General Instruction 1.1 The Superintending Engineer, PGVCL, Rajkot Rural Circle for and on behalf of "PASCHIM GUJARAT VIJ COMPANY LTD.", having its Office at Rajkot Rural Circle office, off Nana Mava Main Road, Laxminagar, Rajkot, hereafter called the "PGVCL" intends to INVITE tender for Bill Printing Work Under different area of Rajkot Rural Circle. 1.2 Bids submitted after the time and date fixed for receipt of bids as set out in the INVITATION to Bid shall be rejected. 1.3 The works referred herein shall cover the entire scope of the Tender. 1.4 The issuance of bid document would not mean that the bidder has qualified for the bidding. Hence bidders should ensure themselves of their credentials before submitting their offer. 1.5 Documents towards payment of tender fee and earnest money deposit (EMD) should be kept in the EMD cover only. First the EMD cover will be opened and if the documents towards payment of tender fee and EMD are found in order then only cover containing technical bid will be opened first. All those who are found technically competent to carry out the job will be considered as qualified bidders and only their financial bid will be opened. 1.6 Superintending Engineer, PGVCL, Rajkot Rural Circle reserves the right to spread the order if required. 1.7 Does not anticipate change in the PGVCL ownership during the proposed period of work. 1.8 During the execution of Work, if Contractor/Labour are found to violate OR Braking the rules and Regulations, then supervisor will serve a warning Notice on first Instance with Fine of Rs. 1000.00 to be charged. Even If after above two instances and fines, still Contractor found breaking of Rules and Regulations then Procedures for Stop dealing must be initiated against him as per rules and regulations. 1.9 Bidder must issue Photo ID Cards to his Supervisors and Labour. 2. PRE QUALIFICATION CRITERIA/ELIGIBLE CRITERIA FOR TECHNICAL QUALIFICATION [TO BE SUBMITTED IN PHYSICAL FORM] The bidder must submit the following all details / all documents (as mentioned) in Technical Bid Cover, which are mandatory. Due to Non Submission of any details /any document as per requirement, the bid will be rejected out rightly. A. For experienced / Regular Contractor: Contractor must have experience of bill printing work under or related to tender work along with satisfactory work completion certificate regarding execution of work from order issuing authority of any DISCOM of GUVNL or any Govt. /Private DISCOM of any state of India. The documents for considering the experience such as Work order copies, experience certificate indicating order number and value has to be submitted. The Bidder has to also submit the details of Pending Work orders as on date of bidding the Tender. P a g e 5 | 48 However, the work executed through open/ advertised tender shall only be considered. The work done through limited tender shall not be considered for experience. B. for Un-experienced / New contractor: New contractors not possessing any experience of erection of overhead network can also participate in tender for Bill Printing Work Under different area of Rajkot Rural Circle they fulfil other eligibility criteria at Sr. no. 2.2 to 2.8 below. The contractor / firm participating for the first time and if stands L1 then shall be considered as ‘New’ contractor & maximum up to 30 % of Tender (Amount/Qty.) work will be allotted to him. After successful completion new firm will be considered as regular firm only after full filing experience criteria as mentioned in qualifying criteria as below point no.
