A R T I C L B I I O BJECTS The object of the Youth Congress shall be to organise t o f I ndia n t and the you h , to trai hem in the duties rights of z a and citi enship , to enable them to make positive constructive contributio n towards the realisation of the ideal of a secular d S lo emocratic tate , to the fty principles taught by Mahatma Gandhi and to the establishment through peaceful means of a r nd d classless , democ atic a socialist society base on equality o f o o r tunit a and s o cial , pp y and of politic l , economic rights , Indian as envisaged by the National Congress . The r t f d Youth Cong ess shall , here ore , en eavour (a) to promote opportunities fo r the development of r d efficienc d and characte , iscipline , y, knowle ge the S pirit of ser vice a mo ng its members and yo ung people in general b d ( ) to organise study circles , study classes , ebates , study camps and research centres in order to promote under s t r s o cial a nd anding of cultu e , history and , economic politica l problems of our country (c) to impart training in the conduct of public wo rk in close as sociation with the I ndian National Congres s a nd d b o the organisations forme y , ass ciated with or recognis ed by the Congress (d) to promote opportunities for the youth to organise s o r ts h s ic a 1 and and p , p 5 culture clubs other cultural recreation al activities (e) to as sist the Indian National Congress to combat com muna lismand social and caste orthodoxy and to carry on constructive and social work and (f to organise work squads a nd touring parties to tour the rural and urban areas of the country and to encourage youth to cooperate with farm a nd factory labour and to take up such all other activities that are relevant a nd incidental to the o b ej ct s of the Youth Congress . DEFINITIO NS Fo r purposes of this Constitution the following terms shall me a n ‘ Youth Cong ress Unless otherwise stated the words Youth Congress " shall mean the Indian Youth Co ngress . A R T I C L E IV CO NS TITUENTS The Indian Youth Congress will include (i) The National Council of the Youth Congress , ii P ( ) radesh Youth Congress Committees , iii D e ( ) istrict Youth Congr ss Committees , iv s ( ) Mandal Youth Congre s Committees , and ( v) Committees subordinate to the District Youth Congress Committ ees and above or below the Mandal Youth Congress Committee as determined by the Pradesh "1 ( J rnmt t s Youth Congress o i ee . A R T I C L B XI TERR ITO R IAL DIVI SIO NS (a) Youth Congress Committees shall ordinarily be c o ns t itu t ed in the Pr ades hes corresponding to the areas of the Congress Committees . (6) The National Council shall have the power to give representation in such manner as it deems pro per to areas in the territory of India as have not been included s n P. Y C. in the juri dictio of any . or to direct that such an area or part thereof be included in a neighbou r ing Pradesh . 4 A R T I C L E VI MEMB ERSH IP l . (a) Any person between 1 6 and 30 years of age wh o accepts the objects of the Youth Congress and pays the mernb e r s hip fee of annas every year can enrol himself or herself as a member of the Youth Congress on filling up the pres cribed f d orm (appearing as Appen ix to this Constitution) , i da the year of membersh p being the calen r year, " Le. January December . (b) The Mandal Youth Congress sh all keep a register a nd u of primary members , f rnish a copy of the list D to the istrict and Pradesh Executives . (c) The enrolment of members shall be closed on a data fix ed by National Council every year for preparing the register of member s wh o are entitled to vote a nd contest at the elections of the Youth Congress . 2 . a A ers o n 30 ( ) p above the age of , who has previously worked in the Youth Congress and/or wishes to take interest in its work , may be enrolled as an Associate Member , provided he pays an annual sub R s 1 0 and scription of . / signs an appropriate declaration that is dr escr ib ed by the National Council . The National Council shall have power to disapprove the enrolment of any person as a nd Associate Member without stating reasons , , in such case , the subscription collected from the person shall be refunded . b No ( ) Associate Member shall have the right to vote , nor he or she will be eligible to contest any o tfice of the Youth Congress but he or she shall have the t right to participate in h deliberations . A R T I c L B VII TER MS O F YO UTH CO NGRESS CO MMITTEE The tenure of o ffi ce of every Youth Congress Committee a nd o tfic e- of its bearers , executive committee and members s d hall or inarily be two years . A R T I c L 13 VII I MANDAL YO UTH CO NGRESS l . The Primary unit of the Youth Congress shall be the Mandal Youth Congress with a minimum of 5 0 members . The Mandal Youth Congress shall enrol members and shall be responsible for promoting the interests of the Youth Cong ress in its jurisdiction . 2 . The Mandal Executive Committee of the Youth Cong ress shall consist of not more than 1 1 members elected from a mong the members of the Youth Cong ress in the Mandal . 3 . The Mandal Executive Committee shall have a S ecre t S E x ecu ary , a Joint ecretary and a Treasurer elected by the d tive Committee from among its members , provide that either the S S l ecretary or Joint ecretary sha l be a student . 4 . The Mandals shall be the same as those approved P d t he d by the ra esh Congress Committee , provided that Man als in the territorial area of a residential university in the Prades h s hall be determined by the Pradesh Executive Committee . 5 . The general meeting of the primary members of the Youth Congress in the territorial area of a Mandal shall b e d held annually . The annual report and audite accounts of the Mandal Youth Congress shall be placed before the general meeting . 6 A R T I C L B IX DIS TRICT Y O UTH CO NGRESS 1 D m . The istrict Executive Co mittee shall consist of two representatives f rom each Mandal and the S ecretaries d i of the Man al Execut ve Committees , and one nominee each D t n S Dal and t he of the istric Co gress Committee , the eva " " D D n omen s epartment of the istrict Co gress Committee , provided that one of the two representatives elected by each Mandal to the District Executive Committee shall be a " student . The nominees of S eva Dal and "omen s Depart ment shall have no right to vote nor shall be eligible to con o fii ce o f test any the Youth Congress . 2 . The District Executive Committee may form Tehsil Committees in the same manner wherever possible . The districts shall be the same as those approved by the Pradesh n P d Co gress Committee , provided that the ra esh Executive Co mmit teee of the Youth Congress shall have the right to accord the status of District Executive Committee to the exe c utive committee o f the Youth Congress functioning in the d P d territorial area of a resi ential university in the ra esh . he D S 3 . T istrict Executive Committee shall have a ecre tary and a treasurer elected by the Executive a nd one or more " Joint S ecretaries nominated by the S ecretary from among its s own members .
