TERMS OF REFERENCE (TOR) Invitation for expression of interest (EOI) for partnership to implement sectoral program/project on developing agency of girls, boys and young women 1. Introduction Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. We believe in the power and potential of every child. But this is often suppressed by poverty, violence, exclusion and discrimination. And it is the girls who are most affected. Working together with children, young people, our supporters and partners, we strive for a just world, tackling the root causes of the challenges facing girls and all vulnerable children. We support children’s rights from birth until they reach adulthood. And we enable children to prepare for – and respond to – crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. Plan International Nepal have been building powerful partnerships for children for 80 years, and are now active in more than 71 countries. In Nepal, Plan International has been working since 1978, helping marginalized children, their families and communities, to access their rights to health, hygiene and sanitation, basic education, economic security of young people, protection and safety from disasters. Through partner NGOs, community based organizations and government agencies, Plan International Nepal reaches over 42 districts. The Country Strategic (FY 2018 to 2022) of Plan International Nepal aims to uphold children’s right further and play a specific role in advancing equality for girls in particular contributing to transformative change children in Nepal. In line with the goal of our Country Strategy (FY 2018-2022) to reach 1 Million Girls through learn, lead, decide and thrive programs for elimination of child, early and forced marriage in Nepal, Plan International Nepal will work to achieve the following 5 programmatic objectives during the next five years: Girls and boys grow up healthy from the start in an environment providing equal opportunities as parents socialize them in a gender equal and inclusive manner. Girls and boys learn in gender-transformative and disability inclusive educational institutions that deliver quality education in developmental and humanitarian settings The agency of children especially that of adolescent girls, is increased through asset-building enhanced access to SRHR services, and growth in self-protection capabilities. Girls experience reduced levels of gender-based violence and discriminatory social norms and practices and grow up safely in communities free of child marriage, child trafficking and child labor. Girls and boys strengthen community resilience-building through gender-transformative and disability inclusive disaster risk management; climate change adaptation; and WASH promotion. Plan International Nepal has established its Field Office at Hetauda in Makawanpur district to scale up its work. With pre-consensus from District Coordination Committee (DCC) Makawanpur and concerned rural/municipalities, as well as Project Agreement with government of Nepal/Social Welfare Council, Plan International Nepal is going to implement developing agency of girls, boys and young women program sector focusing mainly in 8 Rural Municipalities, One Municipality and some wards of Hetauda Sub-Metropolitan of Makawanpur district with some activities at district level. The program will be implemented focusing on girls & young women empowerment coordinating with child and youth clubs, Networks, Ministry of Social development, Municipalities/Rural Municipalities, District Coordination Committee, Private sectors, like minded organizations as well as concerned stakeholders at district and community level. TOR_Partnership_GAYE_Makawanpur_ Page 1 of 6 2. Brief note on the proposed program/project 2.1. Program duration : July 2019 to June 2022 subject to funds availability 2.2. About the program Plan International Nepal through its partner organizations supports to develop agencies of girls, adolescents, boys and young women so that they have ability to make effective choices and transform those choices into desired outcomes, make individual and collective decisions by themselves. Plan aims to support the girls, adolescents, boys and young women to use their endowments and take advantage of opportunities to achieve desired outcomes. Plan International Nepal’s goal in the current country strategy (2018-22) is to eliminate child, forced and early marriages. One of its five program objective is to increase agency of children especially that of adolescent girls through asset Building, enhanced access to SRHR services and growth in self-confidence and enhanced capacity to engage in Decision making processes. Target population Children, youth, parents of children and youth, community, CSO movements, media The organization will focus its program on children, young women and men from disadvantaged groups such as Chepang, Tamang, Dalit and marginalized families and children with disabilities, with special focus on girls. The program will be implemented in close coordination with Ministry of Social development province # 3, concerned Municipality/Rural Municipalities, District Coordination Committee, Education Development and Coordination Unit, District Public Health Office, district, federation of Nepalese Chambers of commerce and industry (FNNCCI) district branch, Government& private sector for employment opportunities offices and concerned stakeholders at district and community level. 2.4. Program Area : the program will be implemented in the below mentioned R/municipalities of Makawanpur district Indrasarobar Rural Municipality Bhimphedi Rural Municipality Kailash Rural Municipality Gadhi Rural Municipality Raksirang Rural Municipality Manahari Rural Municipality Bakaiya Rural Municipality Bagmati Rural Municipality Thaha Municipality Hetauda Sub- Metropolitan city ward # 3, 12,13,14,15 While working with targeted Rural Municipalities and Municipalities, focus will be made in those areas where similar projects are not being implemented by other INGOs/donor agencies to avoid duplication.
