The following people were present: Commissioners: Tom Kramer Stephanie Sadler Jenny Lundin Tony Wilson Mara Sobeck Janis Bunchman Robin Theobald Staff: Jennifer Cram Robb Woulfe Tom Daugherty Mike Barney Public: Mike Dudick APPROVAL OF MINUTES Minutes from the April 2, 2014, meeting were approved as submitted, as motioned by Mara and seconded by Jenny. APPROVAL OF AGENDA The agenda was approved as submitted. AGENDA Updates Public Art Program Updates North Main Street Park Public Art Opportunities Jennifer updated the Commission on the plans for the North Main Street Park. Several locations for public art were identified. Mike Dudick shared his vision for the donation that he and his family will be making. He would like a larger than life bronze of a miner holding “Tom’s Baby” (A historic gold nugget discovered in Breckenridge.) He would also like a plaque that explains the history of “Tom’s Baby” and that encourages people to rub the gold nugget for good luck. His hope is that it becomes a piece that visitors interact with and get photos taken near, etc. As such, Mike would like the sculpture located in a prominent location close to Main Street. Mike and his family will be donating up to $100,000 for the piece. The Commission thanked Mike for his donation and are excited to assist him in finding a sculptor to complete the project. Tom Daugherty and Mike Barney were pleased to hear that the sculpture could be integrated into the existing plan and that no changes were necessary. The Commission will finalize a proposed location for Mike Dudick to review and discuss the details of the process for selecting a sculptor at their next meeting. Breckenridge Theatre Gallery There is no artist reception planned for May as the Backstage Theatre is dark except for some films. The next artist reception is scheduled for July 12th. Sculpture on the Blue Jennifer recapped the CAFÉ Process as being worthwhile. Submissions increased over previous years (11 in 2013 and 30 in 2014). She also noted that the format issues can be addressed for future Call’s. 11 sculptors were approved for the 10 pedestals available. Jennifer has confirmed 9 of the 11 sculptors approved. One sculptor has declined. The last sculptor proposed an alternate piece than what was approved. Jennifer shared a photo of the proposed replacement. The Commission agreed not to accept it, as it was similar to one already 05-07-2014 accepted. The Commission supported reaching to one of the sculptors that have participated in the past to fill the last space. Albert Paley “Syncline” Agreement Jennifer noted that she was working with Paley Studios and the Town Attorney on an agreement. Due to the unknowns about final location near the Riverwalk Center a proposed installation by Spring of 2016 is proposed. Paley Studios is proposing final design, fabrication and shipment of the sculpture within the approved budget. Paley Studios does not want to bare the total costs of installation as noted in the original Call to Artists due to the unknowns of the final location. Jennifer has negotiated to have Paley Studios engineer the base for the sculpture once the location is finalized and with a soil sample. The BPAC would then be responsible for pouring the concrete and craning the sculpture into position. The Commission agreed to accept the additional responsibilities and associated costs. The costs will be taken from the approved 2014 budget to complete the project. Robin noted that getting a Crane was doable. It was estimated that the cost for concrete and crane work would be a few thousand dollars up to $10,000. Albert Paley has proposed a visit between July 28th and August 17th to see the potential site and to do some public education. Jennifer asked the Commission if these dates were good or to perhaps have Mr. Paley come during the soft launch of the Arts District September 25th through 28th. The Commission agreed that during the Arts District launch would add vibrancy to the event. Jennifer will propose these dates as an alternative. This will also allow time for the F-Lot and Riverwalk Center studies to be completed and perhaps the location to be more firm. Community Arts Updates There were no Community updates. Discussion Items Sculpture on the Blue Artist’s Reception Details Sculptures will be installed on Thursday, May 29th and Friday, May 30th. The artist’s reception is proposed for Friday evening May 30th from 6 pm to 8 pm. Jennifer noted that the Welcome Center was available, but was not certain about capacity. With the proposed guest list, there could be around 60 people. Jennifer will confirm the capacity. The RWC could also be used as a backup. Robb will confirm availability. Jennifer has also reached to catering companies. As soon as location is finalized Jennifer will get invitations out. Art Around Town Tours Jennifer updated newer commissioners on the Art Around Town tours and noted that the tours were scheduled to begin again on Friday, June 6th at 10:30 am. Tours take place every Friday at 10:30 am starting at the Fuqua Livery Stable. Tours educate people on what is happening in the Arts District, Sculpture on the Blue and several pieces within the permanent collection along with other fun facts about Breckenridge history and facilities. Jennifer asked if there were any commissioners interested in helping to lead tours. Mara, Jenny, Tom and Stephanie expressed interest in helping. Jennifer and Janis will schedule training in the near future. Jennifer will email the date and time for training. Janis also noted that the tour was given to groups as well and that a tour for the Road Scholars was already planned. Roundabout Sculpture – “Environmental Art” and “Environmental Graphics” The Commission each shared up to 3 sculptors or sculptures that resonated with them personally within the Environmental Art and Environmental Graphics themes. After all of the presentations there were some commonalities in what the Commission was drawn to as a group. The group liked simplicity in design. The examples of sculptures that used stones and rock work, especially the use of retaining walls were favored. Found wood sculptures were also included. The Commission liked the environmental works that stood alone in the environment. The Commission narrowed the presentations to three sculptors to look closer at and get an idea of availability and budget (Dan Snow, Chris Booth and Ilan Averbuch.). It was also noted that it would be acceptable to just do landscaping with the known challenges of the location. Jennifer and Robb will reach to 05-07-2014 Tom Daugherty and the landscape architect to understand where the roundabout improvements are in the process and what the completion timeline is. Action Items Action Items from October 2nd 2013 • The subcommittee will meet with Riverwalk Center staff and Public Works to discuss the relocation of the Nest. Pending Action Items from January 8th 2014 • Additional information on quilt archiving. Pending • Annual retreat final details. Pending (date postponed to June) Action Items from April 2nd 2014 • The Commission will pause and research sculptors and sculptures that fit the “Environmental Art“and ‘Environmental Graphic” themes.
