SCHOLARSHIP HANDBOOK NORRLANDS NATION PREFACE This is the English in-house translated version of the Scholarship Manual for members of Norrlands nation in Uppsala. It contains information about the scholarships and the special requirements to be eligible to apply for the scholarships. Please note that several of the scholarships require that you were born and/or raised in Norrland, i.e. the northern part of Sweden, to be qualified to apply for the scholarships. Therefore, only the scholarships that do not require that the applicant was born and/or raised in Norrland are translated in this translated version of the scholarship manual. If you were born and/or raised in Norrland, please read the Stipendiehandbok för Norrlands nation in Swedish. We ask you to pay careful attention to the announcements of and special information about the scholarships that are posted on the nation’s website and notice boards. If that information is different than that of this manual, the information in the special announcements will prevail. Please make sure that you read all instructions carefully, use the appropriate forms for your application and attach all relevant certificates to support the information you provide in your application. If the application is incomplete, the scholarship committee will not accept it. It is not possible to supplement the application after the application due date. Often the reason for donating money was to support present students who are undergoing the same hardships as the donors went through being as a student very far from home. In this context it must be remembered that the current scholarships are only a small part of the support that the students of Norrlands nation has received. For centuries, individuals as well as congregations and other communities have helped needy students from Norrland to higher education. This cultural achievement cannot be praised enough. Formerly, the scholarship funds were often donated to the university. Such scholarships, today called konsistoriestipendier, are appointed and announced by konsistoriet (the University Board). After the establishment of Norrlands in 1827, funds were donated in an increasingly large extent directly to the nation. This is why many of our nation scholarships were added during the 19th century. How the scholarship applications are managed Available scholarships of Norrlands nation are announced by the nation's scholarship secretaries. The publication of notified scholarships is posted at the nation’s website (www.norrlandsnation.com), bulletin board (outside the computer room) and in the magazine Norrlands Varjehanda (which is sent to all members of the nation). In addition, some of the scholarships may also be advertised elsewhere. The publication of notified scholarships declares what scholarships are available and the date when the applications are due. Applications can be completed until the application deadline. Once the application period has expired the scholarship secretaries go through the applications and incomplete or inaccurate applications are removed from the application process. The scholarship secretaries then convene a meeting with the scholarship committee and provide lists of the eligible applicants for each available scholarship. Based on the work of the scholarship secretaries, the committee attends the lists of applicants for each scholarship and, based on the special requirements for each scholarship and the conditions and merits of the applicants, proposes grantees for scholarships that are to be finally appointed by the Inspektor of Norrlands nation. When the application process has been carried out and the meeting has been held, the proposal is posted on the nation's bulletin board as well as on the website. Any complaint must be provided in writing to the Inspektor of Norrlands nation no later than eight days after the proposal has been posted. The Inspektor thereafter makes the final decision on the appointments, after which the nation's treasurer makes out the payments. The monitoring period during the autumn semester is from November 1st to November 30th. During the spring semester it is from April 1st to April 29th. Monitoring forms are available at the front desk (kansli) at Norrlands nation or on the website. Some scholarships allow prolongation, i.e. the term of the appointed scholarship is extended. The fund statues of each scholarship indicates which ones allow prolongation. The term can only be prolonged upon application by the grantee. If the grantee no longer qualifies for an appointed scholarship, he or she shall withdraw from the scholarship. This is done by writing to the scholarship secretaries as soon as the reason for withdrawal is known to the appointed applicant. Who is qualified to apply? Apart from the individual requirements of each scholarship, the following general demands apply: The applicant must be an active student , which means that he or she is taking courses comprising at least 15 hp each semester during the year for which the application concerns. For doctoral students, research must be conducted for at least 50 per cent of full time. The applicant may not draw full education grant (Sw. utbildningsbidrag) or commensurable income. Some scholarships are appointed without previous application. Such scholarships are exempted from the rule stated here. Special qualification requirements are stated for each individual scholarship in its charters and its statutes which is determined during the nation’s general meeting (Sw. Landskap). This manual contains a summary of the statutes for each scholarship which does not require the grantee to have been born or raised in Norrland, Sweden. For further information, please read the preface in the beginning of this manual. Unless stated otherwise, only members of Norrlands nation in Uppsala who are enrolled at Uppsala University or SLU, Ultuna are eligible to apply. A student or doctoral candidate at another university is qualified to apply if he or she is taking a course which is included in an educational program at Uppsala university or SLU Ultuna at which the student or doctoral candidate is enrolled, but the course cannot be taught here. Some courses at the Pastoral Institute (Sw. Pastoralinstitutet) also qualify the person taking them for applying. Scholarship monitoring For the scholarship amount to be paid to the appointed grantee during the semesters that follow the semester when the scholarship was appointed, the scholarship must be monitored each semester during which the grantee still fulfills the requirements for the scholarship. This is done by submitting a monitoring form which is available at the nation's front desk. Monitoring should take place during monitoring periods that are, for the fall semester November 1st to November 30th, and for the spring semester April 1st to April 29th. Other requirements are provided in the monitoring form. Glossary In the statues for each scholarship described below, there are certain words and expressions, which demand explanation. If you notice further words or expressions that you do not understand, kindly contact the scholarship secretaries. Merits: Means study merits and, when applicable, research merits, earned at a university or college. The merits are evaluated according to inter alia the extent, rate and results of the studies or research. Financial situation: Means the evaluation of the applicant’s financial situation based on the information provided by the applicant in the financial situation form which the applicant shall attach to the application. The information concerns income, family situation, wealth, debts and special circumstances. Precedence: There are three different types of precedence which can be applicable in connection to a scholarship. A general precedence means that if the applicant fulfills the requirements for precedence, no other requirements will be taken into consideration and the applicant will have precedence over all other applicants. An ordinary precedence means that the applicant who fulfils the precedence requirements is preferred to the other applicants. However, all other requirements need to be fulfilled as well for the applicant to be granted the scholarship. Finally, an equal merit precedence means that if two applicants otherwise have equal merits, the applicant which fulfills the precedence requirements will be the appointed grantee. Term of scholarship: Means the term during which the scholarship will be paid out to the grantee. Fifty per cent of the yearly amount stated in the notification of the scholarships is paid out each semester. In order to keep a scholarship which extends over more than one semester, the scholarship must be monitored by the grantee. If the grantee no longer fulfills the requirements for the scholarship, he or she shall notify the scholarship secretaries in writing and renounce the scholarship. Medicine student: Means students enrolled at the Medicine program or the Biomedicine program. Norrland: In the context of the nation scholarship statues, Norrland comprises the counties (Sw.län) of Norrbotten, Västerbotten, Västernorrland and Jämtland.
