9/15/2015 Ch. 3 and 4 Test Review European Exploration and Colonization Led about one hundred people from Massachusetts to settle along the Connecticut River. Later three settlements merged to form the Connecticut Colony. This colony put Hooker's principles, into Thomas Hooker practice when it adopted the Fundamental Orders sometimes called the first written constitution. These principles included the idea that voting should be extended to non-church members. He established a colony in Pennsylvania as a refuge for Quakers and a place where they could create a government based on their William Penn own standards. Penn attempted to treat Native Americans and settlers from other colonies residing in the grant fairly. Agreement drafted in 1620 by Pilgrim leaders and signed by the 41 men aboard the Mayflower prior to going ashore at Mayflower Compact Plymouth Bay in Massachusetts. It outlined a form of (1620) government based on a social compact It set a precedent for later documents in the development of self-government. Created in 1639, it was a frame of government for the colony of Connecticut. It is considered the first constitution in the Fundamental Orders American colonies.
