Among other things, the Regulatory Flexibility Act requires federal agencies to determine whether proposed and final rules will or are likely to have a significant economic impact upon a substantial number of small entities. The Commission intends to use the proposed definitions in implementing this and other requirements of the Regulatory Flexi- bility Act. Persons wishing to submit written views should file four copies thereof with George A.
