LANESHAW BRIDGE PARISH COUNCIL Councillors are summoned to attend the PARISH COUNCIL MEETING On Monday 14th June 2021 7pm at Laneshaw Bridge Primary School Mrs A Waddington – Parish Clerk and RFO 1. To receive apologies for absence 2. To consider and approve the Minutes of the last Parish Council meeting. 3. To receive Declarations of Interest Members are to be reminded of the requirements of the member Code of Conduct concerning declarations of interest on matters within the agenda. 4. County Councillors Report – for information only The Clerk has reported to CCllr Purcell, the 2 blocked grids as reported by Cllr Knowles at the last meeting. 5. Borough Councillors Report – for information only 6. To adjourn the meeting for public participation for raise their issues with the Council – 5 minutes per item. If you would like to speak at the meeting, please contact the Clerk by noon on the day of the meeting. Members of the public may make representation during this period of time and raise issues of local concern, however, please note that the Council cannot make any decision on any matter which is raised but has not already been included on the formal agenda for the meeting. Such items may be considered for a future meeting. A member of the public is defined as a person, other than a Parish Councillor or official. Chairman to reconvene the meeting. 7. Lengthsman Councillors to consider the attached report from the Lengthsman. 8. Financial Position The Clerk has received the year end position from the previous Clerk which is attached. Pendle Borough Council advise that the precept payment was delayed but payment of £24940 should have been received by the Parish Council in May 2021. June 2021 Page 1 It appears that a VAT return has not been done for at least the last 2 years. The Clerk will collate the information required and submit to HMRC. Councillors to consider the Financial position at Year End and approve or otherwise, the audit documents presented. Councillors to consider whether the Clerk should contact her accountant to deal with payroll processing and pension contributions. Councillors to consider what percentage to pay into the Clerks pension. The Clerk needs to create a budget for the year. Councillors to consider a working group for this task to ensure the Clerk is fully aware of previous financial coimmitments. 9. Parish Council website The Clerk is unable to activate a website until she is a signatory on the bank account. Councillors to consider whether another signatory should activate a 1&1 website then the Clerk can take over and start to include content. Councillors have been asked to provide a photograph and their consent for their email addresses to be uploaded to the website once it’s open. 10. Colne Area Committee Cllr Knowles to update the Councillors on the items relevant to Laneshaw Bridge from the last meeting. 11. Councillors to meeting dates Councillors to consider the Clerks proposal of meeting dates as: 14th June, 12th July, No meeting in August, 13th September, 11th October, 8th November, 13th December, 10th January 2022 for the budget meeting, 14th February and 14th March. 12. Location of Speed Indication Device Plates Councillors to suggest locations of the plates for the new Speed Indication Device. 13. Recreation Ground Pendle Borough Council advise the Clerk that around 4 or 5 years ago, the Parish Council was instructed to contact the Estate Department at Lancashire County Council to either request asset transfer from them or transfer of the lease that Pendle Borough Council currently own. Councillors to consider which option the Clerk should request. 14. Policies Councillors to consider the adoption of the following Policies in line with the current Law: Standing Orders Financial Regulations Code of Conduct Complaints Policy – Amendment page 2 in italics. Cllr Meachin also proposed an amendment to the section ‘At the Hearing’. Councillors to consider Cllr Meachin’s proposal. Data Protection Policy Health & Safety Policy Publication Scheme June 2021 Page 2 Social Media Policy Risk Management Statement and Register 15. Current vacancy The Clerk has confirmed with Pendle Borough Council that it has one vacancy. The official notice has not yet been received. 16. Speeding & Parking Councillors to consider required measures to put into place or request from the Police or Lancashire County Council to alleviate the on-going issues around this topic. 17. Planters on Emmott Lane Councillors to view the quote to be provided by Cllr Knowles. Decision at July meeting. 18. NALC Membership Councillors to consider rejoining the National Association of Local Councils. £187.91 for the financial year 2021/2. The Clerk has spoken to the area representative, Cllr Alan Neal regarding past information that may not be available for the website ie past minutes and agenda’s. Cllr Neal advised that he will attend the meeting to speak to Councillors. 19. Insurance Claim Cllr White has forwarded the information for the outstanding insurance claim. The Clerk will pursue this. 20. Tree Planting Councillors to consider participating in the tree planting scheme that Pendle Borough Council are looking at. Details attached. Councillors to also consider participating in the Queens Jubilee Tree Planting Scheme. 21. Toilet Block Hand Drier The Clerk has been in contact with the maintenance engineer and is waiting for a response. 22. Notice Board at Sheridan Road The Clerk has not looked at this notice board yet, but will do so before the meeting and report back. 23. Neighbourhood Plan Councillors to consider preparing a Neighbourhood Plan for Laneshaw Bridge Parish Council. 24. Planning Applications There are no planning applications to consider for this month. From the last meeting, the Clerk has responded to 21/0358/REM – erection of 4 dwellings on the site of the Old Chapel. Comments already sent: Although the number of dwellings has June 2021 Page 3 been reduced, the size of the dwellings and associated detached garages equates to roughly the same as the previous plan. This is directly in the in the heart of the village and very close to the village play area. The new development is out of character with the other buildings that surround this playground. There are concerns about over-looking of properties downwards from this development as well as potential flooding issues due to surface water runoff. Any tree planting within the development must be managed in order for them not to over- grow beyond control, which will also hopefully reduce the risk of root damage to the surrounding properties. The egress onto Keighley Road is a concern as vehicles will park close to the access road and the visibility isn't particularly good here. Are mitigation measures in place to ensure safety of all people at all times? 25. Finance Councillors to consider the following payments: National Association of Local Councils £187.91 J Peden April & May Hours £ A Waddington Working from Home and other Expenses £47.78 Pendle Borough Council Inspection and maintenance of Play Area £1551.60 Cleanfix £100 A Waddington Clerks hours for May - June TBA at meeting Lengthsman Hours £1505 J Knowles for the repairs carried out to the LB to Wycoller footpath £7850 26. Councillors Issues To bring to the attention of the Parish Clerk, any outstanding issues requiring attention. The Clerk should then pass these onto the relevant authorities for action, or all to the agenda for the next meeting.
