MANUAL -1 The particulars of its organization functions and duties. A : DEPUTY COMMISSIONER SANGRUR The Deputy Commissioner is responsible for implementing State Government's programmes and policies at the grass root level and collecting information regarding the needs and facilities to be provided to the general public, their difficulties and redressal etc. and making the government aware of these. In fact, the Deputy Commissioner is the Government at the district level. The Deputy Commissioner acts as the link between Central and State govt. and co- ordinates their programmes. The Deputy Commissioner evaluates the working of all govt. departments within the district and looks after the law and order situation in the district. In times of any natural clamity likes floods, locusts, drought, storms etc, the deputy Commissioner is the primary relief agency. During the occurrence of natural calamities or during the internal or external disturbances, the Deputy Commissioner calls for military assistance and co-ordinates the efforts at the District headquarters such as ADC, AC(G), AC(Gr.), EM, DRO, DDPO etc. for the assistance of Deputy Commissioner to carry out the District Administration. At the sub division level, the SDM is responsible for the administration who is assisted by the Tehsildar/Naib Tehsildar, BDO, Kanungos, Patwaris and other officials. In fact more than being an officer, the Deputy Commissioner is actually an institution itself. The Deputy Commissioner is thus the fulcrum of district administration. The Deputy Commissioner also functions as District Collector, Member-Secretary Distt. Planning and Development Board and heads the Red Cross and other institutions. The Deputy Commissioner is assisted by two ADC's : one ADC(Gen.) and the second ADC(Dev.). Office of the The Deputy Commissioner is located in the District Administrative Complex Sangrur. In Brief:- The Deputy Commissioner as a Collector functions as an Applellate Court under various Acts, Election Tribunal, Custodian of Govt. Lands etc. The Deputy Commissioner as District Magistrate is responsible for the maintenance of law and order in the district. As Deputy Commissioner, he is Representative of the Government and is responsible for the implementation of govt. schemes. In addition to above the Deputy Commissioner is responsible to solve all kinds of problems/crises created from natural calamities, such as storm, floods, draught and other incidents etc. procurement of flood grains, to attend public functions, protocol duties etc. Ex-Officio he is President of District Red Cross Society, Punjab Land Records Society and is District head for successful implementation of & running of Govt. Schemes of PGPMS, PAWAN etc. B DUTIES AND FUNCTIONS OF ADDL. DEPUTY COMMISSIONER. (i) The Addl. Deputy Commissioner as a Collector deals with appeal cases of mutations, revision petitions, rent suits, Section 47-A of Indian Stamp Act. (ii) The Addl. Deputy Commissioner as Addl. District Magistrate also 1) Responsible for maintenance of law & order. 2) To deal with the cases of illegal weapons u/s 25/54/59 of the Arms Act. 3) Deals with cases under Section 25 of the police Act. 4) To grant of new arm licences, renewal, entry of weapon, deletion of weapon, addition of weapon, sale permission, sale permission in death case, change of bore, extension of cartridges, area extension, change of address, retainer entry, cancellation of licence. (iii) As Addl. Deputy Commissioner he : 1) acts on behalf of the Deputy Commissioner for any work assigned to him by the Deputy Commissioner, Sangrur. 2) hears Appeals of House Tax, C: WORK OF ASSTT. Deals with all kinds of bill like, Pay Bill, medical bill, DCRC, Arrear Bill, GPF Bill etc. Budget pertaining to employees of DC's office including Sub-Divisions and Tehsils/Sub-Tehsils. 2. Monthly salary statements. 4 GPF ASSISTANT Deals with GPF advance refundable and Non refundable of BRANCH each employee and final payments of GPF and GIS to the retired persons and also to maintain the account of GPF and GIS of Class III and IV and revenue staff. 5 District Nazar To purchase all the articles which are required in DC Office. Copying Branch DRO has powers of Assistant Collector Grade –I & hears cases of partition of land pertaining to NRI’s. He is also Consolidation Officer under the consolidation act. DRO is Nodal Officer for Flood Management and Relief in the District and also convenes monthly meeting of all the Revenue Officers of the district.
