MOTION TRADE COMMERCE & TOURISM ' ' JAN 2 3 2008 In 2005, The City of Los Angeles and Los Angeles World Airports (LAWA) came to a landmark legal agreement with LAX's neighbors that settled lawsuits and paved the way for real progress on modernization at the airport. So far, that agreement has resulted in the start of a number of projects at LAX, including the South Airfield Improvement Project, the refurbishment of Tom Bradley International Terminal, the Green Line extension to LAX, and construction of a new Midfield Terminal with its associated Automated People Mover. As part of that agreement on LAX modernization, LAW A committed to developing a strategy for regionalizing air traffic by encouraging growth of passenger and cargo activity at its under-utilized airports, including LA/Ontario International Airport and LA/Palmdale Regional Airport. The agreement limits growth at LAX to 78.9 million annual passengers. In recent reports, the Federal Aviation Administration (FAA) projects increases in air travel demand in Southern California and finds that our region will be unable to meet that demand by 2015 due to massive congestion on local highways and in the airspace around LAX. As a solution to the problem, the reports call for developing new regional, inter-modal, strategies for transporting passengers. Currently, there is no airport shuttle service connecting LA/Ontario Airport to the Metro link commuter rail system. The San Benardino Metro link Line, connecting Union Station to the City of San Bernardino, stops within 2 miles of LA/Ontario. Airport shuttle service to that line would patch LA/Ontario into the Southern California public transportation network and provide ready and convenient access for travelers living within the heavily populated Downtown LA-San Bernardino corridor. The Metrolink system serves 3 million passengers per year. Today, 8 million annual passengers travel through LAX from Orange County. That number will continue to increase since the two airports best located to serve Orange County, Long Beach Airport and John Wayne Airport, are constrained due to several legal agreements that limit growth. LA/Ontario is uniquely positioned to accommodate that growth, provided ground access to that airport can be improved. Metrolink runs 3 commuter rail I ines throughout Orange County. Los Angeles World Airports (LA WA) now operates three convenient non-stop bus routes through its FlyAway program to LAX from Union Station, Westwood, and Van Nuys. The FlyAway program has proven to be a popular and viable alternative to driving to the airport. I THEREFORE MOVE that the City Council request that the Board of Airport Commissioners direct LAW A staff to study the feasibility of implementing airport shuttle service from LA/Ontario to the San Bernardino Metro link Line andTeport their results to the Trade, Commerce, and Tourism Committee within 6 months; and I FURTHER MOVE that the City Council request that the Board of Airport Commissioners direct LAWA staff to study the feasibility of implementing FlyAway service from LA/Ontario to Orange County, including the Metrolink stations in Anaheim and the City of Orange, and report their results to the Trade, Commerce, and Tourism Committee within 6 months.
