March is Purchasing Month!!!!

Governor Charlie Crist and Mayor John Marks have signed declarations establishing March 2007 as Purchasing Month. This is an annual tradition to honor the contribution Government Purchasing Professionals play in the operation of government. As a further recognition, TACNIGP is hosting the first of 2 Chapter Subsidized Training Seminars with Breakfast and lunch included. Our speakers for the day will be Ms. Jennie Readey, the former Purchasing Director for the Colorado Department of Transportation and Leon County Supervisor of Elections, Mr. Ion Sancho. This will be a power-packed day, so please join us.

The recognition does not stop there...... we have re-established the Manager and Buyer of the Year Awards. The nomination period is now open and the information and application forms are posted on the WEB Site. Diana Trahan has worked hard to organize this for us and will be heading up the effort to select the winner. As an added incentive to the award, the Board voted to give each winner a paid trip to the 62nd Annual NIGP Forum in Hartford in August. This will include the registration, hotel and airfare. So, please consider nominating someone or nominate yourself.

There are a few other things happening in March that you all need to be aware of. We are voting on amending the Constitution and Bylaws to allow Associate Members, Student Members, and Agency Educational Sponsorships. The vote will take place during the March General Membership Meeting. Maybe we can get Mr. Sancho to help certify the vote!!! We are also in the promoting stage for the Government Vendor Conference and Reverse Tradeshow on April 11th & 12th. Please assist us by talking to your agency about signing up for a free booth to meet with the vendors and tell your vendors about it. All the information is posted on our WEB site and registration for vendors is now open. We really need your help in promoting this event!

The reduced membership renewal fee period has expired and the rate for membership renewal is now $35. If you have not renewed your membership, please be aware of this change. Also, pursuant to our constitution and bylaws, members who do not renew their membership by February 28 of each year, lose their membership rights and privileges until such time as the membership is renewed. That means, you do not have the right to cast a ballot in any vote held by the Chapter, you are not eligible for the reduced lunch fee for the Monthly General Membership Meetings, and cannot participate in any Chapter subsidized event that is specifically for Active Members Only. This will include the Leadership Seminar on March 13th. In addition to the $10 to attend the event, if you have not paid your membership dues, you will need to pay them at the door PRIOR to being admitted to the Seminar. I know this sounds harsh, however, it is the duty of the President and the Board to uphold the Chapter Constitution and Bylaws.

Inactive members will still have access to the Member Services functions of the TACNIGP WEB site until the membership has been inactive for a period of 12 months. After the 12 months, the account log-in will be inactivated, but the data will be retained for another 12 months. If your membership remains inactive for 24 months, to preserve data storage space on the Web Site, your record will be deleted from the system.

On a lighter note, we wish to thank you for your efforts to register for the Monthly Meetings on-line. Your efforts reduced the penalty levied on us by the Civic Center for excessive overages and the cost for guaranteed meals that are not eaten. We still have a way to go, but you have made a noticeable difference in just one month. THANK YOU and KEEP UP THE GOOD WORK!!!!!

Our telephone system is up and running. It seems to be working well and we have received several compliments on the ease of leaving a message or contacting a Chapter Leader using the system. There are many exciting opportunities ahead for our local chapter. I hope you will take advantage of the classes, the seminars, and our luncheon meetings and encourage others in your agency to participate. We need you and your ideas to be successful.

Please provide your input at the March Luncheon meeting on your choice of a two day LEAP course for May and a topic for our fall two day seminar. Please look over the lists below and be prepared to make your selection on a ballot available at the March meeting.

The speaker for the March meeting will be Ion Sancho, Supervisor of Elections. Mr. Sancho has held this position since 1988. He has appeared on every major television network, as well as national papers such as , Washington Post, LA Times, and periodicals like Newsweek, The Nation and Computerworld. The documentary , released last November by HBO, details the 2005 Leon County Supervisor of Elections Office security tests. Mr. Sancho will be speaking on the Ethics Issue.

Old Business January minutes were approved as presented in the NIGP newsletter. Motion made by Gwen Parker and seconded by Bill Spencer. Motion carried.

• Renewed Members: Stu Potlock, Incoming Bureau Chief for Information Technology, DMS/State Purchasing. Welcome back Stu, and congratulations on your new job!

• Guests: None

• New Members: (NOTE: Many new members are listed on the www.tacnigp.com website. Some of these are previous members, others are lapsed, but renewed for 2007, and some are new to the profession and chapter. Welcome all!)

• Board Meeting Update:

President Steve Updike announced the date for the Reverse Trade Show to be held at the Leon County Civic Center. (Thursday, April 12, 2007)

Steve also mentioned a scheduled meeting with TACNIGP Officers and DMS/State Purchasing representatives. This meeting was held on February 13, 2007, and coordinated training courses and other upcoming activities.

As a reminder, the 2007 Vendor Conference and Trade Show is scheduled for August 27th and 28th. Since FSU’s Center for Professional Development will be closed for renovations, the Leon County Civic Center will be the venue for all events.

The Chapter received a positive response from Julia Cobb Costas and the Florida Commission on Ethics. Our plans for the Trade Show and Reverse Trade Show will not constitute an ethics violation, based on the Chapter’s Not-For-Profit status.

Steve then discussed the Charter Amendment authorizing three new membership classes. The proposed amendment language was distributed, and will be voted on by the general membership at the March 13th meeting.

• “(888) FLA-NIGP” and the Automated Attendant: This new feature provides a toll-free number and extensions for contacting Officers, Committee Chairpersons and Trade Show volunteers. It is being deployed at the present time. Steve thanked Michael Bailey, Purchasing Specialist for the IT Sourcing Team at DMS/State Purchasing for his help in recording the prompts and messages.

• TACNIGP Secure Credit Card encryption: Steve assured the members that although the site does not begin with https://, transactions with credit cards are encrypted and secure. The Chapter Manager site itself is secure, but our Chapter would have to invest a large amount to purchase the security certificate.

• Committee Reports Quick reports from Committee Chairpersons were conducted. Dave Callaway (Membership Committee) detailed the various incentives for membership, sponsorship and attending the monthly meetings. These incentives include free guest passes for the 2007 Christmas Awards and Installation Ceremony, free 2008 Chapter Memberships, a $100 gift certificate to the NIGP bookstore, and the Grand Prize, an at-large trip to the NIGP 2007 National Forum in Hartford, CT. Additionally, every two members sponsored by a current member will earn that person a free lunch at our monthly meeting. Make sure that the new member indicates your name on the online membership application.

Gwen Parker indicated that there are spaces available for the 2007 Scholarship Committee. Her committee awards the Hittinger and Guinipero Scholarships which are presented at the Christmas Awards and Installation Ceremony. She can be reached at 245-9170.

Don Tobin (Chapter Treasurer) will submit his report next month. He is out on sick leave, and we all hope that he feels better and returns soon!

• Seminars A free seminar, “Professional Leadership for the Public Purchasing Professional” will be offered by the Chapter in conjunction with the March 13 Membership Meeting. All members that have paid their 2007 dues are welcome to attend. Although the cost of the seminar is covered 100% by the Chapter, there is a $10 fee that includes breakfast, lunch and a mid afternoon snack. You can register now on www.tacnigp.com, and you WILL NOT need to register separately for the March luncheon. If you are unable to attend the seminar, but would still like to join us for lunch, please register by 12 noon on Thursday, March 8 by clicking on “March General Membership meeting w/ lunch”

New Business and Presentation

There was no new business brought up, so the speaker was introduced. Deborah Forrester works with the Guardian ad Litem program. This critically important function insures that children have a voice and advocate for their rights in judicial proceedings. Deborah’s message was clear. There are many more volunteers needed as more and more of Florida’s children need these services. On average, volunteers work on one or two cases, and devote four to six hours each month to this calling. Since State Employees are granted an hour of Administrative Leave each week, this should not be an excessive burden. Brochures were distributed, and each member was urged to consider this important program that protects our most vulnerable residents. As the presentation began, Jessie Moseley was honored for her many years of service and advocacy for this program. All of us that know and have worked with Jessie know her sincere dedication to all of the children she and others have provided as part of this program.

MINUTES – FEBRUARY MONTHLY BOARD MEETING

Steve Updike called the board meeting to order at 3:35 PM

Old Business:

1. Minutes for the January Board meeting were read and approved. Bill Spencer motioned and Dave Callaway seconded. The motion passed. 2. Treasurer’s Report – Treasurer Don Tobin reported that there are several 2007 membership renewal checks that he will add to the database. Last month’s lunch estimate was discussed, and the plan recommended in January (discounting registered members by 10%) seemed to have worked as there were 75 members registered. We gave the Civic Center an estimate of 65, and wound up with a total of 71 paid and comped for lunch (plus three members that attended but did not eat.) We will continue to monitor this strategy. 3. Membership Committee report – Committee Chairperson David Callaway is waiting for the General Membership vote on the new membership classifications. If approved, we anticipate a boost in membership across-the-board. 4. Education and ProD Report – Vice President Janice Pursley updated the tentative schedule of speakers for the next four months luncheon meetings. They include: March: Ion Sancho, Supervisor of Elections, Leon County (Rescheduled from May) April: Alex Sink, Chief Financial Officer, State of Florida May: Judge Cohen, DOAH June: DEP, Environmental Crimes speaker July: Ron Goldstein, DMS Lease Management August: Bruce Conroy, DOT Legal 5. Awards Report – Committee Chairperson Diana Trahan updated the Board on “March is Purchasing Month” activities. Tallahassee Mayor John Marks will issue a proclamation. Gov. Crist’s office is still in process. Leon County Government will be contacted. A subcommittee for NIGP Chapter of the Year will be spearheaded by Steve and Janet, and volunteers are welcome. Finally, with extra money in the budget a suggestion was made to sponsor two other Chapter-paid trips to the National Forum. These would be awarded to the Buyer of the Year and Purchasing Manager of the Year. Mark Lovell motioned and Steve Updike seconded. The motion passed. 6. New Membership Classes – President Steve Updike wanted to know how the March General Membership vote should be held. It was agreed that a voice vote would be taken, with a hand vote if the results were not conclusive. 7. Conference and Reverse Trade Show – We are set for April 12, 2007, but still need to sign a contract with Roger at the Civic Center. The total cost to the Chapter should be around $14,000, including use of the entire exhibit hall, booths, conference rooms and meals. A potential sponsor for this event would considerably reduce or eliminate this expense. Per the meeting at DMS on February 13, the Chapter will pay for and produce a “burst” e-mail targeted to MyFloridaMarketPlace vendors and users, along with Agency Purchasing Directors and Department Heads. Steve produced samples of each of these communications for the Board’s feedback. Registration will be done on www.TACNIGP.com, but we still need some technical support from the website designer to implement this link. (This should be ready in late February.) Organizations expected to participate include: 1) Department of Financial Services (DFS – 90 minute presentation), 2) Office of Supplier Diversity (OSD – 90 minute presentation), 3) DMS State Purchasing (each sourcing team will staff a booth, and will need Internet access to “walk vendors through” MyFloridaMarketPlace Vendor Registration, SpursView, the State Term Contract website and Purchasing Bulletin Board.) and 4) Possible participation by DemandStar or another bid-matching company. 8. Free Seminar #1 – Date is March 13th (Leon County Civic Center). The topic is “Leadership for Public Purchasing Professionals”. It was mentioned that the instructor was double-booked for another NIGP class, but as of this morning, (February 22), it appears that she is once again available and should be able to participate. 9. Free Seminar #2 – Date is October 9th (Leon County Civic Center). The tentative topic is “Customer Service”, with speaker David Alba. Mr. Alba would not agree to speak at the September Membership Meeting at a stipend that is well below his usual daily rate. 10. Membership Renewals and “Pay at the Door” lunches – Steve asked how we planned to deal with expired members that wanted to pay for lunch at the March meeting. There are two answers; pay the 2007 membership dues @ $35.00, and then pay either $7.00 (pre-registered) or $9.00 (unregistered) for lunch, or pay the non-member rate of $12.50. We will monitor this situation, and Mark will send out an e-mail to the membership base with the pertinent information and a link to the registration site.

New Business:

1. Register TACNIGP with the Secretary of State – Steve reported that some links and search engines direct individuals to non-affiliated sites when “Florida Purchasing Conference” is entered. The best way to prevent this from happening in the future is to register our Chapter with DOS. The motion was called by Janet Garrison and seconded by David Callaway. Motion passed. 2. TACNIGP plans to present an advanced LEAP course in mid to late May. “Alternative Dispute Resolution” was mentioned, and this would be a two day course. This will be finalized during the March and April meetings. 3. Forum Registration – Early registration ends on April 30, 2007. The average airfare from Tallahassee to Hartford, CT is around $550.00. Officers and Board Members promised to have their registration forms ready for Don no later than next month’s meeting.
