Applications may be inspected free of charge at the Office of the Traffic Commissioner in Leeds by any person who carries written authorisation to act in that capacity. Objections against published applications may be made in writing by a Chief Officer of Police, a local authority, a planning authority or a prescribed trade union or association within 21 days of the date on which notice of an application is published in Applications and Decisions. Objections must be made either on the gr ounds that any of the requirements listed in Section 13 of the Goods Vehicles (Licensing of Operators) Act 1995 are not met and/or that a nominated operating centre will be unsuitable for use as such. A copy of the objection must be sent by the objector to the applicant at the same time that it is sent to the Traffic Commissioner. The onus of proof in terms of the grounds on which an objection is lodged lies with the objector. You may fax a copy of your objection to 0113 2488521 but please note that you mu st send the original signed document through the post. Classification of Operator Licences – There are three classes of licence: • A Restricted (R) licence authorises the use of a goods vehicle on public roads in Great Britain for the carriage of the licence holder’s own goods in the course of his trade or business. The licence holder cannot carry goods for other people for hire or reward; • A Standard National (SN) licence allows the licence holder to carry both his own goods and goods for other peo ple for hire or reward, on public roads in Great Britain. He can also carry his own goods on journeys abroad; • A Standard International (SI) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward. These activities can be undertaken both in Great Britain and on international journeys.     TMSJ 20/2 (Fall 2009) 139-148 THE SCRIPTURAL NECESSITY OF CHRIST’S PENAL SUBSTITUTION Richard L. Mayhue, Th.D. Senior Vice-President and Dean Professor of Pastoral Ministry and Theology This introductory essay overviews the indispensable theme of Christ’s penal substitution on Golgotha’s cross. The subject unfolds in two parts; the first section provides background and context for this essential theological truth. The second section reasons that three compelling biblical necessities require a true believer in Jesus Christ to understand scripturally and accept the Savior’s penal substitution on behalf of redeemed sinners, especially oneself. The landscape/backdrop for this article provides (1) a definition of “Christ’s penal substitution,” (2) statements by representative defenders and objectors to this doctrine, and (3) an introduction to subsequent and more focused writings in this issue of TMSJ. Then follows the proposition that Scripture must necessarily be understood as consistently (in both OT and NT) teaching Christ’s penal substitution, which rests on three convincing biblical lines of thinking: (1) revelational evidence, (2) lexical evidence, and (3) theological evidence. The writer thus concludes that this teaching is clear, not obscure, thoroughly biblical, not humanly contrived, and essential to personal salvation, not optional. * * * * * America’s highest military honor, given for conspicuous gallantry at the risk of one’s life above and beyond the call of duty, has been since 1863 the Congres- sional Medal of Honor (hereafter CMH). To date 3,467 heroes have earned this medal associated with gallantry that more times than not cost the recipients their lives. Over 60% (522) of the 850 CMH awarded from WWII until now have been received posthumously.

Herein are printed the contents of the 4th, 5th, and 6th Book of the Howden Registers. The 4th Book contains 42 paper leaves, 16J inches by 6 inches, in a brown paper covering. Some of the leaves are much frayed. It records Baptisms, Burials, and Marriages to 1746. Book No. 5 measures 15f inches by 8| inches, is bound in cloth, and contains 102 parchment leaves, of which 39 are blank. The Binding is torn in several places. The Book contains the Baptisms and Burials at Howden from 1746 to 1775, and the Baptisms and Burials at Barmby on the Marsh and Laxton from 1763 to 1778; also the Marriages at Howden from 1746 to June, 1754. Book No. 6 contains printed forms for Banns and Marriages, and 48 leaves, \6h inches by lOf inches, were utihzed. The binding was in a parchment cover, which is now quite loose, so that some of the Registers may have been lost. They embrace the period from 1754 to June, 1770. The thanks of the Society were due to the Reverend G. M. L. Rees, the late Vicar of Howden, for permission to copy these Registers.

The documents themselves, however, have not so far been renumbered, and still have the old system of numbering, beginning a new serial with each regnal year. It has therefore been thought better not to give the old serial number, in view of a probable renumbering at no distant date.

    From Heghelinge to Healing Healing Manor A Village History Edited by John Appleby From Hegh to Healing A Village History E d ite d b y John Appleby Introduction Healing is situated to the north of Grimsby between the Lincolnshire Wolds and the River Humber. The medieval core of the village, the church and the Manor House, are situated on a mound now surrounded by fields and apparently isolated from the twentieth century settlement some 800 metres to the south east. The population of the village, before this century, hovered around one hundred, and indeed during this period may well have declined from its Domesday Estimate of 126 people. It was sometimes omitted from the 18th and 19th century maps of Lincolnshire. The various springs which emanate from the edge of the above mentioned clay mound afford the only item of interest for most descriptions of the village. “Healing Wells” are associated with folklore and, some have written, with the place name of the village. Today, most county guide books, and indeed local estate agents, would describe the village of Healing, as a dormitory village, housing a transient population, the majority of whom are employed in Grimsby or by the factories situated on the Humber Bank. It was therefore with some trepidation that a group of inhabitants of Healing undertook the task of writing a village history. Local historians warned that a closed village such as Healing may not be well documented, and that we should be prepared for disappointments. Thement and treatment of the matter will meet with general approval e compilation of such a work necessarily occupies a considerable length of time, during which many changes take place, but the Editors have endeavoured to kee p themselves au fait with what was passing, and to secure the latest and most accurate information, each town and parish was personally re-visited and revised whilst the sheets were in the press . In the arrangement the New Parliamentary Divisions have been adopted , instead of the old and nearly obsolete Wapentakes ; and the parishes in each follow in alphabetical order . A copious index will still further facilitate reference . Of the plan and scope of the work little need be said . The East Riding is first viewed as a whole, and a resume of its history is given. This is followed b y a sketch of its physical features, soil and agriculture ; and its judicial an d ecclesiastical polity and divisions. Each parish is next passed in review, an d whatever there may be of interest attaching to it is related. The desire of the Proprietors has been to produce a thoroughly reliable and trustworthy book of reference, and they can assure their patrons that no effort s have been spared on their part to secure this important and essential feature . A few errors may possibly have escaped detection, but the Editors are confident that in completeness and accuracy this History and Directory of East Yorkshir e will compare favourably with any hitherto published.
