There were no exceedences of the hourly NO2 objective observed at the automatic monitoring station. Progress Report v Date April 2010 Tendring District Council - England 1 Introduction 1.1 Description of Local Authority Area The district of Tendring is a predomiantantly rural, coastal district with Clacton-on-Sea as its main administrative centre. The district also conatins the coastal towns of Frinton- on-Sea and Harwich. The main source of air pollution in the area is road traiffic emissions from the major roads in the district, namely the A133 and A120 trunk roads. 1.2 Purpose of Progress Report Progress Reports are required in the intervening years between the three-yearly Updating and Screening Assessment reports. Their purpose is to maintain continuity in the Local Air Quality Management process. They are not intended to be as detailed as Updating and Screening Assessment Reports, or to require as much effort. However, if the Progress Report identifies the risk of exceedence of an Air Quality Objective, the Local Authority (LA) should undertake a Detailed Assessment immediately, and not wait until the next round of Review and Assessment. 1.3 Air Quality Objectives The air quality objectives applicable to Local Air Quality Management (LAQM) in England are set out in the Air Quality (England) Regulations 2000 (SI 928), and the Air Quality (England) (Amendment) Regulations 2002 (SI 3043). They are shown in Table 1.1. This table shows the objectives in units of microgrammes per cubic metre g/m3 (for carbon monoxide the units used are milligrammes per cubic metre, mg/m3). The main air quality issues were found to be emissions of NO2 and PM10 from vehicles on the A120. It was predicted that all of the AQS objectives would be achieved and that it was therefore not necessary to declare an AQMA for any pollutant. The second round of Review and Assessment was undertaken between 2003 and 2005. The 2003 USA considered the seven LAQM pollutants and found that the AQS objectives would be met by the target dates. The 2005 Annual Progress Report (APR) showed that the Council was still meeting the aqs objectives. The third round USA was completed in 2006 and revisited the results of previous assessments to determine whether there were any areas of concern for air quality within Tendring District. The USA concluded that there was still no risk of exceedances of the AQS objectives, therefore a Detailed Assessment is not required at this stage. The 2008 APR concluded that the AQS objectives are being met in Tendring and there was no requirement to proceed to a Detailed Assessment. The 2009 USA review identified one exceedance of the NO2 annual mean objective in 2008, at Harwich Train Station (Site 10). It was recommended that the Council relocate this diffusion tube site to a nearby receptor façade where potential exceedances of the AQS annual mean objective maybe better assessed. 8 Progress Report Tendring District Council – England Date April 2010 2 New Monitoring Data 2.1 Summary of Monitoring Undertaken 2.1.1 Automatic Monitoring Sites Tendring District Council measures air quality in the District using two automatic air quality monitoring stations as shown in figure 2.1.and 2.2. One of the automatic monitoring stations is located in St Osyth and has been operating since May 2002. The site is classified as rural and measures concentrations of ozone, oxides of nitrogen and carbon monoxide. This site is part of the UK Automatic Urban and Rural Network, which is operated on behalf of DEFRA. The diffusion tubes are supplied and analysed by Gradko International Ltd Preparation method : 50% TEA in acetone United Kingdom Accreditation Services (Testing Laboratory number 2187).
