ADDRESSED TO MEMBER COUNTRIES The Committee recommended that: 1. Countries which had not already done so designate focal points for the different networks as soon as possible (para. 26). 2. National coordinators and focal points organize demonstrations and trials in consultation with the coordinator of the forest fire management network (para. 31). 3. Countries provide the coordinator of the network on "selection of conifer stands" which precise data on the results of work on selection of Mediterranean conifer stands (para. 42). 4. Countries resume selection of seed stands, particularly for cedars, Pinus pinea, P. nigra, P. halepensis, P. elderica, Cupressus sempervirens and C. dupresiana, and that a regional list of selected stands be drawn up (para. 43). 5. Countries accord special attention to the supply of seeds of known provenances of the principal Mediterranean conifers and to the preparation of a list of services and correspondents (para. 44). 6. Countries collect the information needed to formulate their policies and programmes in the field of the production and use of forest products other than wood (para. 48). 7. Countries make a special effort to protect and conserve threatened natural sites and genetic resources (para. 55). B. ADDRESSED TO FAO The Committee recommended that: 1. FAO distribute regularly an up-to-date list of national coordinators and focal points for the "Silva Mediterranea" research networks (para. 11). 2. FAO prepare a forestry plan of action for the Mediterranean region by adapting the Tropical Forestry Action Plan to the specific conditions of the region (para. 62). — vi — C. ADDRESSED TO MEMBER COUNTRIES, FAO AND OTHER INTERNATIONAL ORGANIZATIONS The Committee recommended that: 1. International organizations intensify their activities in the field of grazing in forest management and protection (para. 15). 2. International organizations further coordinate their action in the fields of agro-sylvo-pastoral systems, genetic improvement, exchange of plant material, genetic resource conservation and exchange of experience in reforestation (para. 23). 3. Countries and international organizations holding international events on themes connected with forest fires inform the "Silva Mediterranea" Secretariat and the network coordinator (para. 32). 4. FAO and other international organizations concerned with forest products other than wood conduct in-depth case studies and market research in order to identify the areas where joint action could be taken (para. 47). 5. The specialized organizations elaborate and disseminate, for the use of tourists in forest areas, international guidelines setting out safety precautions in case of fire (para. 54). 6. International organizations prepare educational schemes on forestry that could be adapted and introduced into existing national school curricula (para. 56). 7. Countries and international organizations inform each other of their initiatives in the field of forestry meetings and events in the region (para. 61). — 1 — INTRODUCTION 1. At the kind invitation of the Hellenic Government, the AFC/EFC/NEFC Committee on Mediterranean Forestry Questions "Silva Mediterranea" held its Fourteenth Session in the Conference Room of the Ministry of Foreign Affairs in Athens from 9 to 13 October 1989. The session was attended by delegates from 18 member countries of the Committee (Algeria, Bulgaria, Cyprus, Egypt, France, Greece, Iran, Italy, Jordan, Lebanon, Libya, Malta, Morocco, Portugal, Spain, Syria, Tunisia and Yugoslavia); an observer from the Netherlands, and representatives of the Commission of the European Communities, the World Bank, the World Meteorological Organization (WMO), the United Nations Educational, Scientific and Cultural Organization (Unesco), the International Centre for Advanced Mediterranean Agronomic Studies (ICAMAS) and the International Union of Forestry Research Organizations(IUFRO). The list of participants is shown in Annex 1. 2. The session was chaired by Mr. S. Marraco (Spain), Chairman of the Committee, assisted by Vice-Chairmen Messrs. L. Chakroun (Tunisia) and G. Sakkas (Greece). Mr. C.H. Murray, Assistant Director-General, Forestry Department, represented the Director-General of FAO. Mr. B. Ben Salem (FAO) acted as Secretary. 3. The Chairman of the Committee welcomed the participants and thanked the Hellenic authorities for their hospitality and for the organization of the session. 4. At the opening session, Mr. Murray welcomed delegates and thanked the Hellenic Government for hosting this session, and also all those who had participated in its preparation. He recalled the long tradition of the Committee, the activities of which concerned a region where forestry problems had always existed but had been aggravated by increasing population pressure on fragile resources. While the intensification of agriculture in the northern countries of the Mediterranean had led to vast forest areas which, without either grazing or logging, had fallen prey to fires, in the southern countries the same age-old practices had led to degradation of the forest cover, followed by soil erosion, falling agricultural production, and water pollution. Despite these different developments in the economies of countries on both sides of the Mediterranean, the result was the impoverishment of forest ecosystems, thus jeopardizing the future. 5. He recalled the history of the "Silva Mediterranea" Committee, and the scope of its mandate, namely: the exchange of technical information; the identification of priority research lines; and the organization of studies and surveys to orient national policies. 6.
