INTRODUCTION Constituent correspondence and congressional committee material from Karsten's terms as Democratic congressman from Missouri's 1st District, 1947-1968. DONOR INFORMATION The papers were donated to the University of Missouri by W. Walter Wicker for University of Houston at Clear Lake City on 5 November 1973 (Accession No. 3936). BIOGRAPHICAL SKETCH Frank Melvin Karsten, Democratic representative from the first congressional district of Missouri (January 1947 through January 1969), attended the St. Louis public schools and graduated with an LL.B. degree from National University in Washington, D.C. He became a member of the Bars of the District of Columbia and the U.S. Supreme Court. He married Opal Osborn and they had two children, Mrs. John William Brown and Frank, Jr. Karsten served as congressional secretary to Congressman John J. Cochran from 1934 to 1946, during which time he also served as chief of staff for the Committee on Expenditures in the Executive Departments and the Committee on Accounts of the House of Representatives. He was elected to his first term on November 6, 1946, and was a member of the 80th through 90th Congresses, assistant majority whip, member of the Committee on Ways and Means, of the United States Territorial Expansion Memorial Commission, and of the Migratory Bird Conservation Commission.
