The conference will address this topic from multiple perspectives, including the agendas of both the Federal and West Australian Governments and the views of tertiary education leaders and industry leaders on the impacts, opportunities and possible threats from the encouragement of greater innovation and collaboration. And what role do tertiary education managers play in supporting their institutions in advancing greater innovation and collaboration? Along with our keynote speakers, the conference features panels comprising senior leaders and managers of government entities, industry and tertiary education institutions. Following his re- election in September 2008, he was sworn in as Minister for Energy and Training, a portfolio which was later extended to Minister for Training and Workforce Development. In 2010, Peter also took on the portfolio of Indigenous Affairs. In July 2012 Peter took on the Education portfolio. The cabinet reshuffle saw Peter retain Energy and Indigenous Affairs and relinquish Training and Workforce Development. Following the Liberal-National Government’s re-election in March 2013, Peter was appointed Minister for Education, Aboriginal Affairs (previously Indigenous Affairs), and Electoral Affairs. In addition, Peter was elected by his colleagues as Leader of the Government in the Legislative Council. Education has been a lifelong passion for Peter. Before entering politics, he spent 23 years in Western Australian classrooms as a teacher in public and private schools. Peter is especially proud of the State Government’s revolutionary Independent Public Schools program, a policy he played a key role in developing, and looks forward to seeing more schools across Western Australia enjoy the benefits of greater autonomy as the program expands. Improved outcomes in Aboriginal education and providing Western Australian students with a wide array of career options are two of Peter’s key goals. As chair of the Aboriginal Affairs Sub-Committee, Peter spearheaded a reform process that will see a more co-ordinated government approach to delivering services to Western Australia’s Aboriginal communities. Peter has served on many State and Federal committees including the National Expert Advisory Committee on School Drug Education, the Western Australian Youth Advisory Committee and the WA Youth Grants Selection Committee. Peter has been heavily involved in tennis. He was the professional coach at the Peppermint Grove Tennis Club for 15 years and was the tour coach of Jenny Byrne, Dinky Van Rensburg and Joanne Faull in 1989 and 1990. He was also named WA Tennis Coach of the Year in 1990 by the Tennis Coaches’ Association. Professor Peter Noonan Professor of Tertiary Education Policy, Mitchell Institute, Victoria University Peter Noonan is Professor of Tertiary Education Policy and a Professorial Fellow in Mitchell Institute at Victoria University. Peter is also an Honorary Senior Fellow in the Graduate School of Education at The University of Melbourne in the LH Martin Institute for Tertiary Education Leadership. Peter has played a major role in shaping policy in VET, Higher and Post Compulsory Education in Australia for over 25 years as a researcher, senior public servant, consultant, and adviser to national and state governments. He has also worked extensively overseas. Since 2104 in his role at the Mitchell Institute he has undertaken highly influential work and is a frequent media commentator on the financing of higher education and VET and tertiary education generally. Peter has recently been appointed to the Expert Panel to provide advice on higher education reform to the Minister for Education and Training Simon Birmingham. He was also a member of the 2008 Expert Panel for the Review of Australian Higher Education (Bradley Review) and was an adviser to John Dawkins during his major reforms to higher education in Australia in the late 1980s. In 2010 Peter undertook a review of Post-Secondary Education and Training for the Queensland State Government. He has undertaken several projects on higher education and TAFE in Western Australia for state governments and individual institutions. Peter was born and educated in Western Australia. He attended government high schools in Perth and in the country and completed a Bachelor of Arts and a Bachelor of Education at the University of Western Australia where he was also a student representative on the University Senate. Peter was awarded a Fullbright Scholarship to the United States in 1992.
