Expert Opinion

7.1 Haim Delmar, Vice President - C4ISR and Homeland Security, Elbit Systems Ltd.

7.1.1 Company Background and History

Visiongain: Could you please describe your background and role with Elbit Systems?

Haim Delmar: My current position is VP C4ISR and Homeland Security. Elbit is split into six different divisions/companies, I am responsible for all our activities in the C4I and homeland security domains within Elbit’s Land and C4I division.

My personal background comes from engineering. Up until five years ago I ran part of the engineering in Land and C4I. Five years ago I went into the business side to lead the C4I, and about two years ago we added homeland security to that.

7.1.2 Elbit’s Involvement in the Homeland Security Market

Visiongain: What are Elbit’s involvement and capabilities in the homeland security market in terms of products, services, technologies?

Haim Delmar: Firstly, we are a defence company and we have very advanced systems and technologies that come from the military and defence domain. When talking about the command and control we are a sizeable systems house for C4I – starting with the Digital Army Program in Israel and other large-scale C4I programs worldwide. And about two years ago we adapted our technologies, our capabilities, customized them for the homeland security domain and we are now providing several solutions in that area.

In Homeland Security we are focused today on two specific large-scale markets – (although we are doing many other things). The first is border protection and coastal protection systems, with which we have quite a lot of attraction in defence but also homeland security. The second is what we call ‘public safety’ which is fairly large and combines several scopes of things, starting from large-scale safe cities, strategic site protection, regional protection and security.
