F.28 Newquay Strategic Route Note Background The Newquay Growth Area - known as Nansledan - is one of Cornwall’s largest allocated development sites within the Local Plan and will deliver up to 3,880 homes and 58,000sqm of employment space to 2030 and beyond. The Newquay Strategic Route (NSR) underpins Nansledan’s approved masterplan and Newquay’s wider transport strategy and unlocks the delivery of the entire Nansledan development. (The consented housing developments PA14/09346, PA12/09350, PA13/08874, PA12/02002, PA13/08780, PA13/08781, can come forward ahead of the completion of the remaining phases of the NSR.) The NSR is split into 3 phases, plus the Rialton Link: Rialton Link Road: north-eastern arm of the NSR (through allocation NQ- H1); which was implemented in 2015 Phase 1: Southern arm of the NSR (through allocation NQ-M2) creating a route from the A392 to the railway line; which was implemented in 2017 Phases 2 & 3: 2.3km of new highway; planned for delivery by October 2020; this will include the western arm of the NSR through the allocation NQ-H2 An ‘infographic’ providing a summary of the project can be seen in Appendix 1. Delivery of the remaining phases (2 & 3) of the NSR has strong political support as well as that of key stakeholders including Local Members, landowners and Network Rail (confirmation of Network Rail’s support for the project is set out in Appendix 2). The scheme received outline consent in 2013. NSR is a phase 1 priority scheme within the approved Cornwall Investment Programme. The Duchy of Cornwall has committed to cover the costs of phase 2a (western arm) and work with the Council to ensure smooth and timely delivery of the NSR. More than £16m in funding contributions have been identified but in order to bring about early delivery of the scheme and realisation of its benefits, Cornwall Council Cabinet approval is being sought to commit Capital Reserves to close the remaining funding gap and add the scheme to the Capital Programme. An Outline Business Case was endorsed by the Council’s Investment Capital Board on the 12th March. The strategy for gap funding the remainder of the NSR was made to Informal Portfolio Holder Briefing on the 19th of March 2018 and is recommended for approval to Cabinet on the 2nd May. Whilst progress has been made in delivery of the initial phases of the NSR, infrastructure costs associated with phase 3 is delaying delivery of the full route, which in turn could have constrained its delivery. As a result, the Council is seeking to financially support the delivery of the project. By bringing about early delivery of the NSR the Chapel Gover consent for 800 dwellings (row 27 of document F.15 in the DPD document library) would be unlocked, bringing forward housing and Council Tax revenue generation from 2022. The scheme cost is £24.38m. The funding gap is £8.7m. It is proposed that this gap is met by Cornwall Council’s Economic Development Match Fund which will enable the scheme to be added to the Capital programme. Transport Modelling In preparation of the planning application for the NSR (PA13/02307) modelling was undertaken to ensure the road could accommodate the level of growth proposed from the consented and allocated sites, which collectively make up the Nansledan Masterplan. The application’s Transport Assessment was submitted with the now consented scheme. The Assessment is available on Cornwall Council’s website, linked to the planning application; however for clarity it has also been extracted and set out in Appendices 3 and 4 Transport Assessment Appendix 3 (provided separately to this note) (Main report) Transport Assessment – Appendix 4 (provided separately to this note) Appendices 1 to 10 Section 5.3 of the Transport Assessment’s main report (appendix 3) sets out the level of growth considered by the modelling; this included: Committed development; Remainder of Nansledan development yet to be committed (which would include allocations NQ-H1, NQ-H2 and NQ-M2); Other future development proposed by the Local Plan (including the full development of the Newquay Aerohub (i.e. 215,000sqm of employment space, which is significantly more than what will be delivered within the Plan period); PLUS a further 400 dwellings to help future proof the road Investment Appraisal The following tables set out the cost of the project, together with the funding package that will be utilised to deliver the scheme.
