A total of 23,101 families / 115, 507 persons were pre-emptively evacuated in 251 evacuation centers while others stayed with their relatives/friends in Regions NCR, IV-A and V. As of 6 AM, 31 Oct 2009, NDCC reported around 8,567 civilians were stranded and took shelter at various ports. Ambuklao Dam is releasing water as pre-emptive measure.
