Project Description With this Project, it is aimed to construct and operate 380 kV single circuit, 1272 MCM, 276 km-length of Energy Transmission Line (ETL) which will connect Batman Substation within Batman Province, Central County boundary to 380 kV Van substation within Van Province boundary. The satellite image and map illustrating the project right-of-way and inspection area are presented in Appendix. A. 2. Project Purpose: It is maintained that the transmission line is integrated into the national energy system of the country by making a ring between present Batman Substation in Batman Province and 380 kV Van TM in Van Province. Therefore, in the case of a breakdown in ETL the provinces/regions will not stay without electricity, and thus, the public/local people will not be affected in a negative way by this situation. Consequently, implementation of 380 kV Van-Siirt-Batman ETL will affect both country and region economy in a positive way by satisfying present and future energy demand at the region uninterruptedly. 3. Project Scope: It is planned to complete the construction of the propose ETL within 15 months and the economic life of the ETL is expected to be 30 years. It is anticipated to be worked 30 people for the construction of the ETL. During the construction phase of the ETL, any construction site will not be set and the personnel who will work for the construction studies will be hired from the project region. All works for the establishment of the project will be performed along a route that has a width of 50 m and 920 towers are planned to be fixed for the propose ETL. The types of the towers of the line are not determined exactly. However, an area of 13x13 m2 for suspension towers and an area of 15x15 m2 for dead end towers are planned to be expropriated. Within this content, an area of 139.763 m2 (13x13x826 + 15x15x94) in total for 92 angle (dead end tower), 2 terminal towers and 826 suspension towers is planned to be expropriated. Moreover, approximately an area of 13.800 m2 (276x50) with a 50 m-width (being 25 m right and 25 m left from the axis of the line) along around 276 km line shall be expropriated for the right of easement. Process Flow Chart 380 kV Van-Siirt-Batman Project ETL is covered in Environmental Impact Assessment (EIA) Regulation in Turkey, Appendix-I List of Projects on which screening criteria is applied, Article 32 “energy transmission facilities (Transmission lines, Substations, Switchyards) having voltage of 154 kV and above (15 km and above)” which is published on Official Gazette with No. 26939 on July 17, 2008. “EIA Positive Certificate” obtained for the proposed project with No.1677 10.04.2009 verdict (Appendix. D). 4. Project Location: In this part, the information about the settlement areas within the route-of-way of 380 kV Van-Siirt-Batman ETL and present land usage will be given and the proposed project site and close area is evaluated in terms of the areas having high landscape value, recreation and protective areas, historical, cultural and religious areas and touristic regions. The propose project starts from Batman Substation which is presently exist in Batman Province, Central County. The line with approximate 276 km passes through agricultural lands mostly and forest regions on a small scale. The view of the start point of the project, the place of the terminal tower (TT) to S1, is presented in Photo.1/Appendix.B. The project route continues from TT point to S1 angle point in the east direction and the line has a way crossing as seen from 9 TEIAS Photo.2/Appendix.B. The line gets through dry farming lands and the long distance from sparsely settled areas until S11. Petroleum Pipe Line passes between the angle points S6- S7 (Photo.3/Appendix.B). The line goes through forest regions in patches beginning from the S11 angle point (Photo.4/Appendix.B). As from S18, ETL passes through the dense forest regions. The line passes by around 250 m from Baykan County Center near S23 and the view of the line route between S23-S24 is illustrated in Photo.5/Appendix.B. Line, near S24, continues parallel to Bitlis Brook for a short distance (the closest point to the brook is 250 m south) and then the line gets away from the brook by proceeding in the south direction. The propose ETL follows in the southwest-northeast direction and a view of the part of the line passing forest regions in patches between S35-S36 is shown in photo.6/Appendix.B. the line passes by 400 m – 1 km east from Güzel Dere Dam between S51-S55 and the view of the line in between S59-S60 is given in photo.7/Appendix.B. Van Lake exits in the inspection area of the part of the proposed ETL in between S63-S65 and the north of the line (Photo.8/Appendix.B). From this point, the line passes through the forest regions consisting of oak trees and passes the inspection area corridor consisting of dry farming areas in some parts. The view of the line between S73-S74 in west-east direction and the view of Deirmenta Village whose above the line will be passing are presented in photo.10 and photo.11/Appendix.B, respectively. The view of Ortamahalle locating in the 1 km north from the S79 angle point and the view of the line between S79 and S80 are given in photo12 and photo.13/Appendix.B, respectively. The view of Harapköy Protected Area which is within the project inspection area between S83-S84, and takes place in about 750 m west of the line is shown in photo.15/Appendix.B. The proposed ETL ends with Van Substation which will be constructed within the Van Central County boundaries. The closest allocation unit to the line is Deirmenta Village, Karnca Village and Geva District. The other allocation units except these ones are in considerably long distance from the ETL. The land usage types which were determined in a 5-km area being 2,5 km right and 2,5 km left from the line and are within the Project right-of-way inspection area consist of meadow mostly (29,4%). Heathland (26,2%), dry farming areas (with fallow) (19,8%), dry farming land (without fallow) (18,3%), forest regions (4,4%) and gardens (1,9%) form the other types of land usage. 10 TEIAS It has been observed that the soil structure of the parcels within the project route is clay,
