21. General Matters arising from the Minutes

22. A59 Kex Gill realignment

Cllr S Lumley reported there is little change since the previous update. There appears to be strong support from the community and all concerns have tried to be addressed.

23. Police Matters

There were no Police in attendance. There were 4 reported crimes during May: 2 x Vehicle Crime at Skipton Road and Church Hill; 1 x Criminal damage and arson at Rues Lane and 1 x drugs offence at Askwith Moor Road. There were 4 reported crimes during June: 3 x Criminal damage and arson at Rues Lane (1) and Askwith Moor Road (2) and 1 x Public Order at Rues Lane.

24. County and Borough Matters

Cllr S Lumley reported that the Grade II Listed County Hall closed in August for 10 months of renovation. The UCI World Championships commence on 21st September and road safety and road closures will be the main focus of the 9 days of events.

28. Highways Issues

Issues to report:

30. Parish Caretaker

On 2nd August 2019 an e-mail was received by the Clerk from the Parish Caretaker John King informing the Council of his intention to step down from this role.

The Council wished to express their thanks for his dedication and work over the years.

The Council requested the Parish Clerk draft a job advert for the Parish magazine.

31. Billy Lane

On 28th August 2019 the Billy Lane Public Inquiry was held at the Robinson Library in Timble. The Planning Inspector in attendance was Mr Paul Freer.

The Inquiry heard from six witnesses including Cllr Andrew Campbell on behalf of Washburn Parish Council. There were two witnesses in support of the proposed order to confirm Billy Lane as a Restricted Byway and four witnesses objecting, although the Planning Inspector allowed all representations to be taken into account.

The two main issues of focus were: 1) There is evidence sufficient to make Billy Lane a byway; 2) That Billy Lane was lawfully used by motor vehicles rather than other users in the 5 years prior to 2006.

The decision is expected within 3 months.

The Council wished to record thanks to Cllr Andrew Campbell for his work and representing the Council.

32. Timble Sub-station

In early July Cllr J Davison was contacted by a resident in relation to a proposal for an electricity sub-station in Timble on land off North Lane. The applicant is Northern Powergrid and was submitted under Permitted Development, hence no planning application.

On the request of the Chair and Timble councillors a letter was sent to Harrogate Borough Council on 5th July 2019 outlining the following comments:

1) The proposed location for the construction of the substation would be in close proximity to existing kerosene tanks – raising health and safety concerns;

2) Given the landscape and status of Timble (within the Nidderdale AONB and Conservation Area) – there will be the need for screening

Council Year 2019/20 Full Council 2nd September 2019 and the use of appropriate materials – such as dry stone walls around any construction in whatever location;

3) As you are probably aware there is a Local Inquiry taking place with regards to the status of Billy Lane – the outcome of this may impact on access and any works in the proposed location;

4) There is concern over the likely disruption this work would cause to village life;

5) Have alternative locations and/or alternative technical solutions been considered – as it would appear that there would be more suitable locations for this facility and/or the possibility of increasing the capacity of the transformer on the current infrastructure.

It is understood that Harrogate Borough Council have no objections to the proposal. The residents are still concerned particularly with noise levels and have contacted Northern Powergrid to request they consider siting the installation elsewhere, outside of the conservation area and away from residential properties.

33. Grit Bins/Piles

The Clerk presented 15 maps of the current grit bins/piles in the parish.

The Clerk was requested to contact North Yorkshire County Council to find out if the Parish Council can purchase its own grit.

Resolved: that new grit piles be requested on bend near to entrance to Timble from Lane End direction and Broad Dubb Road near to Norwood Social Hall
