Warshawsky CALL TO ORDER Mayor Giuliano called the meeting to order at 10:02 am. APPROVAL OF AGENDA AND LATE Moved by Councillor Warshawsky ITEMS Seconded by Councillor Schafer THAT the Agenda be amended to add item 6.3 Crowsnest Archives and that the agenda be adopted as amended. CARRIED ADOPTION OF MINUTES 3.1 Minutes of the Committee of the Whole meeting held on May 24, 2016 2016-05-24 COTW for adoption. Moved by Councillor Warshawsky Seconded by Councillor Schafer THAT the minutes of the COTW meeting of May 24, 2016 be adopted. CARRIED PETITIONS AND DELEGATION – REQUESTS TO ADDRESS COMMITTEE 5.1 Paul Reimer and Michael Hepher presented to Council regarding a Paul Reimer and Michael Hepher collaborative community process to develop public art in Fernie and Public Art responded to questions of Council. The group identified the benefits of public art stating arts and culture can be used to brand a community, foster community pride, create a sense of identify and nurture community traditions. Mssrs. Reimer and Hepher requested Council's support and liaison between the City and the community group to provide guidance on policies and bylaws which may affect the development of a Public Art Policy. The Director of Leisure Services advised a local group is currently working on a public art initiative and suggested Mssrs. Reimer and Hepher contact them through the Arts Station. CARRIED 5.2 Moved by Councillor Qualizza Community FireSmart Program Seconded by Councillor Warshawsky THAT Council grant an extension to the time limit for presentation by the delegation. CARRIED Alan Westhauver, Community FireSmart Coordinator provided an overview of the Community Firesmart Program and Initiatives and responded to questions of Council. The City launched the FireSmart Community Recognition program and held a workshop on June 11, 2016. Mr. Westhauver noted this is a successful nation-wide program to provide people living in fire-prone areas like the Elk Valley with the knowledge and organizational means to significantly reduce their neighbourhood's vulnerability to wildfire. He noted that it was critical to limit the opportunity for blown burning embers to start structural fires. In Fort McMurray the embers were starting fires kms ahead of the actual fire. Helping neighborhoods Reducing fuel around structures through landscaping, awareness of combustibles and managing common vegetation areas in neighborhoods is the focus of the program and reduces the opportunity for structural fires. Mr. Westhauver requested support from the City to increase collaborative opportunities between the Operations Department and FireSmart to implement landscaping practices at public facilities, help to construct a FireSmart demonstration site, permission to FireSmart Boards to manage vegetation in public areas in their neighborhoods and to enhance FireSmart public education. The Wildfire Protection Plan will address the perimeter area around Fernie. Moved by Councillor McSkimming Seconded by Councillor Warshawsky THAT Council direct the Fire Department to work with Operations to facilitate some of this work within the existing operations. CARRIED Motion to Suspend Rules <Councillor Qualizza exited the meeting 10:55am> Council requested the agenda be amended to deal with Item 6.1 Quail Signage ahead of Item 5.3 Wildsafe BC. Moved by Councillor McSkimming Seconded by Councillor Schafer THAT Council suspend the rules pertaining to the order of business. CARRIED <Councillor Qualizza entered the meeting at 10:56pm>. 6.1 Quail Signage The Chief Administrative Officer provided a report regarding installation of signage on the public parking lot at 422 - 2nd Avenue donated by the Quail family and responded to questions of Council. Moved by Councillor McSkimming Seconded by Councillor Warshawsky THAT the request from the Quail family for funding contribution to the parking signage located at 422 – 3rd Avenue be forwarded to the Regular meeting of June 13, 2016 for Council’s consideration. CARRIED 5.3 Kathy Murray, Wildsafe BC Community Coordinator presented Council Wildsafe BC with options to address current garbage issues as they relate to wildlife issues in the community and responded to questions from Council. Ms. Murray provided the following recommendations which provide options of convenient disposal of garbage 24 hours/day, is cost effective and achievable: two bear resistant community dumpsters (one for public use/one for City use) at City Hall, Aquatic Centre, Community Centre and Max Turyk public education campaign enforcement of Consolidated Waste Regulation Bylaw #1845 in future placement of a bear resistant community dumpster at the entrance to Fernie Mobile Home Park monitor use and compliance and assess for future installation of community bins in other neighborhoods Moved by Councillor Qualizza Seconded by Councillor Schafer THAT Council direct staff to bring back a report to Council regarding changing user fees to reflect the cost for new bins per Ms. Murray's plan. CARRIED STAFF REPORTS 6.2 Report from the Deputy Clerk. The Deputy Clerk provided information Council Meeting Schedule to Council regarding the meeting schedule and responded to questions of Council. Moved by Councillor McSkimming Seconded by Councillor Warshawsky THAT Council receive the Deputy Clerk's report dated June 13, 2016 regarding Council Summer Meeting Schedule as information. CARRIED 6.3 <Deputy Clerk Zral and the Director of Leisure Services exited the Crowsnest Resource Archives meeting at 12:00pm> The Chief Administrative Officer provided an overview of the Deputy Clerk's report dated June 13, 2016 regarding the Crowsnest Archives owned by the City located in the basement of City Hall and responded to questions of Council. It was noted that custody of the assets cannot be shared in accordance with the Municipal Act at the time of the agreement between the City of Fernie and Shell Canada.
