS ± Salboni, Dist. ± Paschim Midnapur, West Bengal. Activity: This is a proposal for installation of a Cement Grinding Plant (1.35 Million TPA). It is noted that clinker will not be manufactured at the site. The manufacturing process will involve grinding of Cement Clinker with Slag and Gypsum. Chronology of the event: The State Level Expert Appraisal Committee (SEAC) recommended Environmental Clearance for proposed project in the 32nd SEAC meeting held on 28.05.2009. The State Environment Impact Assessment Authority (SEIAA) accorded Environmental Clearance for the proposed project vide no. EN/1982/T-II-I/138/2007 dated 27.07.2009. The proponent has now prayed for enhancement of back up power to SEIAA which has been forwarded to SEAC as follows ± Salient Features Environmental Clearance conditions Proposed Amendment Back up power (DG Set) 1x500 KVA 2x500 KVA The proponent has mentioned due to frequent load shading/maintenance or break down condition of the WBSEDCL supply line additional back up power may be required during operation of the plant. The case was placed for reconsideration in the 74th SEAC meeting held on 20.12.2012. The SEAC has approved the amendment regarding enhancement of back up power. Proposed Slurry Washery Plant (135 TPD / 40500 TPA) by M/s. Bharat Coal Processing Works at Jl. No. ± 87, Dag No. ± 797, 938, Vill. & Mouza ± Alkusa, PO ± Rukni, PS ± Para, Dist. ± Purulia, Pin ± 723145, West Bengal. Activity: This is a proposal for installation of Slurry Washery Plant in Hydro floatation and Froth floatation method. Chronology of the event: Salient features of the proposed modernization project are : i. Location of the Site - Jl. No. ± 87, Dag No. ± 797, 938, Vill. & Mouza ± Alkusa, PO ± Rukni, PS ± Para, Dist. ± Purulia, Pin ± 723145, West Bengal. ii. Land Area ± 2.34 acres. iii. Raw Materials ± Slurry/Slack Coal (195 TPD / 58500 TPA). iv. Production Capacity ± Slurry Coal (135 TPD / 40500 TPA), Rejects (60 TPD / 18000 TPA). v. Emission Control System ± Bag Filter for material handling areas. vi. Make-up Water Requirement ± 20 KLD, Groundwater. vii. Wastewater ± wastewater will be recycled after settling and no effluent will be discharged outside the plant premises. viii. Solid Waste ± rejects to be sold to Briquette/ Bricks manufacturing plant. ix. Power Requirement ± 0.5 MW, WBSEB. x. Back-up Power ± DG Sets (1x150 KVA). The proponent has presented proposed Terms of Reference for EIA studies of the project in the 53rd SEAC meeting held on 13.04.2011 and the ToR was issued by the SEAC. The unit has submitted their reply on 28.09.2012 stating that during ToR presentation the proponent has requested the Committee to treat the project as B-2 category, however Committee categorized our project as B-1. The PP has also mentioned that it is very low budget project and production capacity is about 195 TPD. As per the letter submitted by the PP it has been observed that solid waste of the coal washery is the raw material of the proposed project and no emission will be generated. It will be zero effluent plant and process water will be fully recycled. The PP has also been mentioned that another project of mini-coal washery has been granted EC by MoEF under B-2 category and requested to reconsider the case under B-2 category. The committee noted during 72nd meeting held on 18.10.2012 that a copy of the letter issued by MoEF where it has been clarified that slurry washery units are not listed in the EIA notification, 2006 was not enclosed with your above mentioned letter and requested to submit abovementioned letter. The pp submitted the letter issued by MoEF under application of RTI mentioning that pp has not provided details of the slurry washery unit. As such the slurry washery units are not listed in the EIA notification 2006. The matter was put up for discussion in the 74th SEAC meeting held on 20.12.2012. After scrutinizing the documents submitted by the unit, the committee recommended the following: 1. The project will be categorized as B1 as decided earlier 2. Rapid EIA study to be carried out and report to be submitted It has been decided that the case shall be further considered only after submission of the necessary clarification. Proposed Residential Complex ªRameswara Waterviewº by M/s. Khetawat Towers Pvt. Ltd. at Dag No. ± 2, 5, 6 & 10, Jl. No. 31, Mouza ± Basina, Rajarhat Bishnupur II GP, PS ± Rajarhat, Dist ± 24 Parganas (North), West Bengal. Activity: This is a proposal for construction of a Residential Complex having 390 flats (15 blocks of G+5 storied buildings) and 1 club (G+2 storied). Chronology of the event: During presentation in the 70th SEAC meeting held on 30.08.2012, the committee has been noted that proposed project will be developed surrounding a large waterbody as shown in gridded conceptual plan. The SEAC has opined that the waterbody is to be kept in natural conditions without disturbing the ecological habitat and should not be lined and no embankments should be cemented. Existing waterbody should not be encroached / reshaped without prior permission of the competent authority. As discussed during the presentation, SEAC has also recommended that project proposal should be redesigned considering sufficient open space along the periphery of the waterbody. The proponent has submitted their reply on 11.10.2012 mentioning that a walkway of about 0.9 m wide around the pond is to be created (area of the walkway is 287.1 sqm.) and accordingly revised conceptual plan. This walkway will not be cemented and will be kept in its natural conditions. A separate path for public access to the pond and converging with the walkway will be provided. They also mentioned that as the proposed waterbody does not belong to the proponent, issue of encroachment / reshaping cannot be considered. The State Level Expert Appraisal Committee (SEAC) has recommended in the 72nd meeting held on 18.10.2012 that the revised Conceptual Plan should be submitted incorporating the following. Subsequent response submitted on 11.12.2012 from the unit is given below :- Recommendations / Directions of the Response of the Proponent submitted on Committee dated 07.11.2012 11.12.2012 1. Access from main road to the pond 1. The access from the main road to the pond should be widened and paved area around has been widened from 5.441 mt. to 8.554 mt. the pond to be made into green area. (average). This road comprises of 210.33 sqm. tree plantation area and 209.75 sqm. of other green area (420.08 sqm. total). The paved area around the pond will be made by hollow grass pavers block. 2. After scrutinizing the documents submitted by the unit, the committee recommended that information regarding the following should be furnished: 1. Whether there is any court case pending against the project on land related issue. 2. Whether construction work has been already started. It has been decided that the case shall be further considered only after submission of the necessary documents.
