Items on which there are speakers Protocol for Speakers i) Members of the public, objectors and applicants must contact the Committee Administrator, Carol Stiles on 020 8583 2066 with details of the proposed submission no later than 5.00pm on the Thursday prior to the Committee meeting. The Chair will decide whether or not to grant the request to speak. ii) For planning applications, the applicants will only be allowed to speak if there is an objector who wishes to address the Area Committee. In exceptional circumstances the Chair may agree that an applicant who would significantly add to the information already available will be allowed to speak at the Area Committee in the absence of an objector. If refusal is recommended then speakers would not normally be permitted. iii) For all highway matters, if there are members of the public with opposing views regarding the proposal the Chair will allow both sides to speak. Generally, speakers will only be allowed to speak on issues where funding is available. iv) With regard to planning applications, where both parties address the Area Committee the order of speaking will be the applicants followed by the objectors. v) Each party will be given no more than five minutes to speak. vi) The Area Committee will consider submissions on up to six items: 3 planning applications and 3 highways matters. Present: Councillor Oulds (Chair) Councillors Barwood, Lynch and Todd. Apologies for Absence Councillors Samantha Davies, Kinghorn, Lee, McGregor and Thompson. 35. Apologies for absence, declarations of interest or any other communications from Members All members had received representations on most items, particularly the following items: Item 4: 128 Park Road Item 8: 13 South Side Item 13: 65 Dale Street Item 14: 132 Duke Road Item 15: 134 Duke Road 36. Minutes of the meeting held on 1 November 2006 The minutes of the meeting held on 1 November 2006 were confirmed. There were the following matters arising: Item 21: 7 Lawford Road The application for the roof extension at No. 11 Lawford Road had now been dismissed on appeal. The Area Planning Manager asked whether members wished the application for 7 Lawford Road to be brought back to Committee or determined under delegated powers. Members agreed that this could now be determined under officers’ delegated powers. Item 24: 148 Chiswick High Road Additional details had been received only that day, so it had not been possible to bring back to this Committee. Item 31: War Memorial Homes The application was likely to be reported to Sustainable Development Committee in January, with a recommendation for approval. 37. Chiswick Station Access Improvements - Results of Public Consultation See the report of the Director of Street Management and Public Protection – Agenda Item 19. The Chair invited Dr Sheila Hunt to address the Committee. Dr Hunt explained that she was one of the four GPs at the Grove Park Surgery. The surgery was situated opposite the station and had around 7,000 patients registered. On a busy day, there would be 140 appointments and other patients attending to collect prescriptions or letters. Whilst many would walk to the surgery, there was a need for some patients to drive. Dr Hunt was concerned that the present proposal made no provision for short-term parking. Patients would need up to one hour for appointments. The original proposal had some parking provision included, with spaces along Burlington Lane. Dr Hunt asked the Committee to consider some short-term parking provision for the benefit of patients. 1 There were no questions for Dr Hunt. Chris Calvi-Freeman, Head of Transport, presented the report. The scheme had been proposed in response to the offer of funding from Transport for London. Unfortunately, the consultation had been caught up with the issues around CPZs. Improvements to the train service from Chiswick Station was creating a problem with all day/all week parking by commuters. Many people consulted were happy with the scheme, but some were sceptical that the implementation of pedestrian crossings and bus stops would take out commuter parking and push commuters to park in other streets. There was concern about introducing yellow lines and the impact on parking and concern that this would lead to a CPZ by the ‘back door’, although this was not a CPZ consultation. The scheme was still under development. There were a number of technical issues and some issues of detail to resolve, such as Pay and Display parking bays, but he hoped that the Committee would approve most elements, leaving the opportunity to consider the outstanding details further. Mr Calvi-Freeman explained that it was not borough policy to implement ‘Stop and Shop’ parking because of the difficulty of enforcement and the risk of misuse. Short term parking could be addressed through 6 Pay and Display bays for parking up to two hours, for use for the doctor’s surgery and other use. This approach would enable people to arrive in the certainty that there would be a space. Mr Calvi-Freeman advised that he had spoken to Dr Hunt and believed that the petitions had misinterpreted the situation. There were spaces within two minutes walk of the shops. Alternative sites were shown on a revised plan. Changing and setting back the kerb line by 0.75m near the surgery and the row of shops would allow 2-3 Pay and Display bays to be installed. The idea of parking in Park Road had been modified to allow for five Pay and Display bays on one side of the road and there were options for Pay and Display in other roads too. Mr Calvi-Freeman invited questions. Councillor Lynch noted that analysis of the responses had shown that the proposal for Pay and Display Bays at the end of Park Road was unpopular because residents disliked the proposed removal of the grass verge. The current approach retained the grass verge. Councillor Lynch asked whether it was possible to deduce whether this made Pay and Display Bays more acceptable to respondents. Mr Calvi-Freeman replied that he had not had the opportunity to analyse the responses in this way. From the raw data, 60 respondents were against Pay and Display and 11 in favour. However, having read all the responses initially, he was aware that less than half of respondents had commented on the grass verge. Most were concerned that Pay and Display Bays would extend commuter parking. The results showed that as the consultation had been extended more people opposed short term parking around the station because of the concern about commuter parking. However, he was aware that the train service would improve further from May, so commuter parking was likely to escalate and there was concern that there were few Pay and Display Bays. Councillor Lynch asked how many Pay and Display Bays were planned in total, where the ticket machines would be positioned and whether money would be made from the charges. 2 Mr Calvi-Freeman explained that current proposals showed 5 in Park Road, 3 opposite the Station Parade shops, a loading bay outside the surgery, plus a further possible 5 at other sites. There was an alternative to have a bay near the dental surgery. However, he proposed that the improvement work should be commenced, with decisions made later about the Pay and Display Bays.
