Public Accounts Volume 3 — Supplementary Information For the fiscal year ended March 31, 2019 Public Accounts Volume 3 — Supplementary Information For the fiscal year ended March 31, 2019 The Public Accounts Volume 3—Supplementary Information is produced in accordance with the Finance Act, which requires an annual reporting of all sums paid from the Province’s General Revenue Fund during the fiscal year. In this publication, payments are reflected on a cash basis and include Tangible Capital Asset Acquisitions. Salaries includes wages as well as Public Service Awards paid on retirement. In 2015, government announced its intention to phase out the Public Service Award, an allowance given on retirement, and committed to honouring service amounts accumulated up to that point. The Service Payout was a one-time option to receive a lump-sum payment during 2018-19 in place of the Public Service Award. In accordance with the Public Sector Compensation Disclosure Act, total Salaries disclosed in this publication for each individual also includes the Service Payout payments. Accounts Payable, Tangible Capital Assets, and other adjustments are indicated to reconcile cash payments with the accrued charges to departmental expense appropriations. The appropriations are prepared on a gross basis with no netting of General Revenue Fund revenues, recoveries, or fees and other charges. Transfers to (or from) other Accounts indicate that a portion of the payments have been charged to other accounts/departments. Accumulative payments to individuals and suppliers within the fiscal year are reported as follows: Salaries – $25,000 and over; Travel – $3,500 and over; and All other payments – $5,000 and over. ©
