September 2010 iii TICP – Region F Executive Overview This document establishes a Tactical Interoperable Communications Plan (TICP) for Region F, inclusive of agencies/departments represented through the Regional Homeland Security Oversight Committee (RHSOC) under the Governor’s Homeland Security Advisory Council (HSAC). The TICP is intended to document the interoperable communications resources available within Region F, who controls each resource, and what rules of use or operational procedures exist for activation and deactivation of each resource. Importantly, point-of-contact information and resource activation guidelines contained in this TICP are designed to assist and support resource allocation processes (e.g., request, deploy, track, etc.) currently in place in the region and do not supersede or otherwise alter existing procedures for executing mutual aid assistance. The TICP was developed through a collaborative effort among numerous stakeholders, including: Missouri Department of Public Safety’s Interoperability Program; Region F RHSOC, Region F Interoperability Committee; Mid-Missouri Regional Planning Commission; and numerous public safety and non-governmental agencies of the region that contributed time and information to create this plan.
