1 (19th Session) NATIONAL ASSEMBLY SECRETARIAT ———— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the National Assembly to be held on Friday, the 7th February, 2020 38. *Rana Sana Ullah Khan: (Deferred during 6th Session) Will the Minister for Interior be pleased to state: (a) the terms and conditions of the agreements between the Government and the protesters made on 31-10-2018 and 2-11-2018; (b) the total number of cases registered against the protestors; (c) the details of damage caused by protestors; and (d) whether any compensation has been paid to injured and dead and those who sufferred property loss alongwith the details; if not, the reasons therefor? Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The agreement between Tehreek-e-Labbaik Pakistan (TLP) and the government was facilitated by Government of Punjab at Lahore. At Federal level, Ministry of Religious Affairs was coordinating with Government of Punjab. (b) During the Dharna from 1st to 3rd November, 2018, six (06) criminal a cases were registered by the ICT Police against the protestors, who Were involved in the agitation and roads blockades. In all, 44 accused were arrested and sent to judicial custody. Challans against them were sent by ICT Administration to the concerned courts where they are facing trial. 2 (c) No damages caused by the protestors to the public and private property, within Islamabad Capital Territory. (d) Neither any body was seriously injured nor died, No damage was caused to the public / Private property by the protestors within Islamabad/ ICT. Therefore, the question of compensation did not arise. 150. Admissibility is being re-considered. 31. *Mr. James Iqbal: (Deferred during 17th Session) Will the Minister for Interior be pleased to state the total number of new residential sectors launched by CDA in Islamabad since the start of present Government till date? Minister for Interior (Mr. Ijaz Ahmad Shah): No new residential Sector have been launched by CDA during the tenure of present government till date. 36. *Ms. Nafeesa Inayatullah Khan Khattak: (Deferred during 17th Session) Will the Minister for Interior be pleased to state: (a) whether it is a fact that Pakistan is observing a growing number of organ trafficking for the last many years; (b) if so, the number of criminals arrested so far dealing in this inhumane organ trafficking indicating also the punishment given to them during the last six years? Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Data received from field zones of FIA does not support this observation that the illegal organ trafficking cases are growing in the country. Since the cases are under trial, no punishment has been awarded so far. 37. *Ms. Shaista Pervaiz: (Deferred during 17th Session) Will the Minister for Interior be pleased to state what security measures have been placed to safeguard National security as the Government has allowed passport free arrival of Indian Citizens in Kartarpur? Minister for Interior (Mr. Ijaz Ahmad Shah): (1) It is intimated that no passport free entry is currently being allowed to Indian pilgrims in Kartarpur Sahib Corridor as per the MoU signed between Govt of Pakistan and India. Proposal of giving concession of entry without passport, in order to attract more visitors, is under consideration, for which detailed input may be sought from Ministry of Foreign Affairs. As per existing procedure, pilgrims can visit the Corridor from dawn to dusk after producing Indian passport or Oversees Citizen of Indian Origin Card alongwith passport of resident country. Same are punched by the Immigration staff at Border Terminal against the data provided by Indian authorities 10 days in advance. 4 (2) Movement of Indian visitors is monitored / regulated from Border till Gurdwara complex and back through combination of physical and electronic security system by Pakistan Rangers (Punjab) alongwith other LEAs. Indian visitors are strictly kept inside the confines of Gurdwara complex by ensuring their movement through biometric systems/ turnstile gates and to avoid their exit toward Pakistan side. Moreover, all the activities in and around the Corridor are monitored through surveillance cameras from the Control Room. 42. *Ch. Muhammad Hamid Hameed: (Deferred during 17th Session) Will the Minister for Inter-Provincial Coordination be pleased to state: (a) whether PCB has contributed anything in terms of finances to provincial Government or law enforcement agencies to hold international and domestic cricket matches in the country; (b) if so, the details thereof for the last three years; (c) if not, the reasons thereof? Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza): (a) PCB is a unique entity in that although established by the Federal Government, it is not controlled by it; neither seeks nor takes any grants, funds or monies from either the Government or Public Exchequer; and rather generates its own revenues to reinvest in the development of cricket in the country. As such, the profits and revenues generated by PCB do not fall under the purview of ‘public resources’ or ‘public funds’. It is the responsibility of the State to protect its citizens and visitors in the national interest. It was only with the support of the government and the security agencies that International cricket has started to return to Pakistan. It is essential to continue to provide a safe environment for foreign teams, players, specialist technical staff and fans to come to Pakistan. As the confidence of the players in visiting Pakistan grows, the level of security arrangement required to be made will reduce and the expenditure incurred in relation to the same will decrease accordingly as well. (b)&(c) Over the last five years, the amounts expended by PCB to law enforcement agencies are summarised as under, on account of meal charges, provision of fully catered hospitality boxes and free match tickets while providing security during international and domestic cricket matches in Pakistan. The Civil 5 Government, Faisalabad is also given 50% share of revenue generated from the sale of tickets during domestic tournament i.e. Pakistan Cup 2015-16: Year 2014-15 PKR 15,900,000 Year 2015-16 PKR 6,970,335 Year 2016-17 PKR 5,480,200 Year 2017-18 PKR 25,100,400 Year 2018-19 PKR 25,350,000 49. *Mr. Abdul Qadir Patel: (Deferred during 17th Session) Will the Minister for Inter-Provincial Coordination be pleased to refer to the Starred Question No.53 replied on 8-11-2019 and to state: (a) when the Ministry requested to Federal Audit to conduct forensic audit of Sports Federations; (b) whether the Federal Audit responded to the request of Ministry; if so, the details thereof; (c) the dates upon which, the draft audit reports in respect of Pakistan Hockey Federation, Pakistan Tennis Federation and Volleyball Federation of Pakistan have been received alongwith findings of such audit; and (d) what steps are being taken to finalize the reports of such audit at an earliest? Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza): (a) Ministry requested to Auditor General of Pakistan on November 27, 2018 and Federal Audit on November 30, 2018 to conduct Forensic Audit of Federations. (b) The Federal Audit deputed team to conduct Forensic Audit of Pakistan Tennis Federation (PTF) and informed that team will start the field work w.e.f April 01, 2019. 6 (c) Draft Special Audit Reports alongwith findings in respect of Pakistan Hockey Federation (PHF), Pakistan Tennis Federation (PTF) and Pakistan Volleyball Federation (PVBF)was received in Ministry of IPC on September 23, 2019. (d) Draft Special Audit Report has been shared with Pakistan Sports Board (PSB), Pakistan Hockey Federation (PHF), Pakistan Tennis Federation (PTF) and Pakistan Volleyball Federation (PVBF) with the request to furnish annotated replies to these Audit Observations within two weeks on October 09, 2019 followed by reminders dated December 03, 2019 and December 17, 2019, however, response from Federations is still awaited. 2. *Mr. Muhammad Alamgir Khan: (Deferred during 18th Session) Will the Minister for Interior be pleased to state whether there is any proposal under consideration of the Government to give nationality to Bengalis residing in Pakistan; if so, the details thereof? Minister for Interior (Mr. Ijaz Ahmad Shah): The Nationality of Pakistan is governed under the Pakistan Citizenship Act, 1951 and the Naturalization Act, 1926. So far no special package or policy has been devised for providing the right of citizenship by birth to Bengali refugees residing in Pakistan. 6. *Ms. Nafeesa Inayatullah Khan Khattak: (Deferred during 18th Session) Will the Minister for Interior be pleased to state: (a) whether it is a fact that illegal labour agents or sub-agents of licensed Pakistani Overseas employment promoters entrap Pakistanis into sex trafficking and bonded labour; if so; (b) the steps taken by the Ministry to stop the said practice? Reply not received. 7 10. *Mr. Ramesh Lal: (Deferred during 18th Session) Will the Minister for Interior be pleased to state: (a) whether there is any proposal under consideration to install the Street lights in sector I-16/2, Islamabad; (b) if so, the time by which the said work will be started?
