Social Development Foreign exchange Jilin Province is one of the 9 border provinces in China. It has 20 various ports and channels. According to the classification of ports, there are 9 national first-class ports, 7 national second-class ports, 3 regional second- Famous Scenery class ports and 1 official channel; and according to the type of ports, there are 2 airports, 11 road ports, 5 railway ports, 1 boundary river port and 1 inland river port. Since the rejuvenation of Jilin old industrial bases, the import and export volume in Jilin Province reached new highs. In 2007, the volume broke the historical record reaching to 10 billion dollars and the domestic investment continuously doubled because of the sustainable and rapid growth of foreign investment. In 2013, the import and export volume in the whole province amounted to 25.853 billion dollars, an increase of 5.2%, ranking the 20th in the country. The export volume was 6.76 billion dollars, an increase of 13%, ranking the 24th in the country and the import volume was 19.096 billion dollars, an increase of 2.8%. The used foreign investment was 6.764 billion dollars, an increase of 16.3%, with 1.819 billion dollars of foreign direct investment, an increase of 10.4%. The total foreign capital was 527.988 billion yuan, an increase of 24.5%, with 485.211 billion yuan of the used capital from other provinces, an increase of 26.6%. According to the customs statistics, the import and export volume of the whole province in 2014 amounted to 26.378 billion dollars, an increase of 2.1% more than the last year. The export volume was 5.778 billion dollars, a decrease of 14.3%, and the import volume was 20.6 billion dollars, an increase of 7.9%. The volume of used foreign capital around the year was 7.653 billion dollars, an increase of 13.1%, with 1.966 billion dollars of foreign direct investment, an increase of 8.1%. The volume of used capital from other provinces was 588.093 billion yuan, an increase of 21.2%. Regional Opening Chang-Ji-Tu Development and Opening up Pilot Zone On August 30th, 2009, the State Council officially approved the Outline of China Tumen River Regional Cooperation and Development Plan---Settling Chang-Ji-Tu as the Pilot Zone for Developing and Opening up and made it a national strategy. Chang-Ji-Tu is the first border region of development and opening up which is approved by Chinese Government. The main scope of Chang-Ji-Tu Development and Opening up Pilot Zone is the core area of China Tumen Area, namely Changchun City, parts of Jilin City and Yanbian Prefecture in Jilin Province (Chang-Ji-Tu for short). In the meantime, it covers other regions in China involved in the international cooperation of Tumen River Area, including Liaoning Province, Heilongjiang Province and Inner Mongolia Autonomous Region and it involves contents of the cooperation between China and surrounding countries. With the area of Changchun City, parts of Jilin City and Yanbian Korean Autonomous Prefecture of Jilin Province, Chang-Ji-Tu Area covers 73,200 square kilometers, accounting for 39.1% of the province, and has a population of 10,970,000 accounting for 40.7% of the whole. According to the planning outline, Chang-Ji-Tu Development and Opening up Pilot Zone is based on Tumen River, facing Northeast Asia and serving the Northeast of China. The joint rail and water transportation route of the Tumen River area The route of China(Hunchun)——Russia(Zarubino)——South Korea (Sokcho)——Japan(Niigata), was officially opened in March,2009. This route is the first one of the northeast of China to cross over the Japan Sea and through the west coast of Japan, compared with the existing sea routes to Japan, it has some advantages such as time-saving, short distance, and so on/. The opening of the route have made profound influence on the investment, economic and trade cooperation, mobility for passengers and freight and the tourism industry cooperation among China, Japan, South Korea and Russia, and will also play an important role in promoting the economy of the four countries. The co-construction of a China-Russia omnipotent Zarubino In the CICA summit closed in Shanghai on May 22, 2014, Jilin province and Russian Su Ma Group signed the cooperation framework agreement, in which, both parties decided to co-construct a omnipotent Zarubino, planed to make it reach an annual throughput of 60 million tons, it is expected to become one of the biggest ports in the Northeast Asia. China and Russia have actively conducted cooperation, trying to construct the Zarubino into an international important cargo port mainly specialized in container transportation. The distance is only 60km from Russian Zarubino to the port of Hunchun, which will accelerate to get through the international logistic channel and make a great breakthrough for the strategy of Jilin province “export through the sea port”.
