Among these institutions are universities that combine comprehensive teaching and research; there are also multidisciplinary and specialized higher education institutions that place emphasis on practicality. For Academic Year 2013/2014, these 10 institutions have more than 29,000 students registered with more than 1,900 teaching staff. Macao SAR Government continues to implement the policy direction of “Education will Bring Prosperity to Macao”, implement the people-oriented concept of the Policy Address, increase the input resources of the higher education appropriately, perfect the schooling conditions and various laws and regulations, strengthen the construction of the system, focus on the upgrade of education quality, determine the goal of educating students, concern more about students and talents nurturing and strengthen the overall competitiveness of the talents so as to provide a solid force for the sustainable development of the society. In 2013, under the support and guidance of the Secretariat for Social Affairs and Culture, the Tertiary Education Services Office (hereinafter referred to as GAES) continues to proceed all kinds of work so as to set up an important basis of social development, such as to construct the evaluation system of higher education, complete the statistics of the Higher Education Talent Database and make a research on the estimated demand of different fields of higher education professions; meanwhile, GAES places bigger concern on the need of higher education students: carry out the “Learning Material Subsidy Scheme for Tertiary Students” again, support students to join activities which are beneficial to the overall individual development, host different kinds of intercollegiate activities, organize students to go training and exchange in other places, cooperate with related organizations in order to seek opportunities for students to practice and enhance their comprehensive quality. GAES has started to compile and publish the Office Yearbook since last year, which includes the major work of the past year and integrated statistics of higher education. This practice has gained several positive responses that it helps the community to know more about the information, such as the operation, activities and related statistics of GAES. Therefore, GAES collected different information and published the Tertiary Education Services Office Yearbook 2013, hope GAES can get your sustainable support and guidance in order to improve the work and bring the higher education of Macao to the steady development. 3 Chapter 1. An Overview of GAES Established in 1992, Tertiary Education Services Office (hereinafter referred to as GAES) is a department which operates under the supervision of the Secretary for Social Affairs and Culture of the Macao Special Administrative Region in charge of processing higher education affairs in Macao. Its main responsibilities are: Initiate and formulate policies for the development of higher education of Macao as well as giving suggestions; Assist, follow-up and promote higher education of Macao; Help to evaluate the performance of local higher education institutions; Handle applications for launching higher education programs in Macao by local and non-local higher education institutions and follow-up their operations; Collect, organize and publish local higher education data; Promote exchange and cooperation between local and non-local higher education; Promote cultural activities concerning higher education; Organize inter-institutional activities for higher education students; Provide information and counseling services for further studies; Handle applications and examinations of joint admission of undergraduate and postgraduate programs in Mainland China universities; Deal with applications of postgraduate scholarship; Coordinate with the higher education institutions to enroll students in Mainland China. 4 Chapter 2. Supporting Students to the road of Success Through various counseling activities and services for further studies, GAES provides students with information about higher education of other places, learning material subsidies and postgraduate scholarships; encourages and supports students to attend school and assists them to choose suitable direction for higher education so as to grow and plan for life as soon as possible. Operation of the Centre for Higher Education Students Opened by GAES, the Centre for Higher Education Students provides an integrated service platform for higher education students and Macao citizens pursuing further studies. It was completed in mid-September and was immediately installed with hardware devices. It was then operated formally on 8 November, received a total of 922 visitors as of December 31, and 62.15% of which is accounted for higher education students. The Centre for Higher Education Students assists students with enrollments of further studies examinations and applications of GAES activities, it will also publish useful information about further studies and employment for students’ reference; furthermore, it offers space for holding developmental activities, assisting higher education student associations to organize activities and actively enhances their soft power development. The Centre for Higher Education Students is located at Flat B, R/C, No. 68-B, Edf. Va Cheong, Avenida do Conselheiro Ferreira de Almeida, Macao. It includes Reading Area, Reference Area, Internet Area, Reception, Conference Room, Leisure Area and Meeting Room; it also provides borrowing service of venues, mailboxes and lockers etc. Reading Area Reception Leisure Area 5 Distribution of the “Learning Material Subsidy Scheme for Tertiary Students” To express the concern of Macao SAR government on tertiary students and support students in the purchase of reference and learning materials, the “Learning Material Subsidy Scheme for Tertiary Students” was launched again in the academic year 2012/2013, received a total of 34,200 applications. After review and analysis, 32,241 applicants were eligible, but 6 of them could not receive the subsidy due to the errors on their bank account information. In the end, 32,235 students received subsidies for a total of more than MOP96,000,000. Upgrade the quota and amount of the Postgraduate Scholarships GAES has supported the Postgraduate Studies Technical Advisory Committee (CTABE) in handling the application and distribution of the Postgraduate Scholarships for Macao citizens since 2004. In 2013, the application period was conducted in September with 539 applicants and among them, 445 applied for scholarship of the Masters degrees, 74 of the Doctorate degrees and 20 of the integrated Masters and PhD. Compared to 2012, both the distribution quota and annual amount of the scholarships were adjusted as below: The quota of the Masters scholarships had been increased from 80 to 100 and the annual scholarship amount had also been raised from MOP51,000 to MOP54,000; The quota of the PhD scholarships had been increased from 15 to 20 and the annual scholarship amount had been raised from MOP72,000 to MOP75,000; The quota of the integrated Masters and PhD scholarships had been increased from 1 to 5 and the annual scholarship amount had been raised from MOP61,800 to MOP66,000. The postgraduate scholarships are distributed in 3 installments every year. In 2013, there were 164 new and renewed students receiving scholarships, which were distributed with a total amount of more than MOP9,100,000. Postgraduate Scholarship Awards for the Academic Year 2013/2014 6 Promotion of Overseas Scholarships GAES also helps to promote overseas scholarships, including the undergraduate programs at New York University in Abu Dhabi, the Chemistry-Biology combined major program at Osaka University in Japan, the bachelor’s degree of the Hong Kong Institute of Education and others such as the Brunei Government Scholarships, PhD, postgraduate and bachelor’s scholarships in Turkey etc. The relevant information had been uploaded onto the GAES website and the “Student Blog”. It has also been sent to various high schools and higher education institutions in Macao.
